On the morning of December 29, 2023, an electric bicycle fire broke out in a residential community in Fengtai District, Beijing. The fire was caused by negligence, and both were sentenced to 10 days of administrative detention. It is reported that this is the third case of fire caused by indoor charging of electric bicycle batteries punished by Fengtai District in a month, and a total of 4 people were administratively detained.
At about 6 o'clock on December 29, 2023, Fan, who lives in a small area of Fengtai District, was awakened by the sound of smoke and explosions coming from the living room.
At 6:22, after receiving the alarm, the Beijing 119 command center dispatched rescue forces to the scene to deal with it, and simultaneously mobilized the personnel of the nearby miniature fire station, who used dry powder fire extinguishers to extinguish the fire before the firefighters arrived. Due to the timely extinguishing, the fire caused no casualties, but the room where the fire started was burned down.
Afterward, fire investigators found that the fire started on a computer desk in the living room, where fire investigators found the remains of an e-bike battery. Fan told the truth in the face of interrogation, the battery that caught fire belonged to his roommate Han Moumou, who recently transferred the car to himself to ride. The night before the incident, two people worked together to carry the battery to the home on the fourth floor to charge, and the battery that had been charged overnight in the morning caused a fire after a short circuit.
At present, in accordance with the provisions of Article 64 (2) of the Fire Protection Law of the People's Republic of China, Fan and Han were sentenced to 10 days of administrative detention for causing a fire due to negligence.
At about 22 o'clock on December 5, 2023, Ma Moumou, a resident on the 11th floor of a community in Fengtai District, brought the battery into his home to charge, and the battery exploded and caused a fire.
At about 20 o'clock on December 19, 2023, in a tobacco and alcohol store in Fengtai District, the store claimed that during the process of placing the battery in the store for charging, the battery electrical wiring malfunctioned and caught fire, igniting the surrounding combustibles.
It is reported that in December 2023, the Fengtai Fire Department and the Public Security Department jointly handled 3 fire cases caused by indoor charging of electric bicycle batteries, and a total of 4 perpetrators were punished.

Encourage the establishment of centralized storage and charging places for electric bicycles in high-rise residential areas.
