Previously, Duan Hua had a dispute over project payment during the contracting project in Yongchang County, Gansu Province. In the case that the mediation of relevant organizations in Gansu Province failed, the staff of the Fuping County Petition Work Joint Conference Office took the initiative to visit and understand, and finally reached an agreement with the Yongchang County Government to give a mediation plan and successfully resolve the dispute.

This is a microcosm of Fuping County's establishment of a diversified contradiction and dispute mediation mechanism and the promotion of grassroots governance.

"We have set up the Fuping County Contradiction and Dispute Joint Mediation Center, a 'platform', through mediation, arbitration, administrative adjudication, administrative reconsideration and other non-litigation channels and litigation channels 'two channels', to explore the establishment of party and government cadres to visit, appointment, return visit 'three modes', the formation of county, town, village (community), group four-level contradiction and dispute resolution system." Now, on the 10th and 25th of each month, the leading cadres at the county level in Fuping County have learned about the problems of general concern to the masses through on-the-spot visits and questionnaire surveys, and are responsible for the problems reported by the masses throughout the process, follow up and supervise them, and reply to the masses within the specified time limit to ensure that everything is implemented and everything has results.

"We have established and implemented a system for leading cadres at the county level to package cases, and truly implement the responsibility of leading cadres to package cases. At present, 22 leading cadres at the county level have handled 155 petition issues, and have convened a joint meeting on petition work to intensify efforts to resolve the backlog of petition cases. In order to form a joint force of grassroots governance, Fuping County has set up professional mediation committees for family disputes, doctor-patient disputes, property disputes, road traffic accident disputes and other departments in the county people's court, county health bureau, county housing and urban-rural development bureau, county traffic police brigade, county human resources and social security bureau, etc., and recruited full-time people's mediators, retired staff, and legal workers of "three understandings and one meeting" (understanding the law, understanding policy, understanding business, and being able to do mass work) as members to mediate all kinds of contradictions and disputes.

Up to now, the Family Mediation Center of the People's Court of Fuping County alone has accepted 382 family disputes and mediated and withdrawn 324 civil cases, and the legal and social effects are very obvious.

Since the beginning of this year, leading cadres at the county level in Fuping County have visited towns (streets) and villages (groups) more than 30 times, solved more than 20 practical difficulties of the masses, and resolved more than 30 backlogs of letters and visits assigned by superiors, with a resolution rate of 100%.

Fuping County gives full play to the role of the joint conference on petition work in overall planning and scheduling, allowing each convener to convene a research and analysis meeting and a case coordination meeting at any time according to the actual needs of the work, and to resolve the backlog of cases as the starting point, implement the mechanism of "one case one class" and "one matter one policy", and form a petition work pattern of "one point of force" of the joint meeting and "multi-point response" of each responsible unit.

"At present, the joint conference mechanism for town (street) petition work has achieved full coverage in 16 towns (streets) in the county." Zhang Chunqi said.

Fuping County has given full play to the "mediation station" and the mass prevention and control forces of women volunteers and volunteer auxiliary police, and has established 30 special mediation rooms such as the "Lao Song Storytelling Room" in Liugu Town, the "Xiangxian Storytelling Room" in Gongli Town, and the Family Trial Center of the County Court, so as to resolve conflicts and disputes in a centralized manner.

Up to now, mediation organizations at all levels in Fuping County have mediated 2,557 conflicts and disputes, with a resolution rate of 97.6%.

In order to understand, discover and grasp various contradictions and disputes in a timely manner, Fuping County relies on the grassroots social governance and urban and rural grid service management platform to strengthen the construction of grid staff at all levels, establish and improve the multi-channel collection of social conditions and public opinions, and normalize the investigation of contradictions and disputes.

Since the beginning of this year, Fuping County has carried out a total of 3 investigations of contradictions and disputes, and found and resolved 1,400 contradictions and disputes.
