Poliomyelitis (polio) is an acute intestinal infectious disease caused by poliovirus, which has historically been widespread on the mainland.

After immunization was introduced in mainland China in 1978, the incidence of polio has been declining year by year. In 2000, the continent achieved polio eradication, and since then the continent has remained polio-free.

In accordance with the recommendations of the World Health Organization (WHO), the continent has adjusted the polio vaccine immunization schedule of its national immunization programme twice in recent years, in line with the progress of global polio eradication and the need for the continent to remain polio-free.

In May 2016, the mainland made the first adjustment to the polio vaccine immunization schedule, and implemented a nationwide immunization schedule of one dose of inactivated polio vaccine (hereinafter referred to as "IPV", including viruses I., II, III) and three doses of live attenuated bivalent polio vaccine (hereinafter referred to as "bOPV", including viruses type I and III).

In December 2019, the mainland made a second adjustment to the polio vaccine immunization schedule, with a nationwide immunization schedule of 2 doses of IPV and 2 doses of bOPV.

At present, the immunization schedule of polio vaccine stipulated in the National Immunization Program Vaccine Childhood Immunization Schedule and Instructions (2021 Edition) has a total of 4 doses, including 1 dose of IPV at 2 months and 3 months of age, and 1 dose of bOPV at 4 months of age and 4 years of age.

In recent years, polio outbreaks have occurred in many countries around the world, especially those caused by vaccine-derived poliovirus type II (VDPV). Until the global goal of polio eradication is finally achieved, the continent will continue to be at risk of poliovirus importation and transmission as long as there is poliovirus transmission and epidemic in other countries and regions. In accordance with the polio-free work arrangement, the mainland has decided to carry out this catch-up vaccination work.

The circular requires that all localities should actively promote the follow-up vaccination of the second dose of inactivated polio vaccine for the relevant population, carry out a thorough survey of the population by inquiring about the case information and vaccination records of the immunization planning information system or the vaccination card (book), and adopt various methods to notify the guardians of the relevant population, do a good job in formulating vaccine use plans, managing vaccine procurement and supply, reasonably arrange the work progress, and complete the target of the second dose of inactivated polio vaccine for the relevant population before June 30.

In addition, all localities should carry out catch-up vaccination in accordance with the "Norms for Vaccination Work" and the specific requirements for the second dose of inactivated polio vaccine for relevant populations, and record the vaccine variety, specification, batch number, and vaccination time in the vaccination certificate and card (book) in a timely manner after the catch-up vaccination, and promptly report it to the immunization planning information system, and provide traceability information to the national vaccine electronic traceability coordination platform in accordance with regulations.
