A heart-wrenching incident occurred in Yantai, Shandong Province: a young student at Ludong University was unfortunately hit on the head by a falling icicle, causing serious injuries. The misfortune occurred in the early morning of January 5, when students were walking on the streets of the city and were caught off guard by the sudden danger.
Eyewitness photographs reveal the horror of the scene: the student, dressed in a black shirt and gray trousers, was lying on the steps in front of the store, his head covered in blood, and a sharp icicle pierced his hat and plunged directly into his head.
The victim was immediately taken to a nearby hospital for emergency treatment and was diagnosed with severe brain damage. The shops at the site have been closed and the surrounding area has been cordoned off to prevent similar dangers.
The next day, on January 6, officials from the security office of Ludong University told the media that the student was still being treated in the hospital, but his life status was not yet clear. Only half an hour later, the hospital said that after a long period of resuscitation, the family finally chose to give up continuing treatment.
The unfortunate boy was in critical condition when he was hit by an ice cube, and his family made an extremely difficult decision in the face of the harsh reality. Regarding the accident, witnesses said that the falling ice was so large that it was difficult to dodge.
Usually, when the weather warms up after the snow, the snow melts on the eaves and freezes in the low temperature at night, forming icicles that can fall off when the temperature rises. Raising a child for college is a proud achievement for any family, but now, a sudden tragedy has brought endless grief to the family.
Who is to blame? The failure of the urban management department to clear the dangerous icicles in a timely manner, the failure of the property management company to set up warning signs under the icicles, and the failure of the tenants to properly maintain the building led to this tragic incident. Article 1253 of the Civil Code stipulates that the owner, manager or user of the building or facility that caused the injury shall be liable in tort if he cannot prove that he is not at fault.
