——The story of Hao Jiafeng, a volunteer of the Ansai District Procuratorate of Yan'an City

My name is Hao Jiafeng, and I am an ordinary cadre in the Second Discipline Inspection and Supervision Office of the Ansai District Commission for Discipline Inspection and Supervision of Yan'an City.

In May 2023, I became a volunteer of the Ansai District People's Procuratorate's "Benefiting the Public" procuratorial cloud platform. It's also funny, but when I was doing this, I actually thought to myself, "No one will ever laugh at me for meddling again." ”

"White lamb belly hand towel and red belt, waist tie waist up", Ansai waist drum is a big hobby of me in my spare time, and it has also become a "idle thing" that I manage during my volunteer work in "Benefiting the Public".

Ansai, the "hometown of waist drums", is one of the most concentrated and representative areas in northern Shaanxi to retain and inherit the loess customs and culture, and currently has as many as 65 national, provincial, municipal and district intangible cultural heritage protection projects represented by Ansai waist drums and Ansai paper-cutting.

For the natives of Ansai, the waist drum is just like what is said in the Chinese textbook: "As soon as you beat it, you will be ruthless, forget your feelings, and lose your life!" is not only a culture that has been exposed and inherited since childhood, but also a means for many people to increase their income and get rich. In the few years I have been working in Ansai, as an outsider, I can also pick up the drumstick and beat it decently, dance for a while, and shout two sentences.

However, as I further studied and found that the inheritance and protection of the Ansai waist drum was facing some difficulties. Some self-media and online platforms have mispublicized and misinterpreted the history, meaning and action of Ansai waist drum. Some accounts on self-media platforms have different explanations for the origin of Ansai waist drum, and Baidu Encyclopedia and 360 Encyclopedia also have contradictory explanations for the origin of Ansai waist drum. To a certain extent, these non-standard and inconsistent transmissions have damaged the inheritance of the Ansai waist drum. The protection of intangible cultural heritage is facing many new challenges, such as the non-standard training of Ansai waist drum performances, the teaching movements of some short videos published in the name of Ansai waist drums on self-media and online platforms are very different from the movements of intangible cultural heritage Ansai waist drums, the homogenization of intangible cultural heritage content, and the problem of improper or fraudulent use of the title of intangible cultural heritage inheritor occurs from time to time.

As a volunteer of "Benefiting the Public", I feel that I have the responsibility to do my part to better protect and inherit Ansai and take care of this "idle matter".

As the "intelligence officer" of the procuratorate, I compiled the materials collected from the self-media and online platforms to mispromote the Ansai waist drum into a book, and in October 2023, I reported the matter to the "Yixin for the Public" procuratorial cloud platform as a volunteer. According to the "Intangible Cultural Heritage Law of the People's Republic of China" and the "Regulations on Intangible Cultural Heritage of Shaanxi Province" and other provisions, it was clarified that the District Culture and Tourism Bureau is responsible for the protection and preservation of intangible cultural heritage.

Soon, as a volunteer of "Benefiting the Public", I was invited to participate in the public hearing of administrative public interest litigation cases for the protection and inheritance of intangible cultural heritage organized by the procuratorate together with representatives of the Ansai District People's Congress, members of the Chinese People's Political Consultative Conference, representative inheritors of national intangible cultural heritage items, representatives of the Ansai Waist Drum Association, hearing officers, and relevant personnel from the publicity, cultural tourism, and education and sports departments. How to carry out the protection and inheritance of intangible cultural heritage, and talk about new ideas for the dissemination and integration of intangible cultural heritage. To be honest, this is the first time I have participated in such a down-to-earth public hearing. The procurator's explanation of the law and reasoning made me realize that procuratorial hearings are not a "vase" to decorate the façade of "supervision," but an effective way for representatives of the people to participate in procuratorial and case handling. The procuratorial organs can have an in-depth understanding of the basic situation of the inheritance of intangible cultural heritage in urban areas, listen carefully to the opinions and suggestions of the origin and circulation of intangible cultural heritage, and carry out the "Intangible Cultural Heritage Law" and "Shaanxi Intangible Cultural Heritage Protection Detailed Regulations" through the whole process of the hearing, which is the most vivid and intuitive legal education, and is more conducive to the transmission of the precious wealth left by the ancestors from generation to generation. The first time I provided clues, I was highly valued by the procuratorate, which made me more motivated to manage the "idle matter" of public welfare.

As a demonstration area of intangible cultural heritage in Shaanxi Province, the People's Procuratorate of Ansai District attaches great importance to the inheritance and protection of intangible cultural heritage, lists it as a key public interest litigation case, and issues a procuratorial proposal to the cultural and tourism department, putting forward suggestions such as establishing an online supervision mechanism, standardizing the education and training guarantee system, establishing a protection and training system for inheritors, and continuously increasing publicity. The procuratorate invited me to participate as a volunteer in the handling of cases to "look back", to provide support and assistance to the procuratorate in the handling of public interest litigation cases, and to listen to the opinions and suggestions of volunteers on the effect of rectification.

An important aspect of the protection of intangible cultural heritage is education and dissemination, and the protection of intangible cultural heritage needs to be done for a long time, not only to rejuvenate intangible cultural heritage in the new era, but also to let intangible cultural heritage fly into the homes of ordinary people. As a "propagandist" of the procuratorial organs, I followed the procurators into schools, communities, and even to everyone around me, so that more people could know that this is the yellow earth that gives birth to many art forms, and the distant desolation sung by folk songs; here are the colorful paper-cuts and peasant paintings, expressing people's longing for a better life; here are the red waist drums and ribbons, and here is the fiery life "burning" on the yellow earth. As a Xinansai person, loving this yellow land is to let more people understand and fall in love with intangible cultural heritage.

Along the way, I saw that the volunteers of "Benefiting the Public Interest" assisted in on-site investigation, rectification and evaluation, and looking back, and became the forerunners who went to the scene with the prosecutors. As volunteers of "Benefiting the Public", we will continue to actively participate, support and cooperate with the public interest litigation work of the procuratorate, and work hand in hand with the prosecutors on the road of public interest protection.
