The relevant person in charge of the Sichuan Provincial Department of Natural Resources said that there are 22 articles in the "Discretionary Provisions", which mainly target 19 administrative punishment items such as "illegal occupation of land without approval or fraudulent means to obtain approval by fraudulent means", "illegal destruction of cultivated land", "illegal occupation of permanent basic farmland for the development of forestry and fruit industry or digging ponds for fish farming", etc., clarifying the specific discretionary standards in different circumstances. In addition, land classification is taken as the main quantitative indicator of most illegal acts, and the special protection of cultivated land, especially permanent basic farmland, is more prominent. Where illegal land use involves cultivated land and permanent basic farmland, the standard of fines is significantly higher than that for other land.
