Zhang Shuang, one of the nine survivors, suffered a serious injury to her left leg and is still unable to walk. For the families of the 54 victims, the wounds left behind by the accident are even more difficult to heal.
The survey found that if you could turn back the clock, there would have been a chance to avoid tragedy. The house involved belongs to the Panshuwan Group of Jinping Community, and the owners are local residents Wu Qisheng and Wu Zhiyong, father and son, who first built a 5-storey building and a partial 6-storey building in 2012, and then added 8 floors and 9 floors in 2018 without authorization, with a height of 26.3 meters.
The most incredible thing is that in addition to the solid brick wall on the first floor, the second to fifth floors are all empty bucket walls with much poor load-bearing, and it can be said that it is a matter of time before something goes wrong.
Since 2016, the CPC Central Committee and the State Council and the Hunan Provincial Party Committee and Provincial Government have deployed six special actions to demand the inventory and rectification of illegal houses and effectively safeguard the safety of people's lives and property. However, this deadly building has become a fish that has slipped through the net in previous operations.

Some cadres are not unaware of the potential safety hazards of a large number of illegal buildings, but because they are afraid of difficulties, they prefer to be selectively blind.
Zhou Zhengmao, former deputy head of Wangcheng District, Changsha City, Hunan Province: There are so many stocks of these illegally built houses, in fact, they all have potential safety hazards, and it is not ordinarily difficult to solve them. It's a fluke, anyway, as long as it's within my term of office, it shouldn't be an accident.
If those responsible for supervision do not take responsibility and do nothing, the result is that not only the problems left over from history cannot be solved, but the illegal self-built houses are more and more built higher and higher. It was precisely because they saw that no one was in charge that they dared to illegally add it in 2018, and they judged that as long as they avoided the chengguan.
Wu Zhiyong, the owner of the house involved: When the chengguan comes, they stop directly, and this process is to cover up. The surrounding area has been observed, and there are many people who also have this phenomenon, that is, they are added.
During the construction of the Wu family, the chengguan did come and had the opportunity to eliminate this hidden danger. The investigation found that the urban management law enforcement officers had six inspections and found that the Wu family was carrying out illegal construction, but most of them were only verbal warnings, and only one time issued a "Notice of Rectification Order", requiring an immediate suspension of work and an interview with the squadron.
However, the Wu father and son did not go to the interview, and continued to work secretly. The members of the urban management team reported the relevant situation to the captain of the cold economic department, but the cold economic department did not take it seriously, and forgot about it in a blink of an eye.
