The people of Hainan have always been stingy in praising the clean officials and honest officials who have a good heart, and the couplet in the Five Gong Ancestral Hall that reads, "The king of the Tang and Song Dynasties is not a widow, and the people of Qiongya have a strange fate" fully expresses this warm feeling of the Hainan people.

Lei Yu is also regarded as a person who has a strange relationship with the people of Hainan, and the people respect him as "Lei Gong". In the 30 years of Hainan's reform and opening up, Lei Yu is one of the most memorable figures.

23 years ago, in 1985, Lei Yuyong took responsibility, was deposed in Hainan because of the "automobile incident", and left Hainan with unpaid ambition and stranglehold.

Today, 23 years later, on November 1, 2008, when we were commemorating the 30th anniversary of reform and opening up, a reporter from Hainan Daily went to Guangzhou to interview Lei Yu, a reform figure who has never been forgotten by the people of Hainan.

This is the first time that Lei Yu has been interviewed by Hainan media after bidding farewell to Hainan for 23 years, and the first time he has opened his heart to readers in Hainan. Although Hainan is the "Waterloo" of his career, Lei Yu uses "the most wonderful" to describe this period of time. In his ancient age, he was as clear and talkative as he was 23 years ago, and within 5 hours of being interviewed, he did not use any reference materials and almost did not pause to tell the past of Hainan. All these memorable times, characters, and even dialogues, he said, have always been in his heart.

In the face of the titles of "the first person in Hainan's reform and opening up" and "the first person in Hainan's ideological emancipation", Lei Yu waved his hand and thanked him: "I dare not be the 'first person', to be precise, I should be the paving stone of Hainan's reform and opening up." If I said that I did something for Hainan that year, it was because I encountered the opportunity of the central government's decision to develop and build Hainan Island. ”

In July 1981, he first visited Hainan to conduct research; In July 1982, he was appointed Secretary of the Party Committee of Hainan Administrative Region (Editor's Note: there was also a First Secretary at that time) and director of the Administrative District Office; In July 1985, he left Hainan. Whether it is Lei Yu's arrival or departure, the time coincides with the hot and rainy island in July. For the time being, let's use these 3 accidental July to string together the "strange fate" of Lei Yu and the people of Hainan for four years.

July 1981: First visit to Hainan

"At that time, the cadres and masses in Hainan basically had no sense of commodity economy, and they would be embarrassed to sell eggs."

From the end of June to the beginning of July 1980, the central government held an 11-day "Hainan Island Symposium" in Beijing to comprehensively summarize the development and construction since the liberation of Hainan, clarify "relax the policy and invigorate Hainan's economy", and formally decide to open Hainan Island to the outside world, which can refer to the policies of Shenzhen, Zhuhai and other special zones, and Hainan has thus become a "quasi-special zone". This is a major turning point in Hainan's development, marking the historical transformation of the central government from "consolidating Hainan" to "opening up Hainan".

In order to further implement the spirit of the central government, in July 1981, Lei Yu, then deputy director of the Policy Research Office of the Guangdong Provincial Party Committee, was assigned by Liu Tianfu, then governor of Guangdong Province, to lead a six-member research team to Hainan to investigate Hainan's natural resources and propose specific development plans.

"This is my first time to come to Hainan," Lei Yu told the Hainan Daily reporter, this time he ran from north to south, and from east to west, on the sandy road in Hainan for more than 10 days, visiting key cities and counties such as Haikou, Sanya, Ledong, and Tongshi, and thinking while walking and watching. "This is an uncultivated virgin land, beautiful and desolate", this is Hainan's first impression of Lei Yu. With the gradual deepening of the visit, Lei Yu clearly saw the backwardness and poverty of Hainan, although it has been 31 years since liberation, the iron bridge built by the Japanese 40 years ago across the Nandu River is still so poor and miserable.

What he did not expect most was that the spring tide of reform in the Pearl River Delta, which belonged to the same province and was not far away, was surging and the commodity economy was becoming more and more prosperous, while Hainan was still sleeping in the era of the planned economy, whether it was cadres or the masses, the awareness of the commodity economy was very weak, or even none, and there were still traces of primitive communes in some places. He remembered that when they passed by Ledong Huangliu, stopped at the side of the road to talk with the people, found that the simple people would even be embarrassed to sell eggs, put the eggs on the side of the road, but hid aside, and someone asked before running out. Lei Yu asked the egg seller what he had to hide, and the egg seller said that how to give someone a few eggs to eat was good to ask for money, but he did not sell eggs and did not have money to buy salt and oil.

In the investigation report written to the Guangdong Provincial Party Committee and Provincial Government, Lei Yu analyzed many reasons for Hainan's backwardness, and proposed that Hainan must reform and open up to its development, and must instill in people a sense of commodity economy, and this indoctrination cannot be solved by running training courses, but must be improved by practice, and at the same time cannot be "urgent."

This investigation report was highly praised and valued by the relevant central leaders and the leaders of Guangdong Province, and then the Guangdong Provincial Party Committee formed the "Opinions on Accelerating the Development of Hainan Island" on the basis of the research report. However, Lei Yu did not expect that he would return to Hainan in a year' time.

