The Measures clearly mention that the innovative application of generative AI technology in various industries and fields is encouraged, high-quality content is generated positively, healthily, and for good, and application scenarios is explored and optimized, and an application ecosystem is built.

In terms of infrastructure, the Measures also mention that independent innovation in basic technologies such as generative AI algorithms, frameworks, chips and supporting software platforms should be encouraged. Promote the construction of generative artificial intelligence infrastructure and public training data resource platforms. Promote the collaborative sharing of computing power resources and improve the efficiency of computing power resource utilization. Promote the orderly and open classification and grading of public data, and expand high-quality public training data resources. Encourage the use of secure and trusted chips, software, tools, computing power, and data resources.

There is a "response" at the local level. Taking Beijing as an example, in May this year, Beijing launched the General Artificial Intelligence Industry Innovation Partnership Program. At present, more than 10 computing power partner programs provide no less than 4000P low-cost high-quality computing power for Beijing artificial intelligence small and medium-sized enterprises to carry out large-scale model training and inference. 10 data partners open 18 high-quality datasets with nearly 500TB for training of large model enterprises.

Generative AI has an ideal side and a realistic side. To this end, the Measures also draw many "red lines" for generative AI services. For example, in terms of data, the Measures mention that generative AI service providers (hereinafter referred to as "providers") shall carry out training data processing activities such as pre-training and optimized training in accordance with the law, take effective measures to improve the quality of training data, and enhance the authenticity, accuracy, objectivity and diversity of training data.

In addition, providers shall follow the "Provisions on the Administration of Deep Synthesis of Internet Information Services" to identify content generated such as images and videos. In terms of information security, providers shall perform protection obligations in accordance with law on users' input information and usage records, and must not collect unnecessary personal information, must not illegally retain input information and use records that can identify users, and must not illegally provide others with users' input information and usage records.

In response to a reporter's question, the Cyberspace Administration of China said that the Measures put forward that the state adheres to the principle of attaching equal importance to development and security, promoting innovation and governing according to law, takes effective measures to encourage the innovative development of generative artificial intelligence, and implements inclusive and prudent and categorical supervision of generative artificial intelligence services.

Wang Peng, an associate researcher at the Beijing Academy of Social Sciences, told a reporter from Beijing Business Daily that the Measures clearly define what generative artificial intelligence is, which behaviors are legal and which are illegal, which is conducive to solving practical problems and more conducive to the standardized development of the industry. In addition, the Measures also fully reflect the mainland's attitude towards the encouragement, support and guidance of artificial intelligence, especially generative artificial intelligence. On the whole, the Measures are beneficial to the mainland artificial intelligence industry, including basic research and development, vertical landing applications and the formation of related ecosystems.
