According to the statistics of the Shanghai Railway Safety Supervision and Management Office, on January 1, 2024, a total of 14 balloon intrusions occurred in the management of China Railway Shanghai Bureau Group Co., Ltd., including 6 in Zhejiang Province, 5 in Anhui Province, and 3 in Jiangsu Province, resulting in 2 trips of catenary, affecting 14 trains and seriously disrupting the order of railway transportation.

● Article 24 of the Administrative Measures for the Safety Protection of High-speed Railways (Order No. 8 of 2020 of the Ministry of Transport) Article 24 Within 500 meters on each side of the conductor of the high-speed railway power line, floating objects such as kites, balloons, and Kong Ming lanterns shall not be lifted and flown into acts that may endanger the safety of high-speed railways. UAVs on both sides of high-speed railway power lines shall comply with relevant national regulations. For the plastic greenhouses, color steel sheds, billboards, dust nets and other lightweight buildings and structures on both sides of the high-speed railway line, the owner or actual controller shall take reinforcement and protective measures, and clean up the construction and construction materials such as plastic film, tin foil, color steel tiles, iron sheets and so on in a timely manner to prevent the safety of high-speed railways from being endangered under windy weather conditions.

Where it is truly necessary to fly unmanned aircraft for on-site investigation, construction operations, etc., approval shall be obtained in accordance with regulations, necessary safety precautions shall be taken, and the railway transport enterprise shall be notified in advance. ”

Specific control suggestions: In view of the windy days in winter, it is recommended to use 1000 meters on both sides of the railway line as the control area to prohibit the release of balloons, kites and other floating objects; Do not tie metal wires to kites (for the same reason), ordinary rubber balloons should be tied to a balloon with a weight, and do not tie a large number of balloons to the same weight (because once the balloon flies away, the balloon will not spread out and is easy to hang on the wire).
