From March 26 to 28, 2024, the 2024 China Commercial Vehicle Forum was held in Shiyan City, Hubei Province. Hosted by the China Association of Automobile Manufacturers, with the theme of "New Pace, New Results, New Improvement, Helping the High-quality Development of the Commercial Vehicle Industry", this forum is based on the high-quality development requirements of the industry, the realization of the national "double carbon" goal, the transformation and innovation needs of the automobile industry, and promotes reform, transformation and development with innovation, so as to help the high-quality development of the commercial vehicle industry. Among them, on the morning of March 28, at the "Theme Forum II: Intelligent Network Technology Empowerment and Accelerating the Development of the Commercial Vehicle Industry", Zhang Jisheng, Director of the Autonomous Driving Transportation Industry R&D Center of Zhonglu Hi-Tech Group, Highway Research Institute of the Ministry of Transport, delivered a wonderful speech. Good morning, Honorable Mayor Zhang, Honorable Secretary-General, Distinguished Leaders, and Colleagues.
I am Zhang Jisheng from the Research Institute of the Ministry of Communications, our Highway Institute is based on the design, construction, construction, planning, maintenance and so on of highways, including intelligent transportation, I come from the side of intelligent transportation, and later because of the development of automatic driving, I moved from the direction of automatic transportation to automatic driving, and how to support the development of autonomous driving from the perspective of highway digitalization. Therefore, the topic of my report today is: Vehicle-road-cloud integration empowers the coordinated development of smart highways and autonomous driving.
My report is divided into three areas: first, development background and policy guidance. Second, research, practice and standard progress, research, standards and practices in smart highways and autonomous driving, and third, some basic thinking.
Since September last year, General Secretary Xi Jinping has also made an important exposition on the new quality of productivity, and further elaborated on the new quality productivity during the two sessions, and the basic connotation has also been mentioned, characterized by high technology, high efficiency and high quality, in line with the quality of the new quality development of the productive forces, there is a technological revolution and productivity innovation, resource allocation, and industrial deep integration, transformation and upgrading to give birth to such a new quality of productivity, and also put forward such a requirement of three new。 Just now, the forum also put forward a requirement of the three new, and the combination of the two three new may be more conducive to the development of autonomous driving and commercial vehicles.
On March 13 this year, Premier Li Qiang proposed that the development of new quality productivity is the internal requirement and focus of high-quality development when he went to investigate and inspect the Yizhuang High-level Autonomous Driving Demonstration Zone, and it is necessary to seize the bull's nose of innovation. It is proposed that artificial intelligence+ and industry general large models and vertical large models are important components of our new quality productivity. In addition, autonomous driving technology, iterative upgrading, boosting the development of the automobile industry and promoting the development of smart cities has put forward important instructions.
In January this year, Mr. Huang, the former mayor of Chongqing, made a systematic interpretation of the new quality productivity, including new manufacturing, new services, and new formats. Among them, new manufacturing, 0 to 1 original innovative technology, and new production factors, that is, data elements, add some data elements to create new manufacturing. New services, proposed to increase the proportion of service output value in the field of industrial manufacturing. Third, the new business format, based on globalization, needs data such as the renewal of the industrial chain based on globalization, drives the strategic transformation of enterprises, not just the concept of digitalization of enterprises themselves.
In June last year, when Premier Li Qiang presided over the National Standing Committee meeting and deployed the high-quality development of new energy, he put forward the requirements for the integrated development of vehicles, roads, roads and clouds, and put forward more requirements for vehicles, new energy vehicles, the completeness of roads and road infrastructure, and the digitalization of infrastructure service areas, including energy networks. This requirement and our Ministry of Transport in the transportation power construction outline proposed four networks integration also has a great relevance and continuity, our highway industry focus on the integration of four networks such a concept to promote. In addition, when Academician Ouyang interpreted the concept of how to develop such a concept of "car energy road cloud", he also proposed that the automobile will become the largest mobile intelligent terminal in the future. How to do a good job in the development of cars and roads, mobile terminals and roads are also some problems that our transportation department strives to solve.
In March last year, the Ministry of Transport issued a five-year action plan for a strong transportation country, which deepened the comprehensive three-dimensional transportation network released by the Central Committee and the State Council in 2021 for the outline of the construction of a transportation power in 2019 and the comprehensive three-dimensional transportation network released by the Central Committee and the State Council in 2021. In this case, it is proposed that for digital transportation, based on the system framework of digital government, as well as for the construction of smart transportation, as well as for the application of some automation technologies such as smart highways, intelligent driving, and intelligent shipping, 50 relevant pilots will be promoted in the next five years. A number of special actions have been carried out in the relevant areas of highways.
In addition, in terms of roads, the Highway Bureau of the Ministry of Communications issued an opinion on promoting the digital transformation of highways and accelerating the construction of digital highways in September last year. From the construction, management, maintenance, operation of all aspects of the data to make an integration, a set of models, a set of data, to carry out the full life cycle of data digital requirements.
