Opinions on the implementation of youth campus football work

The following Implementation Opinions are hereby formulated so as to further implement the major decisions and deployments of the Party Central Committee and the State Council on campus football, to strengthen and improve campus football work in the new era, to solve outstanding problems in the reform and development of campus football, and to promote the healthy, sustainable, and high-quality development of campus football.

General requirements

(1) Guiding ideology

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, implement the fundamental task of establishing morality and cultivating people, fully implement the party's education policy, adhere to the educational concept of health first, follow the laws of education and sports, scientifically grasp the positioning, deepen the integration of sports and education, strengthen system construction, vigorously promote reform, improve scientific evaluation, promote the high-quality development of campus football, lead the reform and innovation of school sports in the new era, and cultivate socialist builders and successors with all-round development of morality, intelligence, physical fitness, art and labor.

(2) Main principles

Adhere to the sportsman, carry forward the Chinese sports spirit, strengthen the sense of sports, and practice the five educations with football. Adhere to the problem-oriented, break through the establishment at the same time, overcome difficulties, and make every effort to solve the key and difficult problems in campus football work. Adhere to reform and innovation, follow the laws of education and the development of campus football, and enhance the systematic, holistic and collaborative nature of the reform and development of campus football. Adhere to the integration of sports and education, integrated design and promotion, division of labor and cooperation, and scientifically handle the relationship between popularization and improvement. Persist in working for a long time, based on the present and facing the future, do not try to be famous, do not work in vain, and promote the campus football industry to a new level.

(3) Development and reform goals

By 2025, in accordance with the planning goals, we will promote the construction of schools with campus football characteristics, and establish a normalized assessment and exit mechanism. Improve the growth channel of young players, pilot the construction of a number of new football schools, comprehensively strengthen the construction of football colleges and universities, improve the training and training system of football talents, reform the pilot area to lead the demonstration role more prominent, and basically establish a new model for the healthy development of campus football. After another five years of efforts, the construction level of campus football characteristic schools has achieved a significant jump, the number of teachers and professional level have been significantly improved, the facilities and equipment such as campus football fields have been further improved, and the channels for the advancement and professional development of campus football talents have been further smoothed, forming a new pattern of campus football development with better quality, higher level, more sound system and more perfect system, making campus football an important supporting force for the development of Chinese football.

The main task

(4) Vigorously popularize campus football

All kinds of schools at all levels have carried out football sports extensively, and football has been regarded as an important part of campus sports activities. Primary and secondary schools should make soccer a part of physical education and include it in after-school extended hours so that schools play soccer and schools have teams; colleges and universities should strengthen the teaching of soccer in public physical education courses and encourage the establishment of elective courses in soccer courses. Promote the high-standard expansion of campus football characteristic schools in an orderly manner, and steadily expand the football population.

(5) Deepen the reform of football teaching

Guided by cultivating hobbies, mastering special skills, and forming competitive ability, an integrated curriculum system of campus football in line with the physical and mental characteristics of students is constructed. Change the teaching concept, promote the teaching reform, optimize the teaching structure of football classroom, and explore the teaching mode that conforms to the laws of football sports. Improve teaching evaluation methods, and change the evaluation orientation from how much teachers teach to how much they teach, and from the number of completed class hours to ensure the quality of teaching. Strengthen the teaching and research of campus football, encourage local governments to establish studios of famous football teachers on campus, and incorporate football teaching and research into the important work of sports teachers and researchers at all levels.

(6) Improve the after-school training mechanism

Incorporate after-school training into the school's daily education and teaching, set up classes and school football teams, improve the training system throughout each school period, and establish a working mechanism for high-level coaches to guide teaching and after-school training. Encourage outstanding football seedlings emerging in campus football events to participate in high-level training in youth training centers, sports schools, and social youth training institutions to improve their professional ability and level. Promote the cooperation and co-construction of the "Mantianxing" training camp with the Youth Training Center of the Chinese Football Association, make overall layout, share resources, and gradually establish a compound youth football training support team composed of coaching, medical treatment, physical fitness, rehabilitation, psychology, scientific research, etc. Schools are encouraged to equip football teams with cultural tutors, do a good job of extracurricular tutoring and post-game make-up classes, properly handle the relationship between learning and training, and promote the common development of cultural learning and football skills.

