Located at the junction of Yache County in Kashgar Prefecture and Aktao County in Kizilsu Kirgiz Autonomous Prefecture, and in the upper reaches of the Yarkand River in the Karakoram Valley, the Artash Water Conservancy Project is the largest water conservancy project in Xinjiang and is known as the "Three Gorges" dam in Xinjiang.

The Artash Water Conservancy Project is a controlled water conservancy project in the lower reaches of the mountainous area of the main stream of the Yarkand River, which consists of barrage dams, water discharge buildings, power generation and diversion systems, power plant buildings, ecological base flow discharge tunnels and other buildings. The maximum dam height is 164.8 meters, the total reservoir capacity is 2.249 billion cubic meters, and the total installed capacity of the power station is 755 megawatts. The main task of the project is to give full play to the comprehensive functions of flood control, irrigation, and power generation under the condition of ensuring the ecological water supply of the Tarim River, and benefit the Kizilsu Kirgiz Autonomous Prefecture, Kashgar Prefecture and Hotan Prefecture in southern Xinjiang. The completion of the project has completely solved the problems of the thousand-year-old flooding of the Yarkand River and the spring drought and water shortage in the basin, and nourished millions of people downstream.
