Since the beginning of this year, many places have launched policies and planned layouts in artificial intelligence.

On May 31, Shenzhen issued the "Shenzhen Action Plan for Accelerating the High-quality Development of Artificial Intelligence (2023-2024)", simultaneously released the first list of "city + AI" application scenarios, coordinated the establishment of an artificial intelligence fund group with a scale of 100 billion yuan, and focused on building a national new-generation artificial intelligence innovation and development pilot zone and a national artificial intelligence innovation and application pilot zone, and strive to create an artificial intelligence pioneer city.

Beijing has also recently issued two AI-related support policies - "Beijing Accelerates the Construction of a Global Influential Artificial Intelligence Innovation Source Implementation Plan (2023-2025)" and "Several Measures to Promote the Innovation and Development of General Artificial Intelligence in Beijing". From the perspective of encouraging and guiding the development of the industry, we will further coordinate resources around the common needs of innovation and development, and comprehensively promote the construction of artificial intelligence independent technology system and industrial ecological development.

The Shanghai Municipal Development and Reform Commission recently issued the "Several Policies and Measures for Shanghai to Increase Support for the Development of Private Investment", proposing to give full play to the guiding role of artificial intelligence innovation and development projects, support private enterprises to widely participate in the construction of artificial intelligence infrastructure such as data and computing power, propose to promote the reform of "supplementary demand", and support universities, scientific research institutions, and state-owned enterprises to use data storage and computing power resources of private investment through government procurement and leasing; Support private enterprises to rent computing power and storage resources through science and technology innovation vouchers; Promote government departments to lease private investment dedicated computing power to support the application of professional scenarios such as large semantic learning, metaverse, and spatiotemporal basemaps.

In addition to first-tier cities, many places also take advantage of data resources to take the artificial intelligence industry as an important starting point for economic development. Li Gang, deputy director of Guizhou Provincial Big Data Development Administration, said that Guizhou will accelerate the improvement of computing power service levels, promote the high-quality allocation and high-efficiency supply of public data resources, promote the deep integration of artificial intelligence technology and economic and social development, promote the innovation of artificial intelligence technology application scenarios, and explore new ways of industrial transformation and upgrading and digital comprehensive construction.

Development has a realistic basis

There are three major elements to the development of artificial intelligence - computing power, algorithms and data. Ensuring the adequate supply of computing power is the foundation of artificial intelligence development. The data shows that Beijing, Guangdong, Zhejiang, Shanghai and other places have the largest number of large AI models, and the highest number of AI server purchases in the past three years, showing strong correlation. In addition, many places are also providing public computing power to supplement the rapidly growing demand for artificial intelligence computing power.

Zhao Zhiyun, Secretary of the Party Committee and Director of the China Institute of Science and Technology Information, introduced that the artificial intelligence big model leads a new round of global artificial intelligence technology development, and new research and new products related to the large model are emerging. The various deployments in the field of artificial intelligence in the early stage of the mainland have laid a solid foundation for the development of large models, and under the joint promotion of government, industry, academia and research, systematic research and development capabilities covering theoretical methods and software and hardware technologies have been established, and the research and development of large models has shown a vigorous development trend.

"Shenzhen has actively laid out the artificial intelligence track very early, and initially formed a development pattern of perfect industrial chain, high-end resource agglomeration, deep integration of technology, and gradual application rollout." Li Xiang, a researcher at the Center for 21st Century China Studies at Harbin Institute of Technology (Shenzhen), said.

With the birth of new artificial intelligence technologies and new scenarios, the intelligent networked automobile industry has flourished in Shenzhen. Yang Hong, chairman and president of Shenzhen Hangsheng Electronics Co., Ltd., believes that the continuous progress of intelligent technology has driven the accelerated transformation of the automotive industry. Big model technology promotes artificial intelligence to achieve leapfrogging, and there is still broad space for continuous innovation in the future. Zhao Zhiyun said that the high-quality development of China's economy and society has provided a rich scenario and data foundation for large model innovation, and artificial intelligence has great potential for development in the mainland. However, at the same time, when deploying the artificial intelligence industry, all localities should fully consider the characteristics of the region and their own advantages, focus on the key points and characteristics, and avoid problems such as waste of resources caused by duplicate construction.

Li Xiang said that artificial intelligence is a comprehensive discipline that needs to achieve comprehensive, integrated and innovative development from the technical end to the application end. The action plan released by Shenzhen this time makes it clear that the artificial intelligence industry will not only focus on the development of key core technologies and fields, but also strengthen the expansion and innovation capabilities of application scenarios. Based on the launch of a series of policy measures, Shenzhen's artificial intelligence industry ecology will be further improved, becoming an important driving force for the high-quality development of thousands of industries, thereby creating a new economic model, new life experience, and new governance methods in the intelligent era.

Zheng Wenxian, vice president of Shenzhen Yuntian Lifei Technology Co., Ltd., introduced that over the years, the company has focused on "algorithm chip" and "device-cloud collaboration", created a full-chain platform for IoT perception aggregation, algorithm empowerment services, and knowledge graph construction, and built a digital city intelligent collaborative development system. The company began to set up a large model preparation team this year, committed to creating a large model serving multiple scenarios and industries, in order to provide algorithm platform support for expanding industry applications and promoting the large-scale industrialization of artificial intelligence.

According to the implementation plan, Beijing will lay out a number of cutting-edge projects to achieve new leadership in technological innovation; Promote a number of domestic substitutions and make new breakthroughs in technological breakthroughs; Build a batch of industrial arrays, and complete a new leap in industrial energy levels; Create a batch of demonstration benchmarks, and drive new applications with scenario empowerment; Create a first-class innovation environment and create new results in ecological construction.
