Li Min was an official in the middle of the Ming Dynasty, born in Xiangcheng, now Xuchang, Henan. Yu Jingtai was admitted to the junior high school in the fifth year and was awarded the official position of supervising imperial history.

In the early years of Tianshun, Li Min was ordered to pacify the barbarians around Pingding Guizhou, and upon his return, he was responsible for patrolling the perimeter of Beijing.

In the early years of Chenghua, because of the recommendation of officials from other places, Li Min was promoted to Zhejiang Inspector, and later transferred to Huguang Inspector.

For a long time after that, Li Min successively served as the political envoy of Shanxi and Sichuan.

In the thirteenth year of Chenghua, Li Min was promoted to the right deputy capital Yushi and was responsible for going to Datong to be the governor. During this period, encountering the infested enemy cavalry, Li Min calmly commanded, selected strong men to ambush, and successfully repelled this group of enemies.

In the fifteenth year of Chenghua, Li Min was summoned back to the capital to serve as a right attendant of the army. Four years later, he went home to rest due to illness. After recovering from his illness, he was responsible for patrolling the Baoding prefectures as the left vice-capital Yushi.

In the twenty-first year of Chenghua, Li Min was worshipped as Shangshu of Hubu. Previously, when Li Min was patrolling Datong, when he saw Shandong, Henan and other places transferring grain and salary, he would often have large losses halfway, and these losses were naturally added to ordinary people, so many ordinary people suffered from this.

In this regard, Li Min allowed the common people to convert these grains and wages into silver, except for the accounting years, and many ordinary people and soldiers in the border areas felt very convenient.

When Li Min became Shangshu of Hubu now, he wrote a letter requesting that the people in the Gifu region and many prefectures and counties in Shanxi, Shaanxi, and other prefectures and counties who were responsible for transporting border grain every year should be reckoned with one or two silver per stone for each stone, and nine tenths of the money would be lost, and military salaries would be converted according to the current price.

Li Min's proposal was approved and approved by Emperor Xianzong. From then on, the spring and autumn taxes in the north will be converted into silver taels.

At that time, in the last years of Emperor Xianjong, he began to faint, so that many eunuchs and traitors received many Zhuangtian rewards. These eunuchs and traitors were generally deprived of the farmland they had rewarded, even after they were later questioned. But the problem is that after these farms were expropriated, they were not re-handed over to the common people to cultivate, and the common people did not receive direct benefits because of these eunuchs and traitors.

In response to these circumstances, Li Min requested that some tenant farmers be recruited to cultivate these farms, and that each mu would be taxed three cents of silver, which was approved by Emperor Xianzong.

At that time, the capital was flooded, and Li Min took this opportunity to actively write a letter and make a statement, saying: "There are only five imperial estates in Gifu, covering a total area of more than 112,800 hectares; The number of Zhuangtian owned by the major lords and lieutenants reached 332, covering a total area of more than 33,100 hectares. ”

"Whether it is the Zhuangtian owned by the royal family, or the Zhuangtian owned by the major lords and eunuchs, they often hire some rogues to manage it. These scoundrels are everywhere robbing people of livestock and property, injuring people's lives and insulting women, and many innocent people are deeply distressed. A lot of mutinies will arise from this."

"The imperial estate of my Daming Dynasty began during the Orthodox period, when many princes and brothers of the clan had not yet divided the seals, so they occupied a lot of vacant land to set up the Zhuangtian. After the kings went to the domain, Zhuangtian remained in the official government, and the descendants continued this practice. ”

"As the saying goes, under the whole world, it is not the royal land, why set up another imperial estate? I ask His Majesty to remove all the households, let the people cultivate shares, and tax each mu with three cents of silver for all expenses of the harem. ”

"In this way, I just lost the name of the imperial estate, but I was able to get a good financial income for nothing."

"As for the farmland of the powerful and dignitaries, they should also choose tenants to receive the seeds, and the special agency will collect the tax, and then the owner of the farm will go to the special institution to collect the land tax."

"If ordinary people have land to plant, they will feel happier." The contradictions between the government and the people can be effectively alleviated. ”

Li Min's suggestion was ultimately not approved by Emperor Xianzong.

In the fourth year of Hongzhi, Li Min wrote to ask for retirement because of his illness, and Emperor Xiaozong sent a doctor to treat him. After that, Li Min still insisted on resigning and retiring, and Emperor Xiaozong intended to let Ye Qi take his place as Shangshu of Hubu.

Before Li Min returned to his home after retirement, he died of illness directly.