In addition, the Ministry of Transport has actually released several important documents at the beginning of this year, the first of which is about the focus of the work of the service area in 2024. In this work focus of the deployment is relatively clear, for the service area, the upgrading of some old service areas, for the construction of facilities for charging, storage and generation in some service areas, it is necessary to better integrate the energy network system of the national service area. In addition, specific requirements have been put forward in the video networking of national highways, and the intelligent networking and analysis of national high-speed video will be carried out by the end of this year. Third, the digital transformation of infrastructure, with data as the element, accelerates management and control, and improves the transportation service capacity of highways through intelligent and soft expansion. This is also a special demonstration project of digital transformation jointly brewed by the industry and relevant departments, and it is planned to take the province or inter-provincial as a unit, and each project will not be less than 1,000 kilometers of highways to carry out smart expansion, digital transformation, and pilot demonstrations related to vehicle-road collaboration and intelligent driving, so as to accelerate the development of digital transformation in the industry, of course, it is still soliciting opinions.
The four ministries and commissions have jointly piloted the access of intelligent networked vehicles, and in the demonstration area, the vehicles after the test have been issued formal license plates, and the Ministry of Transportation has issued guidelines for the transportation safety services of autonomous vehicles, and the relevant leaders may have made some interpretations yesterday. From the perspective of transportation services, autonomous driving also provides some openings for operating vehicles, especially autonomous driving in specific scenarios, which is also a aspect of relative encouragement and support. In the safe transportation of operating vehicles, especially in the operation of two passengers and one danger, it is still prudent to use autonomous driving technology. The four ministries and commissions are promoting relevant pilot demonstrations, led by the Ministry of Industry and Information Technology, with V2X as the main entry feature, and we are also looking forward to how to be able to take the lead in the OBU on this side of the car, so that our road side is better matched and plays a relevant role faster. In terms of cloud, Hong Kong has also released a series of plans and guidelines, digital elements, digital China construction layout, for the transportation side is rich data set fields and industries, I hope we will carry out some pilot demonstrations, including the authorized operation of government data and so on.
There is also a data element × action plan, the three-year action plan proposes 13 scenarios on the combination of data elements and industries, which in the field of transportation requires the industry to "two passengers and one danger", the network freight data is fully combined, and the leading transportation enterprises carry out high-quality data construction and reuse pilots, which is a good pilot demonstration for transportation companies such as Guangdong Communications Group.
In addition, some research and practice work, the Ministry of Transport, the Chinese Academy of Engineering and the China Highway and Transportation Society, the two societies will begin to do a series of major topics, research and consulting projects established by the Academy of Engineering in 2022 on how to develop smart highways and the connotation of vehicle-road coordination. This attempts to interpret smart highways from 7 aspects, including the digital infrastructure of smart highways, the connotation of vehicle-road coordination, as well as 7 aspects such as smart toll collection and smart maintenance. Such research results have also been implemented in a series of policy documents released at the beginning of this year, during the 14th Five-Year Plan period, when we build a strong transportation country, we are also very concerned about the smart highway, and the transportation power has approved more than 20 provinces and cities to carry out pilot demonstrations of transportation power, involving 8,000 kilometers of smart highways, of which, 2,000 kilometers of highways to carry out vehicle-road collaborative work.
During the 13th Five-Year Plan period, the transportation industry carried out pilot demonstration projects for the integration of vehicles and roads, including infrastructure digitization, vehicle-road integration, vehicle-road coordination, etc., some of which were successful, and some were found to be cost-effective, for digital twins, Beidou high-precision positioning, roadside traffic perception, etc., a lot of technical verification was done, and the cost of equipment and technology was also greatly reduced, from our statistics, generally speaking, for example, digital twins, including our millimeter-wave radar, the cost of the transportation industry was reduced 2/ 3 or so, the technical verification is still very successful. There are also some aspects found that the cost performance is not high, including vehicle-road coordination, many or need technical verification of the place, so Guangdong high-speed combined with the digital transformation needs of enterprises, the construction of the whole group, the province's highway digital map, is also combined with the development of automatic driving technology, automatic driving for the car, for the road high-precision digital map of this piece of demand, our highway also combined with the requirements of high-precision enterprise digital transformation, we hope that with a relative accuracy of 20 centimeters, absolute accuracy of 1 meter such a standard, we build a high-precision map of the province, based on this map we will present the business of the expressway, and we will put the traffic information of the expresswayThe maintenance events are all on a map, trying to connect with vehicle-road coordination and autonomous driving, and better serve autonomous vehicles.
In addition, data trading has also been listed on the Guangdong and Shanghai data exchanges for trusted data trading. It should be said that it has made a good guide for the exploration of the transportation industry. There are some standards for this, including the infrastructure of highways, what high-precision elements are needed for our maintenance to turn it into digitalization, and what lane markings, signs, and so on are needed for cars. Starting from the end of 2022, the Ministry of Communications, 14 pilot demonstrations related to autonomous driving, including Beijing Yizhuang Autonomous Driving Demonstration Zone, including Suzhou, have done a good pilot demonstration, after such pilot demonstrations, the second batch of autonomous driving pilot demonstrations was launched in September last year, this batch focuses on operating vehicles, urban distribution, and trunk logistics is our focus, because in the urban area, Wuhan has carried out autonomous driving rental services in the whole city, and we hope that through some pilot demonstrations and guidance like ours, we can better combine commercial vehicles and autonomous driving。 Among them, Gansu, Inner Mongolia and other provinces have done a good pilot demonstration, and they have done a relatively distinctive job of automatic driving transportation services for mining areas to collect and distribute minerals in relatively remote highway areas.