(7) Optimize campus football competitions

Regulate campus football events. Fully implement the "China Youth Football League Event Organization Work Plan (2022-2024)", education departments at all levels, together with sports departments and football associations, after determining the calendar of the China Youth Football League, formulate competition calendars for various local youth events, regularly publish a directory of campus football events within their jurisdiction, and standardize campus football events. Encourage all types of schools at all levels to carry out inter-school friendship competitions, actively participate in the four-level campus football league and the China Youth Football League, and strive to cultivate students' patriotism, collectivism, and tenacious fighting spirit. Strengthen the supervision and guidance of the event, eliminate potential safety risks, and ensure the physical and mental health and safety of students.

Strengthen the organization of the four-tier league. Formulate and implement the "Regulations for the Organization of the National Youth Campus Football League at the Four Levels", clarify the requirements for the organization of leagues at all levels, consolidate the main responsibilities of education administrative departments at all levels, and form a competition system with the China Youth Football League as the leader and the China Youth Football League as the leader, with a stable competition system, clear hierarchies, close cohesion, safety and order.

Strict racing style and discipline. Issued and implemented the "Measures for Handling Violations in National Youth Campus Football Competitions (Trial)", established a National Youth Campus Football Discipline Committee, strictly prevented cheating, court violence, negative games and other disciplinary violations, and used campus football competitions as an effective way to cultivate students' awareness of rules and moral norms. Strengthen the construction of party style and clean government for campus football management personnel, "zero tolerance" for corruption, and create a clean and upright environment for the development of campus football.

(8) Improve the quality of the construction of characteristic schools

Strengthen the regional co-ordination of characteristic schools, mobilize the enthusiasm of primary and secondary schools to participate in the creation, refer to the ratio of 1:3:6 in high schools, junior high schools, and primary schools, optimize the layout of counterpart education, and promote the balanced development of regional, urban and rural campus football characteristic schools. Conscientiously implement the requirements of the "National Youth Campus Football Characteristic School Construction Standards", the football class hours of characteristic schools shall not be less than 1/3 of the total number of physical education class hours, and there shall be a full-time football teacher or coach with D-level and above qualifications of the Chinese Football Association, and a football field that can be used for teaching and training. Accelerate the establishment of a normalized assessment and exit mechanism.

(9) Strengthen the innovation capacity of the reform pilot zone

Formulate the "National Youth Campus Football Reform Pilot Zone Construction Standards", and improve the development system of the campus football reform pilot zone that connects provinces, municipalities and districts (counties) in an orderly manner. The reform pilot zone should incorporate campus football into the regional economic and social development plan and annual work points. Accelerate the construction of a number of football venues in primary and secondary schools and urban and rural communities that lack football fields, and establish a mechanism for sharing resources between schools and communities. The reform pilot zone has formed policy breakthroughs and innovative measures in increasing special fund investment, smoothing the growth channel of talents, improving the evaluation of entrance examinations, promoting the construction of characteristic school clubs, and strengthening the management of sports injury risks. Actively encourage the campus football reform pilot zone to explore the coach sharing mechanism, and formulate the evaluation standards for football coaches' titles in line with local conditions. On this basis, efforts will be made to build a number of national youth campus football reform pilot areas with good mass foundation, strong innovation ability and high construction level.

