However, the reason given by the Mexican side can be described as absurd!
Subsequently, China Railway Construction swallowed its anger and continued to bid, but after China Railway Construction bid for the second time, the Mexican side even canceled the bidding again under the pretext of canceling the bid! The project is on hold indefinitely!
Chinese railways across the world
Who is the most qualified country in the world today? There is no doubt that China has a total high-speed rail operating mileage of 42,000 kilometers.
This data is a global disparity. Although there is still Germany, a high-speed rail power proficient in technology, everything is floating in the face of China's experience gained in a large number of years of practice.
China's high-speed rail is booming in domestic development, but it does not want to stop there. In recent years, China has been actively communicating with the outside world, and is gradually trying to fully open up the international "high-speed rail market" and let China's construction go to the world.
In 2013, China's high-speed rail ushered in an important opportunity to open the door to the international market.
In July 2013, Mexico's Ministry of Communications and Transport announced the pre-tender for the "Mexican High-Speed Railway".
Incident: Won the bid for the Mexican railway project
On June 4, 2013, China paid a state visit to Mexico. The perfect conclusion of the visit indicates that the two countries will have more active exchanges and cooperation in the future.
This also means that China and Mexico will have better development in diplomatic, economic, cultural and other fields.
Shortly thereafter, the Mexican side opened a tender for the construction of the domestic "Mexico high-speed railway". This plan was finalized and implemented by the Mexican government in order to better develop the domestic economy and facilitate domestic transportation.
It stretches 210 kilometers from the capital of Mexico City in the south to Querétaro, the country's third largest city. It is of great importance to Mexico.
As soon as the railway bidding plan was issued, it attracted great attention from "China Railway Construction (one of China's railway construction giants)" - if it can successfully win the "Mexico high-speed railway" high-speed rail project in Mexico, then it will mark the first step of China's railway to the world!
International bidding is intense, and the countries participating in the bidding this time include "German Siemens", "Japan's Mitsubishi Corporation" and "French Alstom" and other very strong opponents.
These participating companies have long ago entered the international market and have successfully undertaken many foreign railway construction projects. It can be said that their international influence and credibility are almost completely better than China's.
But Rao is so, CRCC does not want to back down. All the pressure is turned into motivation to work for it. Upon learning that the Mexican bid had begun, the company worked intensively to prepare the bidding plan.
For this bidding, China Railway Construction prepared a two-ton tender, which shows how much China has paid for the project.
However, in order to win this landmark "international list" in one fell swoop, CRCC has continued to "increase the weight" in all aspects. For the sake of insurance, CRCC has united several infrastructure companies, including CSR and Mexico, to form a "comprehensive consortium" headed by CRCC.
"If there is money, everyone earns together, and what we want is not profit, but more to let China's high-speed rail go abroad."
Sure enough, under CRCC's very thorough and complete pre-construction planning, plus greater advantages than Germany and Japan (more on that later), CRCC successfully won the bid for the "Mexican High-Speed Railway" project on November 3, 2014.
The success of the whole thing caused an uproar in the Chinese industry! All the staff of CRCC were jubilant.
Incident: Cancellation of contract, re-bidding, absurd!
From the beginning of the tender, CRCC has been preparing for the whole thing, and in the face of this large order worth 4.3 billion US dollars, CRCC has not delayed at all.
But this happy atmosphere did not last long. Just three days after winning the bid, on November 6, Mexican Foreign Minister Ruiz Espasa said that the Mexican president had withdrawn the bidding results for the "Mexican high-speed railway" and agreed on a time to re-bid.
You know, for this reason, China Railway Construction has been busy for nearly 5 months!
In this regard, Mexico gave two reasons: 1. China was the only country participating in the overbid; 2. the bidding process was not processed enough.
This is simply ridiculous! You know, as early as the beginning of the pre-tender announcement by Mexico, there were high-speed rail giants such as Germany and Japan who intended to participate in the bidding. And during this period, Germany, Japan and other aspects also communicated with Mexico.
Mexico said in the tender that it requires the builder to start construction in 2014 and put it into operation in 2017!
This requirement makes the project very difficult. After carefully weighing the cost of program planning and construction, Germany and Japan successively said that it was difficult to complete the construction and withdrew from the bidding.
However, through very careful planning and deep experience in high-speed rail construction, the Chinese side finally finalized that it could complete the construction within the specified time.
In other words, China Railway Construction completely stood out in the bidding, and there were also third parties participating in the bidding during the period, but they were unable to undertake the construction and withdrew!
In addition, the Mexican side has released pre-tender information as early as July 2013, and officially opened the tender in August 2014. How can this time be called insufficient?
There is no way, for Mexico's unilateral untrustworthy behavior, China has long been familiar with international cooperation!
Nothing more than this is another ghost made by Western countries! Because there are many Western countries participating in the bidding this time, many of which are "not confronting" with China, it is obvious that Mexico has committed untrustworthy behavior regardless of the face of its own country in order to curry favor with a number of Western countries.
End of the matter: an untenable reason, set aside indefinitely
In this regard, China Railway Construction did not give up, because this project is of great significance to China's high-speed railway construction, and it has been temporarily swallowed by some setbacks!
Then began the intense second round of bidding! Because China Railway Construction believes that China Railway Construction has an absolute advantage over so many years, and has full confidence that it can win the bid again!
On January 14, 2015, the Mexican high-speed rail project was re-tendered.
CRCC still takes this project very seriously, in order to be able to beat competitors again, CRCC has joined hands with enterprises such as "China Railway 11th Bureau" and "China Railway 12th Bureau" on the original basis to fully participate in bidding.
However, what people did not expect was that 16 days after CRCC submitted its bid to the Mexican side again, the Mexican side announced that it would "suspend the project indefinitely"!
The reason given this time is that due to the decline in international crude oil prices and the tight domestic finances, in order to improve the budget situation, the fiscal expenditure on oil, electricity, and transportation has been reduced. The "Merck High-Speed Rail" project had to be put on hold.
However, if the "Mexican high-speed railway" project that benefits the country and the people is stopped simply because of the financial constraints caused by the decline in crude oil prices, I am afraid that this reason is untenable!
The completion of the "Merck High-Speed Railway" project will not only bring transportation convenience to Mexico, but also facilitate the flow of people and goods between cities; At the same time, it can also provide a very high employment convenience for Mexico. All things considered, the benefits of the project completely outweigh the investment.
Therefore, Mexico's behavior of ignoring national dignity and breaking trust again is finally too obvious to have the shadow of "Western capital".
Because the project plan given by China is too superior; Because the relationship with Western countries is too good...
The Chinese side is deeply helpless about Mexico's untrustworthy behavior. According to international regulations, the breaching party needs to compensate CRCC no more than 1% of the quotation, that is, 270 million yuan.
However, Mexico said that it would only compensate 20 million pesos (about 8.1 million yuan) for the losses of China Railway Construction.
In fact, CRCC suffered greater actual losses in this incident.
No one can stop the torrent of China's development!
There are always many risks in project cooperation, and if you want to develop, you must dare to take these unknown risks. Although Mexico's breach of trust this time is completely intentional with the smell of "Western capital", it will never stop China's pace of development.
