Attention to primary and secondary schools and kindergartens

In order to strengthen the fire safety management of primary and secondary schools and kindergartens, recently, the Ministry of Education and the National Fire and Rescue Bureau have studied and formulated the "Ten Regulations on Fire Safety in Primary and Secondary Schools and Kindergartens", and issued a notice, requiring local education administrative departments and fire rescue agencies to strengthen the guidance and supervision of fire safety in primary and secondary schools and kindergartens under the leadership of local party committees and governments, in conjunction with relevant departments in accordance with laws and regulations , and seriously pursue accountability.

Establish a fire safety responsibility system

The legal representative, main person in charge or actual controller of primary and secondary schools and kindergartens is the person responsible for fire safety of the unit and is fully responsible for the fire safety of the unit.

Primary and secondary schools and kindergartens shall establish a level-by-level and post fire safety responsibility system, clarify the centralized management department for fire protection work, and refine the fire safety responsibilities of various departments and staff, security guards, kitchen staff, dormitory administrators and other personnel.

School laboratories should formulate and implement a safety system for the storage, management and use of hazardous chemicals, and clarify the responsibility for safe operation and management of laboratory teaching.

It is strictly forbidden to change the function and use of the building without authorization

Primary and secondary schools and kindergartens shall, in accordance with the law, go through the fire protection design review, fire protection acceptance and record spot check procedures for construction projects, and it is strictly forbidden to change the function and use of the building without authorization.

Student dormitories and kindergarten children's rooms are strictly forbidden to be set up in basements or semi-basements, and kindergarten children's rooms are strictly forbidden to be set up on four floors or above.

Primary and secondary schools and kindergartens built together with other buildings should be separated from other places in the building by using brick walls, floor slabs and fireproof doors (windows) that meet the requirements of fire resistance. Cable wells and pipeline wells shall be fireproof and plugged in accordance with regulations.

The combustion performance of interior decoration materials in primary and secondary schools and kindergartens should be strictly controlled, and it is strictly forbidden to use flammable and combustible plates and color steel plates to build buildings (structures) and separate rooms.

The area of student dormitories strictly implements the relevant regulations

The area of student dormitories must strictly implement the requirements of the "Design Code for Primary and Secondary Schools" (GB50099-2011) and the "Code for the Construction and Management of Living and Sanitary Facilities in Rural Boarding Schools" (Jiao Ti Yi [2011] No. 5).

It is strictly forbidden to use open flames and high-power electrical appliances in student dormitories

The design and laying of electrical lines and gas pipelines in primary and secondary schools and kindergartens shall be implemented by institutions or personnel with electrical design and construction qualifications and gas design and construction qualifications, and qualified electrical equipment, electrical circuits and gas cookers, valves and pipelines shall be used and regularly inspected. Student dormitories should be equipped with power rationing protection devices.

It is strictly forbidden to use open flames such as candles, mosquito coils, and stoves in student dormitories and kindergarten children's rooms, as well as high-power electrical appliances such as electric heating appliances, induction cookers, and fast heating.

Electric bicycles, balance bikes and their batteries are strictly forbidden to be parked and charged in public foyers, stairwells, evacuation walkways, safety exits and indoors.

Establish and implement a fire approval system

Primary and secondary schools and kindergartens shall establish and implement a fire approval system, and open flame operations such as electric welding, gas welding, and cutting shall handle fire approval, clean up on-site combustibles, and implement on-site safety monitoring measures. Electric welding operators shall be certified to work.

During the normal teaching, self-study, dining, and work and rest periods of primary and secondary schools and kindergartens, it is strictly forbidden to start fire construction operations.

There are at least 2 safety exits on each floor of collective dormitories and other places

Teaching buildings, libraries, canteens, collective dormitories and kindergartens in primary and secondary schools should have at least 2 safety exits and 2 evacuation stairs on each floor, and should not be borrowed from other functional areas, and should be equipped with fire emergency lighting and evacuation indication signs according to standards.

Kindergartens set up in high-rise buildings should be equipped with independent safety exits and evacuation stairs.

Separate facilities and access control systems for mixed-sex or other special-use dormitories must be opened immediately in case of emergency, both automatically and manually.

Student dormitories are required to have an automatic fire alarm system

Primary and secondary schools and kindergartens shall, in accordance with national regulations, configure fire-fighting facilities and equipment, and regularly maintain and inspect them to ensure that they are complete and easy to use.

Student dormitories or lunch rooms must be fitted with an automatic fire alarm system or a stand-alone fire detection alarm with networking.

Organize and carry out fire safety training and education

Primary and secondary schools and kindergartens should regularly carry out fire safety training for teachers and staff, and security personnel. Dormitory managers should receive special fire safety training, and must have the ability to alarm fires, fight initial fires, and organize the evacuation of students and children.

Primary and secondary schools and kindergartens shall, in combination with the age and cognitive characteristics of students and children, organize and carry out fire safety training and education based on the use of fire, electricity, fire alarm and escape and self-rescue, so that they can master the necessary fire safety knowledge.

Develop realistic fire extinguishing and emergency evacuation plans

Primary and secondary schools and kindergartens should formulate fire extinguishing and emergency evacuation plans in line with the actual situation according to the cognitive characteristics of students and children and the specific conditions of the building site, distinguish between daytime and nighttime conditions, and clarify the division of responsibilities, the minimum number of personnel on duty and emergency response procedures.

Primary and secondary schools and kindergartens should establish miniature fire stations (volunteer fire brigades), and organize at least one fire drill for teachers, security personnel, students and children every semester.

The student dormitories that are closed at night are strictly implemented to ensure that students can be quickly evacuated in case of emergency.

Organize and carry out fire prevention inspections at least once a month

The person responsible or manager for fire safety in primary and secondary schools and kindergartens shall organize and carry out fire prevention inspections at least once a month, arrange special personnel to carry out daily fire prevention inspections, deal with problems found in inspections in a timely manner, and strictly implement rectification and prevention measures.

Boarding schools and kindergartens must arrange a sufficient proportion of full-time dormitory supervisors to be on duty 24 hours a day, according to the number of students and children, and patrol every 2 hours at night.

This provision applies to all types of primary and secondary schools and kindergartens at all levels. When the superior department organizes inspection and supervision, and finds that the requirements of these regulations are violated, the principal and the principal shall bear the primary responsibility and will be held accountable in accordance with laws and regulations.
