A cup of hot tea unites everyone's hearts. Five years ago, the first "Black Tea Meeting" held in Xiaohe Street, Gongshu District, after five years of continuous optimization and development, now, the "Black Tea Meeting" has become a golden signboard of "whole-process people's democracy".
On the afternoon of January 9th, the fifth anniversary achievement exhibition of the "Black Tea Conference" was held in the Canal Fortune Town, and an exchange seminar with the "whole-process people's democracy" as the core of party building was also held.
The reporter visited the exhibition and found a timeline strung together the "five years" of the "Black Tea Council".
In 2019, Xiaohe Sub-district of Gongshu District initiated the "Black Tea Council" in Guangxing New Village, enabling tripartite collaboration and helping to achieve public consensus in the process of renovating old communities; in 2020, the "Black Tea Council" ushered in the first year of digitalization and launched an online system; in 2021, the "Black Tea Council" had a main position and entered the substantive operation, and in 2023, the provincial standard of the "Norms for Grassroots Democratic Consultation of the Black Tea Council" was officially released......
Subsequently, in the exchange seminar with party building leading the "whole-process people's democracy" as the core, the leaders and guests had a heated discussion on the theme of "Gongshu Practice of Party Building Leading the Whole-process People's Democracy". The participants unanimously agreed that the whole-process people's democratic practice under the leadership of party building is an important way to promote the modernization of grassroots governance, and the Black Tea Council, as a typical representative, provides a useful exploration for grassroots democratic consultation.
This exchange seminar provided useful ideas and references for further promoting the construction of grassroots democratic politics. With the help of the "Black Tea Council", in recent years, Xiaohe Street has begun to explore the governance model of "co-construction, co-governance and sharing" of the block, and has reached a series of consensus on the development and governance of the block.
It is reported that in the past five years, the "Black Tea Council" has undergone many iterations and upgrades, integrating offline with online, and building "one cabin and two ends", with a total of nearly 400 meetings, 7,164 development councillors, 5,650 people participating in consultations, more than 4,600 suggestions, and more than 300 problems such as the governance of Xiaohezhi Street, the parking of the old community in Guangxing New Village, and the selection and renewal of Ocean Apartment properties.
Ding Qiang, deputy secretary of the Party Working Committee and director of the office of Xiaohe Street, said that in the future, the street will further standardize the deliberation process to make the people's livelihood projects truly popular with the people. In the future, we will focus on promoting the "Black Tea Council" model to benefit more people. In addition, we will improve the development of a digital system for post-evaluation, track the actual results, and further improve the working mechanism.
