The reporter learned today that the State Administration for Market Regulation notified the national supervision and random inspection of product quality in 2023. In 2023, the State Administration for Market Regulation will organize national supervision and random inspections on 143 products. Throughout the year, 28,265 batches of products produced and operated by 26,472 enterprises were randomly inspected, and 3,476 batches of products from 3,302 enterprises were found to be unqualified, with a random inspection failure rate of 12.3%, an increase of 2.9 percentage points over the previous year.

In terms of the scale of enterprises, the unqualified rate of products in large enterprises was 0.8 percent, down 0.8 percentage points from the previous year; the failure rate of products in medium-sized enterprises was 2.2 percent, down 0.7 percentage points from the previous year; and the failure rate of products in large and medium-sized enterprises remained at a low level.

From the perspective of sampling fields, the unqualified rate of random inspection in the production field is 6.7%, the random inspection failure rate in the circulation field is 19.6%, the random inspection failure rate of 9 kinds of products, such as sports helmets, automobile tires, bamboo and wood tableware, and plastic feeding bottles for infants, is 0%, and the five products with the highest random inspection failure rate are waste food processors, embedded lamps, fixed general lamps, plastic shopping bags, and color televisions, which are 65.3%, 63.2%, 56.7%, 55.1%, and 53.2% respectively.

For substandard products and their production and sales units, the market supervision department has required the production and sales units of substandard products to immediately stop producing and selling the same product, strictly prevent substandard products from entering the market, and at the same time order the production and sales units of substandard products to complete rectification within a time limit, and carry out a review of them in a timely manner, and strictly investigate and deal with the quality violations found in spot checks in accordance with the law, and transfer those suspected of constituting crimes to the judicial organs.

In 2023, 8 kinds of products including toys, strollers, children's shoes, children's and infant clothing, restraint systems for children and occupants of motor vehicles, student stationery, student school bags, and children's furniture will be randomly inspected, with a random inspection failure rate of 15.6%.

There are large differences in the failure rate of different types of children's student products, among which the failure rate of children's furniture, student school bags, children's shoes, and children's and infant clothing is relatively high.

From the point of view of the test items, the limit items of phthalate plasticizers, phthalates, rope requirements, and fiber content in the accessible plastic parts are the main unqualified indicators.

The main reasons for the unqualified children's school products are that the enterprise does not pay attention to the update of the national mandatory standards in time, and does not effectively control the content of specific plasticizers in the raw materials; there are potential safety hazards in the product design; the enterprise does not correctly mark the fiber content information according to the standard requirements, and does not strictly verify the fiber content of the purchased raw materials or lacks effective quality control measures for the raw materials.

In 2023, 26 kinds of household appliances including automatic rice cookers and electric hand warmers will be randomly inspected, and the failure rate will be 20.7%. From the perspective of specific product types, the quality of major electrical appliances is significantly better than that of small household appliances. From the perspective of testing items, electrical safety indicators and energy efficiency indicators are the main unqualified indicators of household appliances. The main reasons for the unqualified household appliances are that the accessories used do not meet the standard requirements, the quality management ability is insufficient, the product design is unreasonable, and the energy efficiency level of the product does not match the name.
