It is my great pleasure to participate in the China Automotive Industry Development Forum on the occasion of the 6th China International Import Expo. Here, on behalf of the China Machinery Industry Federation, I would like to express my heartfelt congratulations on the success of this forum! I would like to extend a warm welcome to all the experts, international friends and friends from the media.

At present, the changes in the world, the times, and history are unfolding in an unprecedented way. In this context, as a window for China to build a new development pattern, a platform for promoting high-level opening-up, and an international public good shared by the world, the 6th China Import Expo was held as scheduled, demonstrating China's unswerving determination to promote high-level opening-up.

Since the beginning of this year, after three years of testing by the epidemic, the mainland's economy has been gradually recovering. The machinery industry resolutely implements the decisions and arrangements of the Party Central Committee and the State Council, adheres to the principle of seeking progress while maintaining stability, and forges ahead, while gradually eliminating the impact of the epidemic on the industry, seizing opportunities, opening up markets, and striving forward, and the main economic indicators have achieved steady and rapid growth.

First, the growth rate of added value has rebounded rapidly. From January to September, the added value of the machinery industry increased by more than 8% (8.3%) year-on-year, which was about 4 percentage points (4.3 and 3.9) percentage points higher than the growth rate of the national industry and manufacturing industry in the same period.

Second, the capacity utilization rate has rebounded steadily. In the first three quarters, the capacity utilization rates of the general equipment, special equipment, automobile and electrical machinery industries were 79.4%, 77.5%, 73.7% and 76.9%, respectively.

Third, economic benefits have maintained growth. From January to September this year, the operating income was 21.1 trillion yuan, a year-on-year increase of 6.8%; the total profit was 1.2 trillion yuan, a year-on-year increase of 5.2%; The growth rate of the two indicators was 6.8 and 14.2 percentage points higher than that of the national industry in the same period.

Fourth, foreign trade has maintained growth. From January to September, the machinery industry achieved a total import and export volume of 811.4 billion US dollars, a year-on-year increase of 1.3%. Among them, imports were 222.6 billion US dollars, a year-on-year decrease of 11.5%; exports were 588.7 billion US dollars, a year-on-year increase of 7.1%; The trade surplus was 366.1 billion US dollars, a year-on-year increase of 22.8%. The steady growth of the machinery industry has played the role of "ballast stone" for the operation of the mainland's industrial economy.

With the tenacious struggle of the whole industry, the automobile industry has withstood the severe test of the epidemic for three years and maintained a stable and positive trend. From January to September this year, the industrial added value of the automobile manufacturing industry increased by 11.4% year-on-year, and the production and sales of automobiles exceeded 21 million respectively, an increase of 7.3% and 8.2% year-on-year respectively, of which the production and sales of new energy vehicles were 6.313 million and 6.278 million respectively, an increase of 33.7% and 33.5% year-on-year respectively; The automobile industry achieved an operating income of 7.38 trillion yuan, a year-on-year increase of 10.6%, and a profit of 345.64 billion yuan, a year-on-year increase of 0.6%. The import and export reached 176.4 billion US dollars, a year-on-year increase of 12.9%. The automobile industry has become an important support for the economic recovery of the machinery industry.

Not long ago, General Secretary Xi Jinping delivered a speech at the opening ceremony of the third "Belt and Road" Forum for International Cooperation on "building an open, inclusive, interconnected and common development world", and clearly put forward the "eight actions", including the action of "fully canceling the restrictions on foreign investment in the manufacturing sector", which released a signal to the outside world that China's door to opening up will be wider and wider. At present, the mainland's economic development is improving, and the development of the manufacturing industry has entered a new stage of structural adjustment, transformation and upgrading. With the theme of "Openness, Cooperation, and Win-Win - Opportunities and Challenges for International Brand Automobiles under the New Situation", today's forum brings together international and domestic industry experts and entrepreneurs to discuss how to continue to promote high-level opening up, create a market-oriented, legalized, and international business environment, and form a good ecological environment for the development of the automobile industry, which I think is very meaningful. I would like to take this opportunity to share with you a few personal thoughts. 1. Expand high-level opening-up and jointly build a new pattern of the global automobile industry

After decades of globalization, China's auto industry has achieved fruitful results, not only becoming the world's largest auto market, but also beginning to integrate into the global auto industry pattern. With the rise of a new round of technological revolution and industrial transformation, new trends such as new energy, intelligence, and shared mobility are reshaping the future of the global automotive industry. Relying on the development advantages of new energy vehicles and intelligent networked vehicles, China has stood at the forefront of this new technological revolution.

Adhering to a high level of opening-up is the key to promoting the high-quality and sustainable development of the automotive industry, realizing technological innovation and reshaping the pattern. We should further deepen international cooperation in the fields of technology research and development, product manufacturing, and market development, so as to achieve resource sharing and complement each other's advantages. It is necessary to strengthen communication and coordination with international organizations and governments to form a new mechanism for international cooperation and provide a strong guarantee for deepening cooperation.

2. Broaden the road of low-carbon and environmental protection development, and promote the transformation and upgrading of green manufacturing

With the increasingly severe global climate problem, environmental protection and sustainable development have become a global consensus, and the mainland's economic and social development has also accelerated into a stage of green and low-carbon high-quality development. In 2020, the mainland clearly proposed to achieve the "30 and 60 dual carbon goals", which is a solemn commitment to solve the outstanding problems of resource and environmental constraints and build a community with a shared future for mankind.

As an automobile industry with strong energy dependence and obvious industrial support, it is a key industry in the mainland's machinery manufacturing industry to reduce carbon and decarbonize and achieve high-quality green development.

We must pursue low carbon emissions and circularity from the source of production, and realize the effective management of carbon emissions throughout the life cycle of automotive products. Relying on the development advantages of new energy vehicles, consolidate and expand the existing development achievements, actively and steadily promote the green and low-carbon development of the automobile manufacturing industry, adopt energy-saving and environmentally friendly equipment and technology, promote the circular economy model, improve the comprehensive utilization efficiency of resources and the level of clean production, and build a resource-saving and environment-friendly green production system. Make greater contributions to the realization of global green and healthy development.

3. Expand the breadth and depth of international cooperation and maintain the stable development of industrial and supply chains

In recent years, driven by the wave of electrification and intelligence, the automobile manufacturing industry has extended two incremental industrial chains of new energy vehicles and intelligent networked vehicles on the basis of tradition, and the new generation of information technology such as the Internet, big data, and artificial intelligence has been deeply integrated with the automobile manufacturing industry.

To this end, we need to strengthen cooperation with international advanced enterprises and research institutions, focus on the field of core components, identify weak links, and focus on making up for shortcomings and forging long boards. Focusing on key industrial chains, we will further promote the "strengthening the chain, supplementing the chain and stabilizing the chain", strengthen the upstream and downstream of the industrial chain, and the collaborative research of large and medium-sized enterprises, so as to promote the development of the whole industrial chain. At the same time, it is necessary to strengthen cooperation with countries along the "Belt and Road", integrate more deeply into the global industrial chain, supply chain and value chain, and expand foreign exchanges and cooperation more actively. On the other hand, China can also improve its own automobile manufacturing level and supply chain management capabilities through cooperation with countries along the "Belt and Road", and promote the prosperity and development of the entire automotive industry.
