Meilan District Explores a New Model of "Smart City Supervision"
Meilan District actively explores a new path of smart supervision, and takes the promotion of the "Internet + Bright Kitchen and Bright Stove" system as the entry point to pilot a new path of non-contact supervision, reduce the business interference of catering business entities, reduce the burden on enterprises, and optimize the business environment.
The first is digital empowerment, driving a new engine of "Internet + supervision". Establish a supervision system platform, use digital means to empower and drive the coordinated development of related business fields such as "bright kitchens" and "two responsibilities", further enhance the ability of the integrated online supervision platform, strengthen the collection, sharing and effective use of regulatory data, and improve the level of precision of supervision. At present, a total of 335 catering units in the first batch of pilot units have installed the "Internet + Bright Kitchen and Bright Stove" system, including 35 canteens of off-campus custodian institutions, 9 canteens of elderly care institutions and 291 other catering institutions. In particular, the province took the lead in implementing the "Internet + Bright Kitchen" of off-campus custodian institutions, and parents can directly participate in food safety supervision through the "Tianyi Cloud Eye" platform.
The second is to innovate the model and improve the level of intelligent market supervision. Actively explore a new model of smart supervision in the field of catering, and build a high-standard "Internet + Bright Kitchen and Bright Stove" social co-governance smart supervision platform. Through AI image recognition technology, video surveillance can intelligently and automatically capture violations of laws and regulations such as not wearing hats, masks, smoking, and playing with mobile phones, and push them to supervisors and enterprises in the jurisdiction. Supervisors can directly issue a rectification notice through the platform to rectify the illegal acts captured by the system, and retain video evidence to form an intelligent closed-loop supervision model of "online inspection + on-site rectification + effect return", so as to realize the iterative transformation and upgrading of "traditional supervision" to "smart supervision" in the whole region. At the same time, the serious food safety hazards that are found to be more frequent in the video surveillance push of the platform will be immediately inspected on site and investigated and dealt with in accordance with the law, so as to achieve online + offline multi-dimensional management.
The third is to continue to improve and provide efficient regulatory services. Actively explore and study the relevance of cutting-edge new technologies such as big data, Internet of Things, artificial intelligence, and blockchain to market supervision business, and gradually form the overall goal of "maximizing regulatory efficiency, optimizing regulatory costs, and least interfering with market entities" by continuously improving the core content of the "smart supervision" integration platform, and gradually forming a bridge based on "data application" and "risk early warning".
