Xia Yan, born on October 30, 1900, was originally named Shen Naixi, Ziduan Xian, pen name Cai Shusheng and so on. A native of Hangzhou, Zhejiang. He joined the Communist Party of China in June 1927. In 1914, he entered the Zhejiang Provincial Grade A Industrial School. In 1919, he participated in the "May Fourth" student movement and founded the progressive journal "Zhejiang New Wave". After graduating in 1920, he was sent to Japan for further study. In 1921, he was admitted to the Meiji Vocational College electrical engineering department in Tohata Town, Kitakyushu, Japan. He participated in the Japanese workers' movement and the left-wing literary and artistic movement. He joined the Kuomintang of China in 1924 and served as a member of the Standing Committee and Head of the Organization Department of the Kuomintang General Branch in Japan. He returned to China in 1927 and began to work as a translator for the workers' movement and revolutionary culture. In 1929, he participated in the preparation of the Left-Wing Writers' Union and the Chinese Left-Wing Dramatists' Union, and served as a member of the Presidium, executive committee and standing committee member of the Left Alliance. In March 1933, he was appointed head of the film group led by the Party. In 1936, he published the short story "Bubble", which was the first time he used the pen name "Xia Yan". After 1937, he edited progressive newspapers such as Salvation Daily, Xinhua Daily, and Huashang Bao in Shanghai, Guangzhou, Chongqing, and Hong Kong. From 1942 to 1945, he worked at Xinhua Daily in Chongqing, where he served as acting editor-in-chief. In 1946, he was transferred to the cpc Central Committee delegation in Meiyuan New Village, Nanjing. In 1948, he was appointed as a member of the South China Branch of the Communist Party of China and a member and secretary of the Hong Kong Working Committee. In April 1949, he went to Beiping, and later entered Shanghai, where he served as the deputy director of the Cultural and Educational Control Commissioners Association of the Shanghai Military Control Commission. In September of the same year, he attended the first plenary session of the Chinese People's Political Consultative Conference.

After the founding of New China, he successively served as a member of the East China Military and Political Committee, director of the Propaganda Department of the Shanghai Municipal CPC Committee, director of the Shanghai Municipal Bureau of Culture, first director of the Asia Department of the Ministry of Foreign Affairs, deputy director of the Propaganda Department of the East China Bureau of the CPC Central Committee, chairman of the Shanghai Municipal Federation of Literature and Literature, president of the Shanghai Municipal People's Art Theatre, member of the Standing Committee, vice chairman and member of the All-China Federation of Literary and Art Circles, director and adviser of the China Writers Association, director of the Chinese Dramatists Association, and chairman of the China Filmmakers Association. In November 1954 he was appointed Deputy Minister of Culture. In 1982, he was elected as a member of the Central Advisory Committee.

He is a deputy to the First to Third National People's Congress, a member of the First National Committee of the Chinese People's Political Consultative Conference, and a member of the Standing Committee of the Fifth National Committee of the Chinese People's Political Consultative Conference.

His major works include: the screenplay "Wild Current", "The Biography of Qiu Jin", "Under the Eaves of Shanghai", "Sai Jinhua", "Fat Powder Market", "Children of the Wind and Clouds", "Pressing The Year of Money", "God of Freedom", "Hometown of Baiyun", adapted the film literary script "Spring Silkworm", "Blessing", "Lin Family Shop", "Revolutionary Family", "Eternal Life in the Fire", reportage "Body Worker" (June 1936), etc., the main works are: "Selected Plays of Xia Yan", "Anthology of Xia Yan", "Several Problems in Writing Film Scripts", "Collection of Film Essays" and so on. He co-translated (1932) the books of former Soviet directors "On Film Directors" and "On Film Scripts" with Zheng Boqi. In May 1962, he won the Best Screenplay Award at the First Popular Film Hundred Flowers Awards. In October 1994, he was awarded the title of "National Film Artist with Outstanding Contribution".

He died in Beijing on February 6, 1995, at the age of 95.