In terms of the coordinated development of smart cities and intelligent networked vehicles, Beijing has also explored some policy systems of 2+5+N in the architecture and policy system, and we, as the technical support unit of this policy system, have also made a lot of contributions, including the architecture, the establishment of four operating companies, and the establishment of some related enterprises for the roadside infrastructure of intelligent vehicle-road coordination, for data operations, and for some operations of autonomous driving testing services.
We hope that through this map, we want to use public infrastructure for Beidou positioning, high-precision maps, data centers, etc., to support the digitalization of highways through joint construction. We hope that the data and business applications will be based on the provincial domain, and based on the unified management of data, based on the high-precision digital base map, we will aggregate the data and promote the data into the field of trusted transactions based on the capability interaction platform.
We hope that highway operators will gradually transform into transportation service operators, digital operators and transportation energy integration operators, and seek more industrial development in addition to toll business. In many provinces, such as Jiangsu, its toll business only accounts for half of the revenue of the entire Jiangsu Transportation Group, the automation of the service area, the integration of traffic and travel, and the integration of traffic and energy are accounting for more and more of the high, which is what we put forward based on technological innovation, how to do road section level automation, how to do some suggestions for vehicle-road coordination.
We also believe that with the development of 5G technology, Academician Ouyang mentioned in his report a few days ago that a lot of development has also been made in 5G. After such a development, we believe that 5G technology and vehicle-road collaboration technology should be said to do better integration in the future, so that there are 5G general facilities to integrate, so that we can make better use of such facilities and equipment. The other is our road section company, which has been talking in our industry just now, road sections, bulk smart highways. We hope that through the aggregation and trusted transaction of data at the provincial level, we can achieve trusted interaction with the car and the largest mobile intelligent terminal, and form a technical architecture that is centralized and consistent at the top level and decoupled at the bottom layer.
In terms of key technologies, we also hope to pay more attention to the standards of digital assetization. In the era of mobile intelligent terminals, we are in some traffic incidents, accidents, roadside events are not better provided to mobile intelligent terminals, we hope to be able to deliver through our digital asset capabilities, and now are data transactions in such a way, in a quantitative way, can better provide our roadside high-precision signs, markings, events, and construction conditions of maintenance vehicles to the car side with lane-level standards, and we also hope that this data can be better given to the car side in a credible transaction way, improve its automatic driving, auxiliary driving and some service levels, and avoid the occurrence of these accidents。 From the side of the Ministry of Transport, we hope to collect the events and safe operation of the autonomous driving of the operating vehicles through this platform, and provide some desensitization data for new manufacturers entering the autonomous driving operation for policy formulation and better training. In addition, it is also proposed that the development of artificial intelligence has affected all walks of life, and the transportation industry from our point of view, we have also put forward three old concepts, and we hope that the traffic model will have such an old secretary for our traffic services, and let the driver drive better through information provision. For our traffic management and emergency response, we hope to be able to play the role of an old expert, and for assisted driving, we hope that he can play the role of an old driver, have a better experience for driving, and reduce the problems of novices.
Let me briefly summarize that we hope to work with our peers and colleagues to fully explore some data in the industry. Our transportation industry is a data-rich field, how to do a better combination with operating vehicles, road vehicles, trusted data circulation, trusted transactions, in this regard, we hope that the car and the road are more open, OBU to speed up the construction, we also speed up the construction of roadside RSU facilities. In addition, geographic information, do roadside high-precision maps, automatic driving proposed to do automatic driving based on high-precision maps, we combined with the needs of digital transformation, but also built such a number of digital maps, but now many car manufacturers do not need high-precision digital maps, but I hope that everyone will work together to develop such a high-precision digital map, both for the industry, but also for the car, but the accuracy is in accordance with such an accuracy. In the field of vehicle-road coordination and autonomous driving, we must also treat it objectively on how to do a good job in AIGC and the full development of artificial intelligence technology. Our transportation industry is also very hot, many provinces have done digital people and so on, we also hope that everyone will discuss together, what it can do, what can not be done, we hope to make small incisions to do deep excavation. On the other hand, we also hope that with the assistance of parking lots or vehicle operations, our expressways can develop similar to the sixth industry, do a good job in the main business of expressways, and on this basis, explore transportation service providers and transportation energy integration operators, as well as autonomous driving manufacturers, and combine with transportation service providers to explore further low-cost commercialization paths.
I have also said in some forums before, last year we may have experienced a cooling-off period on the side of autonomous driving, the trough period, some places approved local bonds without construction, this year I think the Ministry of Industry and Information Technology and the Ministry of Communications a number of policy documents support, I think the dawn of autonomous driving of commercial vehicles is emerging, so I hope that in 2024, with our joint efforts, we can do a good job in the pilot demonstration of commercial services of autonomous driving vehicles.
