In order to strengthen the supervision of fruit wax and other fruit coating products, severely crack down on illegal acts in the production and operation links, resolutely ban black dens and black workshops that are illegally produced and sold, and ensure food safety, the relevant matters are hereby notified as follows:

First, strengthen the supervision of fruit wax and other fruit coating products production enterprises

For fruit wax and other fruit coating agent production enterprises that have obtained food production licenses, it is necessary to supervise them to implement the main responsibility for food safety, organize production in strict accordance with laws and regulations and food safety standards, and strictly prohibit the use of raw materials of unknown origin or unqualified raw materials to produce fruit wax and other fruit coating products. Strengthen the supervision and inspection of production enterprises, focusing on the acceptance of raw materials procurement, production process management, product inspection, label identification and other contents of enterprises.

Second, strengthen the supervision of fruit wax and other fruit coating product operators

For fruit wax and other fruit quilt product operators, it is necessary to urge them to strictly implement the system of requesting evidence and tickets, purchasing goods and sales records, and must not sell fruit wax and other fruit quilt products with unknown origin and unclear identification, and strictly prohibit the sale of informal products produced by black dens.

III. Severely crack down on violations of laws and regulations

(1) Promptly collect information such as routine supervision, supervision and inspection, complaints and reports, and carefully analyze the clues received for violations of laws and regulations, and promptly carry out verification and handling; where other areas are involved, case leads should be promptly reported, and joint investigations should be linked.

(2) Severely crack down on the use of industrial rosin resins and emulsifiers for the production of pesticide emulsifiers and other raw materials that do not meet food safety standards to produce fruit wax and other fruit film products, and resolutely ban black dens and black workshops that are illegally produced and sold.

(3) Where it is discovered that the production and processing process involves violations of laws and regulations, a case investigation should be immediately carried out, seriously investigated and dealt with in accordance with laws and regulations, and when necessary, the public security organs should be asked to intervene in advance, and those suspected of crimes should be immediately transferred to the public security organs.

(4) For agricultural products found to use unqualified fruit wax and other fruit coating products in the sales process, the situation should be promptly notified to the agricultural regulatory departments, and the relevant departments should be jointly investigated and handled to form a joint regulatory force.

(5) The results of the case should be promptly disclosed to the public, forming a deterrent force and achieving a warning effect. Complaints and reports should be actively and steadily handled, and complaints and whistleblowers and social concerns should be responded to in a timely manner.
