Recently, the Longmatan police have strengthened the management of key links, strengthened law enforcement inspections, investigated and handled a number of cases related to illegal fishing, and effectively did a good job in banning fishing in the Yangtze River.
Case 1
On the evening of March 25, 2024, the Lianhuachi Police Station of the Longmatan District Bureau of the Luzhou Municipal Public Security Bureau arrested 4 suspects who were engaged in illegal fishing activities by the Xituo River in the big bend of Longmatan District, and seized 3 catches and a large number of fishing gear at the scene.
After overnight examination by the police, another suspect was arrested and three catches were seized. According to the Longmatan District Agriculture and Rural Bureau, during the fishing ban period, the four people caught on the spot were engaged in illegal fishing activities in the Tuojiang section of the Tuojiang River (fishing ban area) of the Rare and Endemic Fish National Nature Reserve in the upper reaches of the Yangtze River, and the fishing gear used was 6 hook thorn rake (anchor fishing rod), which belonged to the prohibited fishing gear announced by the Ministry of Agriculture and Rural Affairs, and the illegal fishing catch was 6 white turtles, weighing a total of 13.06 kilograms, which are wild fish economic species.
At present, five people have been taken criminal compulsory measures in accordance with the law, and the case is being further handled.
Case 2
At about 2:30 on March 25, 2024, the police of the Texing Police Station of the Longmatan District Public Security Branch were patrolling the Yangtze River in Weiyuan Village, Texing Street, and found that 3 people were suspected of illegal fishing, and 19 catches of various types and two sets of anchor fishing gear were seized at the scene. After investigation, they used hook thorns and rakes (Wu dou rods) to carry out illegal fishing in the way of anchor fish, and the Longmatan District Agriculture and Rural Bureau determined that the illegal fishing catch weighed a total of 42.16 kilograms, including yellowtail mackerel, osmanthus and other wild fish economic species. At present, all three have been subjected to criminal coercive measures in accordance with the law, and the case is being further handled.
Case 3
On the evening of March 22, 2024, the police of the Public Security Brigade of the Longmatan District Public Security Bureau and the police of the Yudaihe Police Station arrested three suspects who were engaged in illegal fishing on the Tuojiang River on Tuojiang West Road, Longmatan District.
After investigation, the suspect used an "explosive rod" to illegally fish in the form of anchor fish, and it was determined that the catch was 3 white-shelled turtles, which belonged to the wild fish economic species. At present, the case is being further handled.

Article 38 of the Fishery Law of the People's Republic of China: Fishing by means of damaging fishery resources such as exploding fish, poisoning fish, and electrocuting fish, fishing in violation of the provisions on fishing ban areas and fishing ban periods, or using prohibited fishing gear, If the fishing method or net gear smaller than the minimum mesh size is used for fishing, or the proportion of juvenile fish in the catch exceeds the prescribed proportion, the catch and illegal gains shall be confiscated and a fine of not more than 50,000 yuan shall be imposed; if the circumstances are serious, the fishing gear shall be confiscated and the fishing license shall be revoked; if the circumstances are particularly serious, the fishing vessel may be confiscated; and if a crime is constituted, criminal responsibility shall be investigated according to law. Where illegally caught fish are sold in a fishing ban area or during a fishing ban period, the fishery administrative department of the local people's government at or above the county level shall promptly investigate and deal with it.
Article 340 of the Criminal Law of the People's Republic of China: [Crime of Illegal Fishing of Aquatic Products] Violating the laws and regulations on the protection of aquatic resources by fishing aquatic products in prohibited areas, fishing ban periods, or using prohibited tools and methods, if the circumstances are serious, shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, surveillance or a fine.
