According to reports, the "School of Social Work" is an open multi-functional platform, based on the actual grassroots governance, with the functions of absorption, cultivation and integration radiating to the front line of the grassroots party and mass service sites, giving full play to the "five social linkage" mechanism to gather advantageous resources, relying on a group of specially appointed think tank experts, a group of well-known community secretaries, a group of governance practice lecturers, a group of on-site teaching points and a number of social organization resources, to create a governance-oriented "social worker's home" with the "credit system" as the core. The "School of Social Work" aims to further promote the professional construction of grassroots social workers, meet the growing needs of residents for diversified and personalized services, and build a social worker team with the ability to modernize grassroots social governance.
The Party School of the Shanghai Municipal Committee of the Communist Party of China, East China University of Science and Technology, East China Normal University, and Shanghai Foreign Chinese University have become the first batch of cooperative think tanks of the "School of Social Work" in Huajing Town, and relevant scholars have been appointed as the first batch of special experts of the "School of Social Work".
In recent years, Huajing Town has explored a new path of grassroots governance in the practice of party building leading grassroots governance. For example, in Huajian residential areas, from the previous "parking difficulties" and "parking space battles" to the formation of an orderly set of "Huajian 1st and 2nd Neighborhood Vehicle Management Plan", highlighting the "new wisdom" of grassroots governance.
The "small general hospital" model in Xinning residential area effectively responds to the needs of community residents, digs deep into high-quality community resources, and explores the practice of community autonomy in grassroots governance to feed back to the community and the area.
The "Lianxinqiao" autonomous project in the Daqiao residential area takes the construction of "beautiful corridors" as the "entry point" and "breakthrough" of community governance and civilization creation, so that the people can feel the intimate service at their doorstep.
Bi Xinren, deputy secretary of the party committee of Huajing Town, said that party building leads through the practice of grassroots governance, and it is necessary to respond to the needs of the people in a timely manner, and it is even more necessary to implement the awareness of party organization. Tang Youcai, deputy director and professor of the Department of Humanities and Social Sciences of East China University of Science and Technology, believes that it is necessary to actively implement the "four leads", with value leading the direction, organization leading the systematic construction, action leading the demonstration effect, and team leading to improve the ability of the grassroots governance team. Ma Xiheng, director and professor of the Sociology Teaching and Research Department of the Party School of the Shanghai Municipal Committee of the Communist Party of China, emphasized the practical importance of party building leadership, and the need to build a "party building + service + governance" system in order to achieve vertical and horizontal integration and form a "party member + masses" linkage effect.
At the scene, the "Huajing Town Grassroots Work Law 3+3" was released to help modernize grassroots governance. The "Huajing Town Grassroots Work Method 3+3" is jointly developed by the Township Party Construction Office and the Township Autonomy Office, including three types of community problem work methods, namely the work method of installing elevators in multi-storey residences, the work method of group rental management, and the parking management work method, as well as three types of community work guidelines, namely the work guidelines for the classified management of beautiful corridors, the work guidelines for the construction of new community infrastructure, and the work guidelines for the autonomy and co-governance of the area, so as to help grassroots social workers improve the level of mass work and grassroots governance.
In the future, Huajing Town will continue to take beautiful homes, digital homes and shared homes as the goal, focus on the "Ten New", focus on autonomy, digital power, negotiation power, synergy, innovation and action power, and build a "Xinhuajing" of a science and technology innovation town, an ecological new city and a high-quality urban area.
