Since 2024, Donghua Town has focused on key tasks such as responsibility implementation, river patrol and river governance, publicity and guidance, and satisfaction improvement, closely following the governance goals of "smooth river, clear water, solid embankment, green bank, and beautiful scenery", and made every effort to promote the work of the "river chief system" to be deeper and more practical, and achieve practical results, and strive to create a new situation in the work of the river chief system.
The first is to strengthen organizational leadership and promote the implementation of responsibilities in a comprehensive and orderly manner. Adhere to the work of the river (lake) chief system as the key goal and task of the town, include it in the annual comprehensive assessment category, sign the target responsibility letter with each village (community), improve the implementation of responsibility, patrol the river, information sharing and other 6 basic systems, improve the town and village two-level river chief responsibility system, clarify the responsibility of river management and protection, refine the work tasks, implement segmented grasping, timely coordinate and solve implementation problems, and promote the effective implementation of "one river and one policy".
The second is to highlight the key links and go all out to promote rectification and reform. With the "four chaos" action of cleaning rivers and lakes as the starting point, organize and carry out the four major actions of river cleaning, bank protection, water purification and cleaning, improve the responsibility system of "one cleaning a day" for cleaning personnel, and ensure that there is no domestic garbage in the river and no large floating objects on the river surface. Strengthen the treatment of black and odorous water bodies, continue to strengthen the monitoring of water quality at river outlets, carry out in-depth traceability and investigation of hidden sewage discharge hazards, and basically eliminate the sources of black and odorous water bodies. Carry out joint rectification on a regular basis, strictly investigate river-related illegal cases, and ensure that the river chief does not go through the motions when patrolling the river, and the problem is rectified to the bottom.
The third is to build a pattern of co-governance, and vigorously publicize and build consensus in multiple dimensions. Strengthen publicity and training as a powerful starting point, formulate and distribute publicity plans, and carry out high-quality education and training. Focusing on important time nodes such as "World Water Day" and "Environmental Protection Publicity Day", we will comprehensively adopt online and offline methods such as "village sounds", WeChat groups, official accounts, Douyin accounts, centralized publicity, printing and distributing color pages, hanging banners, showing up to say, case warnings, etc., multi-angle and all-round publicity, strengthen public opinion guidance, enhance the environmental awareness of the masses, and strive to create a strong atmosphere of "everyone knows and everyone participates" in river management and protection.
