After a four-year absence, the finals of the 2023 Police Post Training and Vocational Skills Competition of the Municipal Prison Administration Bureau were held today at the Shanghai University of Political Science and Law. Eight players competed in 5 rounds in 100 minutes. In the end, Fu Chengchen, a policeman from Zhoupu Prison, won the championship. Li Zhongyun, Chairman of the China Agriculture, Forestry, Water Conservancy and Meteorological Trade Union, Gui Xiaoyan, Vice Chairman of the Municipal Federation of Trade Unions, and relevant leaders of the Municipal Bureau of Justice, Shanghai University of Political Science and Law, Shanghai Public Security College, Municipal Cadre Training Center, Prison Management Corps of the Municipal Public Security Bureau, and the Youth League Working Committee of Municipal Organs were invited to attend the event.
The reporter felt at the finals that the rhythm of the game was tense and the atmosphere was quite warm. The questions of the competition are the most vivid and real cases from the grassroots. The first "sharp-eyed" session tested the contestants' specific grasp of the criminals they disciplined. As the name suggests, the big screen shows the black shadows of 40 inmates walking quickly under the black screen, and the participating police only find the names of the criminals they discipline in a short period of time through the detailed features such as the black shadows on the side and walking posture. The difficulty of the question is quite high, but there are still 6 participating police officers who have received full marks, and many police officers have accurately read out the corresponding numbers of prisoners. The links of "handwriting and recognizing people" and "recognizing people by sound" also identify criminals through very little information, and answer the basic information of the inmates within 40 seconds, including the criminal's "triplet", "the person who least wants to associate with in the prison", "the last person to meet and time", "skill level" and other very specific and random questions.
"The questions in the exam are very difficult, and the participating police officers must be particularly meticulous, conscientious and responsible in their daily work in order to get high scores. The police officer who watched the game at the scene said. The reporter learned from the trade union of the Municipal Prison Administration Bureau that the annual competition widely mobilized the police in the system to participate, and the preliminaries in early November this year adopted a written test to assess the contestants' political theory, mastery of regulatory knowledge and comprehensive ability to perform their duties, and selected 8 contestants from 6 grassroots units to participate in the finals, and their average age was only 31 years old.
In the second round of the competition, the contestants' ability to find problems was assessed through the correction of "common diseases" and "frequent diseases" in their work. The test questions cover all aspects of prison police law enforcement, such as prison room management, skills training management, and drug distribution standards. The participating police officers carefully observed and answered calmly, showing the professional quality of prison work. In addition to the scene answers, the competition also set up practical projects to conduct on-site inspections of the contestants' three practical police skills: copying work, the use of warning equipment and cardiopulmonary resuscitation.
After the first three rounds of wonderful competition, Fu Chengchen from Zhoupu Prison and Mu Qingzhe from Baoshan Prison, as well as Chen Gungyi, a policeman from Zhoupu Prison who voted by the audience, entered the "peak showdown". In the final round, the three contestants completed the "comprehensive disposal questions" in turn on the same field, according to the questions drawn on the spot, to deal with emergencies in supervision work, such as suicide and self-harm of prisoners, fights and brawls.
Police officer Fu Chengchen is a prison policeman with 10 years of police experience, and after winning the championship, he said excitedly in an interview with reporters: "Ten years of sharpening a sword, it can be said that every day of my 10 years as a police officer, I am preparing for this game." He added that the questions in the competition are very comprehensive, and they are all practical scenarios in prison management. It not only tests the basic skills of law enforcement, but also examines the accumulation of work experience.
It is understood that the Municipal Prison Management Bureau focused on solving the most prominent, important, and urgent problems in prison work at that time, and comprehensively promoted on-the-job training and vocational skills competitions. In the year, a total of 12 overall practical training and skill competitions were launched, and 62 training sub-centers of grass-roots units launched training projects, and a total of 2,614 training competitions of various types were carried out throughout the year, and 138,000 people participated in training, training and skill competitions.
In the setting of competition items throughout the year, the Education and Training Department of the Municipal Prison Administration Bureau and the Municipal Judicial Police School sorted out the most important operational skills that the front-line police at the grassroots level need to strengthen, and set up five compulsory items: criminal research and judgment, scoring and evaluation, individual education, labor site management, and escort of criminals. Focusing on the actual needs of newly recruited police officers in the past three years to perform their duties and key operations, seven key projects have been set up: one-day work specifications for prison areas, basic operation of the sub-control platform, clearance of prison bodies, preparation of law enforcement documents, handling of commutation and parole for temporary service of sentence outside of prison, management of foreign personnel (vehicles), and operation and use of individual police equipment. Combined with the functional positioning requirements of each prison and the capacity needs of the civilian police, 62 special projects were selected.
