Captive terrestrial wild animals cannot be eaten either

The Yangtze Evening News reporter learned from the Provincial Forestry Bureau that the biggest change after the implementation of the "Regulations" is the complete prohibition of the consumption of three types of wild animals and their products: wild animals under national key protection; terrestrial wild animals under provincial key protection and three protected wild animals and other terrestrial wild animals, including artificially bred and artificially raised terrestrial wild animals; and other wild animals whose consumption is prohibited by laws and regulations.

On August 12, relevant professionals of Nanjing Forestry University told reporters that most of the protected areas of wild animals were animals in the list of key protected animals, with many aquatic animals and few terrestrial animals. The purpose of this provision is to expand and broaden the scope of wildlife protection.

How is the scope of "domestic" and "wild" defined?

The reporter learned from the Jiangsu Provincial Wildlife Conservation Station that artificially raised livestock and poultry are edible, and the state has also formulated relevant catalogs for this purpose. Livestock and poultry mainly refer to various animals that humans have domesticated after long-term labor to meet the needs of meat, eggs, milk, fur, etc., which are very different from wild animals.

The reporter learned that the State Forestry and Grassland Administration and the Ministry of Agriculture and Rural Affairs issued the "Directory of Wild Animals under National Key Protection (Draft for Solicitation of Comments)", which expanded the scope of wild animals under key protection. Five categories, namely peak-spotted frog, small glandular frog, Wuchuan stink frog, Southern Yunnan stink frog and Weining toe-ditch frog, have been added to the draft for comments.

On May 29, the Ministry of Agriculture and Rural Affairs announced the National Inventory of Livestock and Poultry Genetic Resources, which for the first time identified 33 types of livestock and poultry raised in the country. Among them, there are 17 kinds of traditional livestock and poultry, namely pigs, ordinary cattle, tumor cattle, buffalo, yak, large-fronted cattle, sheep, goats, horses, donkeys, camels, rabbits, chickens, ducks, geese, pigeons, quails; 16 kinds of special livestock and poultry, namely sika deer, red deer, reindeer, alpacas, turkeys, guinea fowl, pheasants, partridges, ducks, green-headed ducks, ostriches, ostriches, emu, mink (non-edible), silver foxes (non-edible), arctic foxes (non-edible), raccoons (non-edible).

If terrestrial wildlife is illegally consumed, penalties are imposed according to different categories. For example, whoever consumes wildlife under key national protection and their products shall confiscate the wild animals and their products and illegal gains, and shall be fined not less than two times but not more than twenty times the value of the wild animals and their products.

If a catering service provider illegally purchases, stores, processes, or sells prohibited wild animals and their products or food, and the value of wild animals and their products, food, or the value of the goods is less than 10,000 yuan, it shall be fined between 100,000 and 150,000 yuan; where the value or value of the goods is more than 10,000 yuan, a fine of between 15 times and 30 times the value of the goods shall be imposed; if the circumstances are serious, the license shall be revoked in accordance with law.
