Abstract: On December 28, the 2024 CAICT ICT+ In-depth Observation Report Shanghai Branch and the "Source of Hongqiao" Large Model Driven Digital Economy New Ecological Summit kicked off in the "Source of Hongqiao" Online New Economy Ecological Park in Changning. The conference attracted the participation of many well-known enterprises such as Alibaba Cloud, Baidu, Huawei, JD.com, Ant Group, OPPO, etc., and for the first time, it focused on large models, with the theme of "Intelligence Emergence, Innovation Ecology", bringing together the top wisdom of "industry, university, research and application" to jointly explore the cutting-edge technological innovation and application practice of large models.
Yu Xiaohui, President of the China Academy of Information and Communications Technology (hereinafter referred to as the "China Academy of Information and Communications Technology"), pointed out at the event that the artificial intelligence technology represented by large models has made breakthroughs, and the development of artificial intelligence will usher in a critical window period in the next few years. Over the years, CAICT has comprehensively supported the top-level design of national artificial intelligence, the system-wide layout of artificial intelligence-related research, the construction of a national artificial intelligence innovation platform carrier, the in-depth promotion of artificial intelligence to empower new industrialization, and the continuous strengthening of artificial intelligence research layout, and will continue to promote the strengthening, optimization and expansion of the digital industry and digital economy, and empower new industrialization and the high-quality development of the real economy.
At the meeting, Zhai Lei, member of the Standing Committee of the Changning District Party Committee and deputy head of the district, introduced Changning's superior location conditions, high degree of internationalization, steady economic development, and more than 20 years of profound accumulation of "digital Changning". In the future, Changning will continue to strengthen the competitiveness of the three leading tracks of "digital commerce", "smart terminals" and "digital content", accelerate the improvement of the innovation power of the six emerging tracks of "metaverse", "digital healthcare", "digital supply chain", "digital dual carbon", "digital finance" and "digital travel", and continuously activate the "power source" of the digital economy.
Shi Da, deputy director of the Donghong Office of Changning District and general manager of Linkong Company, introduced the convenience of Donghongqiao's location and transportation, the internationalization of settled enterprises, and the digitalization of industrial clusters to the participants, and gathered leading enterprises in the digital economy industry such as Ctrip, iQiyi, and iFLYTEK. The Donghong Office will continue to promote the innovation and development of digital industries such as large models, and make new contributions to Shanghai's acceleration of the construction of a science and technology innovation center with global influence.
The conference officially released the authoritative research result "2023 Large Model Application Case Collection". As the first authoritative research result focusing on landing applications, the "Case Collection" provides excellent demonstration cases for the commercial implementation of large models, and promotes the high-quality development of social economy empowered by artificial intelligence technology represented by large models. Since the launch of the solicitation in October this year, the "2023 Large Model Landing Application Case Collection" has received wide attention from the society and a large number of enterprises have responded positively, and a total of more than 100 effective cases from various industries have been received, and finally 52 excellent application cases have stood out and been successfully selected, providing an excellent demonstration for the commercial landing of large models.
In order to better implement the requirements of the "Provisions on the Security Management of Face Recognition Technology Application (Trial) (Draft for Comments)" issued by the Cyberspace Administration of China in August 2023, the East China Branch of the China Academy of Information and Communications Technology (CAICT) has actively carried out the standard pre-pilot practice work in accordance with the "Guidelines for the Application of Facial Recognition in Public Places for Grading and Classification" (hereinafter referred to as the "Guidelines"), the first local standard in the field of facial recognition in China, and has achieved preliminary results. At the meeting, the East China Branch of the China Academy of Information and Communications Technology, the lead compiler of the Guide, officially released the evaluation results, and issued evaluation certificates and licenses to the three pilot units. The Guidelines actively explore the principles of hierarchical and categorical application of facial recognition systems in public places by users and implementing entities, and propose corresponding evaluation methods, which will help protect citizens' privacy and data security, and promote the healthy and orderly development of the face recognition industry.
The launching ceremony of the construction of a credible large model evaluation platform
In order to provide the whole society with credible technical support for large-scale model technology innovation and application deployment, the meeting announced the official launch of the construction of a credible large-scale model evaluation platform. The platform aims at the testing and evaluation of artificial intelligence in the dimensions of robustness, explainability, privacy protection, fairness and other credible dimensions, promotes the credibility evaluation standards and testing capacity building of large models, and escorts the compliant use of technology and the construction of a credible ecological environment.
The White Paper on Trusted Technology for Mobile Applications was released
While the application of large models continues to develop, it needs to be escorted by technologies such as trustworthy artificial intelligence. The conference also released the White Paper on Trusted Technology for Mobile Applications (the "White Paper"). The white paper studies the trusted application technologies in the four stages of the application life cycle, and provides reference for protecting users' information security in a pan-terminal environment.
In the speech, the East China Branch of the China Academy of Information and Communications Technology (CAICT) based in Shanghai and looking at the Yangtze River Delta, depicted the development of the ICT industry. Leaders from Ant Group, OPPO, UCD, Huawei, Alibaba Cloud, Baidu, Chapter 9 Yunji, iFLYTEK (Shanghai) and other companies delivered keynote speeches to share their latest practices and innovation experiences in industries and scenarios.
