New national regulations
Four new standards for the electric vehicle industry will be officially implemented
Since November 1, the four national standards for electric vehicles formulated by the State Administration for Market Regulation have been officially implemented, which are "General Requirements for Electric Bicycles", "Technical Requirements and Test Methods for Electric Bicycle Occupant Protection Assembly", "Safety Requirements for Electric Bicycle Battery System" and "Requirements for Electric Bicycle Signs".
These standards have clearly stipulated the design and manufacturing, safety performance, battery system and identification of electric vehicles, involving handlebars, lithium batteries, buses, and electronic control systems of electric vehicles, which are conducive to standardizing the market order of the electric vehicle industry and improving the safety of electric vehicles.
All-round three-dimensional observation of nature reserves
The Ministry of Ecology and Environment (MEE) recently issued the Technical Specifications for Ecological Environment Investigation and Observation of Nature Reserves, which will come into force on November 1 this year. The Technical Specifications take into account the diversity of ecosystems and species, and will integrate various observation techniques of "sky and ground" to carry out all-round three-dimensional observation of nature reserves.

The Technical Specifications set a series of indicators for investigation and observation in five aspects: biodiversity, ecosystem service functions, environmental quality, natural conditions and disasters, and human activities in nature reserves. A comprehensive and three-dimensional survey and observation technology system will be formed that combines various methods such as remote sensing monitoring, ground observation and field investigation, data collection and survey statistics, etc.
Implementation of industry standards for mass sports events
Recently, the General Administration of Sport of China issued four sports industry standards, namely the Guidelines for the Preparation of Content and Evaluation of Mass Sports Events, the Guidelines for Participation in Mass Sports Events, the Guidelines for the Preparation of Content and Evaluation, the Technical Guidelines for Safety Assessment of Mass Sports Events, and the Specifications for the Operation and Service of Mass Sports Events, which are planned to be implemented from November 1, 2023.
Cancel the filing of enterprises in the place of origin of export goods
In order to further optimize the business environment for cross-border trade and enhance trade facilitation, the General Administration of Customs has decided to cancel the filing of enterprises in the origin of export goods from November 1, 2023, and applicants for certificates of origin can apply for certificates of origin directly through the "single window" for international trade, Internet + Customs, and the declaration system of the China Council for the Promotion of International Trade.

Sichuan Province implemented new regulations on November 1, emphasizing special protection for cultivated land, especially permanent basic farmland
The Sichuan Provincial Department of Natural Resources Provisions on the Discretionary Power of Administrative Penalties for Land Management will come into force on November 1 and will be valid for five years. Compared with the past, this provision gives more emphasis to the special protection of cultivated land, especially permanent basic farmland.
The relevant person in charge of the Sichuan Provincial Department of Natural Resources said that there are 22 articles in the "Discretionary Provisions", which mainly target 19 administrative punishment items such as "illegal occupation of land without approval or fraudulent means to obtain approval by fraudulent means", "illegal destruction of cultivated land", "illegal occupation of permanent basic farmland for the development of forestry and fruit industry or digging ponds for fish farming", etc., clarifying the specific discretionary standards in different circumstances. In addition, land classification is taken as the main quantitative indicator of most illegal acts, and the special protection of cultivated land, especially permanent basic farmland, is more prominent. Where illegal land use involves cultivated land and permanent basic farmland, the standard of fines is significantly higher than that for other land.
In addition, this provision also clarifies the basic principles to be followed in the exercise of the discretionary power of administrative punishment, the relevant requirements for the exercise of discretionary power, the rules for discretion, etc., and enumerates specific circumstances such as non-punishment, lighter or commuted punishment, and heavier punishment. Promote the formation of a good atmosphere of "dare not break the law, cannot break the law, and do not want to break the law".

The People's Government of Guangxi Zhuang Autonomous Region recently issued the Notice of the People's Government of Guangxi Zhuang Autonomous Region on Adjusting the Minimum Wage Standards in the Region (Gui Zhengfa [2023] No. 24), in accordance with the relevant requirements of the Labor Law of the People's Republic of China and the Minimum Wage Regulations, combined with the actual situation in Guangxi, it was decided to adjust the minimum wage standards in the region, and the adjusted minimum wage standards in the region will be implemented from November 1, 2023.
In order to safeguard the legitimate rights and interests of workers and ensure the basic livelihood of workers and their family members, in accordance with the Minimum Wage Regulations (Decree No. 21 of the Ministry of Labor and Social Security) and the Notice on Printing and Distributing the Provisions on the Minimum Wage Protection of Tianjin Municipality issued by the Tianjin Municipal People's Government, and with the approval of the Tianjin Municipal People's Government, it has been decided to adjust the minimum wage standard in Tianjin, and the adjusted minimum wage standard in the city will be implemented from November 1, 2023.
There are changes in the withdrawal of housing provident funds in Shenzhen
The Shenzhen Municipal Housing and Construction Bureau recently issued the "Notice of the Shenzhen Housing Provident Fund Management Committee on Matters Concerning the Withdrawal of Housing Provident Fund Rental in Our City". According to the notice, employees who do not have a house in Shenzhen can withdraw 100% of the monthly deposit to withdraw the housing provident fund; Eligible families with many children and employees renting public rental housing can choose to withdraw the housing provident fund according to the actual monthly rent, and there is no limit on the monthly contribution amount.