(10) Smooth the growth channel of campus football talents

Improve the growth system of campus football talents. Establish a "one-stop" system for advancing to higher education in which primary schools, junior high schools, high schools, and universities are connected to each other. Improve the enrollment policy for campus football talents, study and introduce a policy for the reasonable flow of young players across school districts when they are admitted to higher education, and select some cities and counties to pilot projects to allow primary and junior high school students to move with the school team in the county and city respectively. In some areas, middle schools will set up special football classes on a pilot basis, allowing pilot schools to recruit students with football specialties in the province, and high school and college students who have entered the echelon and first team of professional clubs can retain their student status. Orderly expand the enrollment scale of colleges and universities, especially the "double first-class" college football high-level sports teams. Clarify the standards for running new football schools, support qualified public sports schools and secondary vocational schools to transform into new football schools, and build them into nine-year schools or complete middle schools; support new football schools to recruit students with football specialties in the western region, study and demonstrate the "3+4" through training mechanism, realize the connection of training paths such as campus football characteristic schools, new football schools, football academies, and professional clubs, and build a "flyover" for the growth of football talents.

Accelerate the construction of college football academies. Research the establishment of football majors and include them in the catalog of undergraduate (junior college) majors in colleges and universities, support and encourage qualified schools to build football academies, arrange enrollment plans guided by social development needs, and steadily expand enrollment indicators. Study the establishment of football vocational colleges to promote the regular training of football coaches and teachers.

Build a scientific, objective and fair talent evaluation system. Develop a comprehensive evaluation index system for campus football students, improve outcome evaluation, strengthen process evaluation, explore value-added evaluation, and improve comprehensive evaluation. Make full use of information technology to establish and improve electronic files and systems for campus football talents. Strengthen the support of competition data, innovate the methods and methods of competition data collection, and establish quantitative standards for the competitive level of campus football talents. Realize data penetration, information sharing, and performance traceability, and form a tracking mechanism for the growth of campus football talents, so as to provide basis and support for the selection and training of football talents. (11) Promote the development of women's football on campus

Implement the requirements of the "China Women's Football Reform and Development Plan (2022-2035)", innovate the development model, accelerate the popularization and popularization, and improve the level of competition. Deploy high-level women's football teams in colleges and universities in first-tier cities to increase the number of enrollment places. In terms of incentive mechanism, competition selection, and condition guarantee, the policy is given to female football players.

(12) Promote international exchanges of campus football

The international exchange of campus football will be included in the exchange program of Sino-foreign sister cities and the inter-school exchange program between China and foreign countries. Select outstanding football teachers, coaches, and athletes to go to developed football countries and regions for study and exchange, training and competition, and increase the opportunities for football talents in western regions to go abroad for exchange and study. Encourage all localities to hire high-level foreign football coaches to carry out campus football teacher training. Encourage qualified areas to hold international youth football events.

(13) Pay attention to the construction of campus football culture

Hold a variety of campus football cultural activities. Encourage all localities to actively carry out campus football games, cultural festivals, exhibitions, seminars and forums, literary and artistic creation and other characteristic activities, promote the deep integration of campus football culture construction and excellent traditional Chinese culture, display regional and ethnic characteristics, and create a campus football culture business card. Continue to carry out national youth campus football summer camp activities, and encourage all provinces, municipalities and districts to actively carry out campus football summer camp activities with regional characteristics.

(14) Promote the development of campus football in the western region

Policies will be given to the development of campus football in the western region, and support will be increased in teacher training and talent training. The training of football teachers should be included in the targeted training plan for outstanding teachers in underdeveloped areas in the central and western regions. Formulate a volunteer and temporary teacher support plan and a training plan for football teachers and coaches in the western region. Strengthen the cultivation of youth football talents in the western region, and encourage and support new football schools to recruit students in the western region. Every year, students from the western region are selected to participate in the National Youth Campus Football Summer Camp and other activities. In some cities (prefectures) in the western provinces, pilot work on the integration of football sports and education has been carried out to promote the vigorous development of campus football innovation.

