"Filing and card establishment + early warning and monitoring", there is a base for policy implementation. Increase the intensity of household visits, find out the actual family and health conditions, and establish a file for the 5,083 left-behind children and 393 children in difficult circumstances identified in accordance with the "one person, one file" system, implement dynamic management, implement a dynamic data update mechanism, and promptly enter and update the national child welfare information system. Establish mechanisms for early warning and investigation, mandatory reporting, emergency response, assessment and assistance, guardianship intervention, prevention at the source, and other aid and protection mechanisms, strengthen early warning and monitoring of children with special needs, change "people looking for policies" to "policies looking for people", and promptly include eligible minors in the scope of policy safeguards. At present, the county has included 1,604 urban and rural subsistence allowance children, including 59 orphans, de facto unsupported children, and extremely poor children, and 327 people enjoying the two subsidy policies for the disabled.
"Joint guardianship + visits", there are measures for care and protection. More than 160 children's supervisors, children's directors and other staff were organized to carry out special capacity improvement training, with a 100% training rate for children's directors, weaving a tight safety net for the protection of minors. Organize and carry out family education guidance services and parent-child activities, strengthen guardians' awareness of their main responsibilities, and educate and guide parents to lawfully perform guardianship duties and support obligations for minor children.
"Volunteer service + position construction", there is a carrier for the development of activities. Combined with important holidays, winter and summer vacations and other time nodes, "small classrooms" were held to provide homework guidance for left-behind children in rural areas, and folk activities such as paper-cutting and writing Spring Festival couplets were organized. Relying on the "Red Scarf Growth Camp" of the Youth League Prefecture Committee, 28 college student volunteers were mobilized to carry out holiday care for more than 110 left-behind children, and effectively provided left-behind children with a "5+1" course of "morality, intelligence, physique, beauty, and labor" + "characteristics". Relying on children's homes, we carried out 4 sessions of care and companionship services for left-behind children and children in difficulty, and provided psychological counseling, care and companionship, emotional cognition and other services for more than 100 left-behind and disadvantaged children.
"Department linkage + optimization service", the participation of the whole people is effective. Carry out themed publicity activities such as "China Charity Day", "99 Charity Day" and "Publicity Month for the Protection of Minors", and publicize the "Law of the People's Republic of China on the Protection of Minors" and other laws and regulations in a three-dimensional and all-round way, creating a strong atmosphere of concern and care for minors in the whole society. Through newspapers, radio and television, and new media platforms, carry out activities to "enter schools, communities, and families", focusing on issues related to the vital interests of minors, such as laws, regulations, and policy provisions related to the protection of minors, education on family guardianship responsibilities, and education on safety knowledge, through increasing the force and breadth of education and publicity, to enhance minors' awareness of the law and self-protection, and promote all sectors of society's participation in the care and protection of minors. At present, 307 sessions of rule of law publicity have been carried out, covering 24,550 people, and 317 sessions of safety education have been carried out, covering 69,350 people.
