The State Council appoints and dismisses state functionaries.
Zhou Tian was appointed vice minister of emergency management and director of the State Fire and Rescue Bureau; Tao Ling (female) was appointed deputy governor of the People's Bank of China; Song Hongkun was appointed deputy director of the National Energy Administration; Zhang Min (female) was appointed deputy director of the China Earthquake Administration; and Zhang Liqun was appointed president of Xi'an Jiaotong University (vice minister level).
Sun Yao was dismissed from his post as vice minister of education; Zhang Yudong was dismissed from his post as vice minister of science and technology; Chen Yuanfeng was dismissed from his post as deputy director of the Taiwan Affairs Office of the State Council; Qiongse was dismissed from his post as director of the State Fire and Rescue Bureau; Ma Jun was dismissed from his post as president of Beijing Normal University; and Wang Shuguo was dismissed from his post as president of Xi'an Jiaotong University.