Safeguards

(15) Strengthen the construction of football teachers

Establish and improve the teacher training system. Strengthen the training of football students in college football majors, sports training majors, and physical education majors, and provide policy support in terms of enrollment scale and teacher allocation. Strengthen the cultivation of professional ability, strengthen the internship of college football students in primary and secondary schools, and improve the quality of internships.

Continuously improve the teacher training system. Rely on units with corresponding qualifications to carry out campus football teacher training and coach level training. According to the regional layout, the special promotion training of campus football backbone teachers will be carried out by classification and classification.

Implement full-time and part-time football coach positions. Smooth the channels for outstanding coaches and athletes to enter the school to teach. Characteristic schools can set up full-time and part-time football coach positions according to actual needs.

Strengthen the construction of teachers' ethics and style of teaching and the guarantee of treatment. It attaches great importance to the construction of the moral and moral style of campus football teachers, adheres to political guidance, carries forward and practices the spirit of educators, and cultivates a team of campus football teachers with both ability and political integrity and excellent work style. Physical education teachers or coaches carrying out activities such as campus football teaching, training, and competitions should be included in the workload.

Ensure that physical education teachers or coaches enjoy the same treatment as teachers of other disciplines in terms of merit evaluation, salary, professional title evaluation, job evaluation, etc.

(16) Strengthen funding and site facility construction

Establish a funding mechanism with government support, market participation, and multi-party fundraising to support the development of campus football. Administrative departments for education at all levels should strengthen policy safeguards, and schools with special characteristics should coordinate school public funds and other relevant funding channels in accordance with regulations, and support the development of football teaching, training, competitions and other activities. Steadily increase the number of campus football fields and improve the supporting facilities of football fields. Support the two-way opening of social football fields and qualified school football fields to improve the efficiency of field utilization. Explore the miniaturization and diversified use of flexible and effective campus football fields, and drive students to participate in football activities through small-field competitions.

(17) Improve the accident insurance mechanism for campus football

Improve the risk prevention and handling mechanism for school sports injuries in which the government, schools, and families jointly participate, and improve the comprehensive insurance mechanism for students who are injured by accidents in school football. Encourage the reform pilot zone to invest special funds to do a good job in protecting accidental injuries in campus football.

Organization implementation

(18) Strengthen organizational leadership

Give play to the role of the National Youth Campus Football Work Leading Group in macro guidance, overall coordination, supervision and supervision. The education department fulfills the responsibility of being in charge of youth campus football, and is responsible for the overall planning, comprehensive management and promotion of campus football. The sports sector has given full play to its advantages in talent and resources, and strengthened industry support, technical guidance and related services. The development and reform department shall support the construction of qualified site facilities. The financial department reasonably arranges investment and actively supports relevant departments to carry out campus football work. Propaganda departments are to increase the extent of publicity and support, and make overall plans to create an atmosphere of public opinion. The Communist Youth League system is responsible for organizing or participating in the development of campus football cultural activities. Football associations play a professional and technical role and increase business support.

(19) Strengthen the implementation of responsibilities and assessments

Formulate a task list for the development of campus football by year and department, strengthen process monitoring and supervision, and divide labor to promote the development of campus football. The National Youth Campus Football Work Leading Group conducts annual work summary and evaluation, and the education supervision department should include campus football in the education supervision index system to ensure the implementation of various policies.

(20) Increase publicity and guidance

Vigorously publicize the development concept, educational function and value orientation of campus football, select advanced characters and typical practices of campus football, tell good stories of campus football, and spread the good voice of campus football. Increase the intensity of broadcasting campus football events, encourage the filming of campus football-themed film and television works, actively demonstrate the effectiveness of campus football reform and development, and guide more young people to love football activities, participate in football, and enjoy the fun of football. Actively create football cultural works that the majority of young people like to see, promote a healthy and progressive campus football culture in the whole society, enhance cultural self-confidence, and create a good atmosphere for society, schools and families to care about and support the healthy development of campus football.
