In fact, when the United States revealed that it would issue the ban, the US industry had expressed concern that although the restriction on the export of artificial intelligence chips to China would not have an immediate major impact, in the long run, it might lead to the permanent loss of opportunities for the US industry to lead and compete in the world's largest market, and negatively affect the future development of related US companies. Huang Jenxun, CEO of the US artificial intelligence chip giant Nvidia, warned that the US export ban may cause great damage to the technology industry, and Nvidia's "hands will be tied behind its back." Unfortunately, in order to curb the development of China's chip industry, the US government pretends not to hear the righteous voice of American companies.
However, as far as the current level of development of the Chinese industry is concerned, it is not an easy task for the United States to "jam China's neck" in this field. According to the report released by the China Institute of Science and Technology Information, the development of Chinese intelligence has achieved remarkable results, the artificial intelligence innovation index has maintained the second level in the world in the past three years, and has made progress in talents, education, patent output, etc., and is leading the development of artificial intelligence in the world together with the United States. The report also pointed out that in the internationalization of artificial intelligence, the advantages of the United States are very prominent, about 40 points higher than China's score, and the infrastructure level of the Chinese intelligent industry still needs to be improved.

Faced with the lack of endogenous driving force and external expansion ability of its own artificial intelligence development, Chinese government departments have taken the lead in encouraging innovation in the artificial intelligence industry and have begun to promote the research and development of artificial intelligence technology through legislation. At the plenary meeting of the scientific frontiers of the 2023 World Artificial Intelligence Conference, Liang Yingda, director of the Strategic Planning Department of the Ministry of Science and Technology of China, revealed that the draft artificial intelligence law has been included in the annual legislative work plan of the State Council and submitted to the Standing Committee of the National People's Congress for deliberation. By improving the laws related to artificial intelligence, in the future, China will accelerate the development of the Chinese intelligent industry from five aspects: technology research and development, innovation ecology, application empowerment, science and technology for good, and international cooperation, make up for shortcomings, and achieve win-win cooperation.
After China implements its artificial intelligence development strategy and surpasses the United States in this field, the so-called sanctions and suppression of the United States will only become the shackles that imprison itself.
