Police officers arrived at the scene and after investigation, arrested a 44-year-old man of Nepalese origin on suspicion of shoplifting, who is known to have a criminal record. The arrested persons were suspected of stealing 4 sticks of shampoo with a total value of about $200.
It is reported that a number of short videos were circulated on the Internet at the time of the incident, in which the shirtless man was subdued by two citizens, and the other party tied the shirtless man with a nylon rope and tied it under the Guangdong road sign opposite Japantown.
The shirtless man struggled and at one point loosened the tie, one of the citizens pushed him to the ground, and other passers-by helped tie the shirtless man's hands with a rope.
The incident caused a round of disturbance, and the shirtless man was seen tied up and covered with ropes all over his body, sitting down under a street sign and waiting for the police to arrive. When the police arrived at the scene, they loosened the nylon rope from the shirtless man and handcuffed him for arrest, and the video ended.

The female employee who was involved in the theft of Japantown told Sing Tao Global Network about the incident, and she described the man involved as sneaky, "squatting down and putting things in bags" in the store, and then walked out of the store without paying, so she yelled "stealing things", and was helped by the righteous neighbors to catch the thief.
It is understood that the thief stole Pantene brand shampoo, 4 bottles worth about 200 yuan. The thieves were dressed when they stole shampoo from the store, but shirtless when they were uniformed and tied up by the neighbors.
The female clerk pointed out that the thief had left the shop without making a payment, and she once asked the thief to pay, but he refused to pay and tried to escape. The female staff member also said that the man involved was suspected to have a criminal record, and she recognized that someone had been wearing a mask earlier, and had also gone to the store to steal goods and escaped.
