Typical cases
Case 1: On January 13, 2023, Guo Moumou reclaimed land for spring plowing in his own field in Anshun City, Guizhou Province, and after harvesting and piling up weeds, he used a portable lighter to ignite the weeds without making fire prevention preparations, and the fire expanded due to the wind and was uncontrollable. After identification, the fire accident caused a total of 798.5 acres of forest land. Defendant Guo Moumou committed the crime of arson and was sentenced to three years imprisonment, suspended for four years, and at the same time paid a fine of 76,604 yuan for reforestation and replanting.
Case 2: On March 4, 2023, when Li Moumou was tidying up farmland in Shangluo City, Shaanxi Province, he picked up the wild grass in the field and set it on fire, causing a forest fire. It was identified that there was a forest area of 12.62 hectares. After the Luonan County People's Court ruled in accordance with the law, Li Moumou committed the crime of arson and was sentenced to one year in prison with a suspended sentence of one year and six months.
Case 3: On February 12, 2024, when Cao Moumou was pruning fruit trees in Ya'an City, Sichuan Province, he used a lighter to ignite the branches on the ground and burn them. After receiving the alarm, the relevant units quickly arrived at the scene to extinguish the fire. Cao Moumou used fire in the fire zone without authorization, and the relevant departments gave Cao Moumou a warning and imposed a fine of 3,000 yuan; at the same time, Cao Moumou compensated for the relevant losses of 30,684 yuan, and was responsible for afforestation and restoration of the burned vegetation.

Article 64: Where the provisions of this Law are violated by any of the following conduct, which does not constitute a crime, they are to be detained for between 10 and 15 days and may be concurrently fined up to 500 RMB;
(1) Instigating or forcing others to violate fire safety regulations and take risks;
(2) Negligence causes a fire;
(3) Obstructing the alarm after the fire has occurred, or failing to report to the police in a timely manner;
(4) Disrupting the order of the fire scene, or refusing to carry out the command of the fire scene commander, affecting fire fighting and rescue;
(5) Intentionally destroying or falsifying the scene of a fire;
(6) Unauthorized unpacking or use of places or parts that have been sealed by fire and rescue agencies.