Lei Yu, who wanted to do things, did not want to be just a "no problem" official in Hainan

"I was supposed to go to Shenzhen to be mayor," Lei Yu told a Hainan Daily reporter about the "secret" of 27 years ago. In July 1981, when Shenzhen adjusted its leadership team, the leader of the Central Organization Department talked to Lei Yu and prepared to arrange for him to go to Shenzhen to take over the mayorship of Liang Xiang, who was also secretary and mayor at that time. Although this was the intention of the central authorities, Ren Zhongyi, who was the first secretary of the Guangdong Provincial Party Committee at the time, had concerns, since he re-emerged from the mountains in 1972, Lei Yu has been his most trusted "staff member", accompanying him from Heilongjiang to Liaoning to Guangdong, this time the Shenzhen team adjustment is strong, worried that arranging Lei Yu to be mayor will cause unnecessary misunderstandings among local cadres, so he talked to Lei Yu and hoped that he would not take this road. Lei Yu agreed.

Liu Tianfu and other provincial leaders strongly recommended Lei Yu to Take charge of Hainan to Ren Zhongyi, and they saw Lei Yu's courage to do things without fear. Lei Yu also expressed confidence in getting Hainan's economy up in a few years. After persuasion from several provincial leaders, Ren Zhongyi finally agreed to Lei Yu going to Hainan. On July 28, 1982, Lei Yu was appointed Secretary of the Party Committee of Hainan Administrative Region and Director of the Administrative District Office.

Lei Yu remembered that before leaving for Hainan, Ren Zhongyi, who was also a teacher and friend, said to him in a serious tone, "You can just go to Hainan for two years, do a good job of unity, and there will be no problems." But Lei Yu, who was full of ambition and bent on doing things, did not want to be just a "no problem" official in Hainan.

At that time, Luo Tian, the first secretary of the Standing Committee of the Hainan Administrative Region, studied and held a meeting in Beijing, so Lei Yu did not come to Hainan until October 3, two months after his appointment. "But in July, as soon as I received the appointment, I immediately entered the role," Lei Yu said, saying that at that time, during his time in Guangzhou, he went to various departments in the province as an "island chief" to ask for money and grain for projects, and was very busy with winning support from all sides in Hainan. Even on the way to Hainan, he also stopped by Zhanjiang and PetroChina West Company to discuss the exploitation and utilization of Natural Gas in Yingge sea, strive to leave some natural gas to Hainan, and lobby the extraction enterprises to register in Hainan.

On October 3, Lei Yu arrived in Haikou, thus ushering in the most important golden period of development after the liberation of Hainan and before the establishment of the provincial special zone. Lei Yu also began the "most wonderful" three years of his life.

July 1982: Served as the "island chief" of Hainan Island

24 key projects have been started and started in Hainan, and the silent Hainan is full of vitality

At that time, some leaders of the central government proposed that Hainan should "first do Shennong and then do Edison", that is, develop agriculture well and then talk about industry. Lei Yu categorically rejected this view. He soberly saw that Hainan's tropical crops have advantages behind closed doors, but once the door of the country is opened, it is not to say that there is no competitive advantage in the world or even in Southeast Asia. Lei Yu believes that it is difficult for Hainan's economy to improve in a short period of time without large projects.

In the three years of ruling Hainan, Lei Yu introduced 24 key construction projects for Hainan at a speed of only seizing the day, and by 1984, the investment in fixed assets in the whole region of Hainan reached more than 700 million yuan, and the 24 key projects included in the development and construction were all in preliminary preparations except for 4, and the remaining 20 projects all broke ground.

"Laying a good foundation for Hainan's development" was regarded by Lei Yu as a major task in charge of Hainan. At that time, Ren Zhongyi said that he could work in Hainan for two years, and Lei Yu said, No matter who picks me up in the future, I will lay a good foundation. Later, Deng Gong proposed that Hainan should catch up with Taiwan after 20 years, and Lei Yu knew that this goal could not be achieved by him, but he had to lay a good foundation.

Snapping his fingers, Lei Yu counted to the Hainan Daily reporter one by one, Macun Power Plant, Haikou Airport Expansion, Microwave Communication System, Qinglan Port, Yangpu Port, Western Railway, Nandu River Bridge... We can see that many of these infrastructures are still playing a huge role in Hainan's development today. It can be said that each project is "run" by Lei Yu and other cadres, and there are moving stories behind the "run".

Lei Yu loves to run, run diligently, and is good at running, and "running up, running down, running outside" is people's evaluation of him.

"If you don't run, you can't do it," Lei Yu said, our country is so big, but the state's funds and projects are limited, and it is all right to approve who is not approved. Therefore, it is necessary to "run up" to reflect the situation and win support, "Hainan's former cadres were very honest, and rarely went to the top to ask for projects and policies." In Lei Yu's view, it is the responsibility of leading cadres to reflect the situation to their superiors, put forward reasonable requirements, and strive for more support, but they must not scare the other side with a lion's mouth. In the process of running these projects, Lei Yu insisted on "sincerity" and "realism", sincerity, reality, and pragmatism, and first reported and then invited comrades from the ministry to hainan to see the field. Lei Yu said that one year in Beijing, he set a record of running 26 ministries and commissions in a week, "If the minister is not there, then I will see the director, the director will see the director, the director will not be staff, as long as someone can listen to my report and help Hainan study and solve the problem." ”

Yangpu, once a desolate place, has now been built into a bonded port area and has become the most open area in Hainan. Tracing back to history, the development and construction of Yangpu began in Lei Yu and began in 1984. At that time, it caused a "Yangpu storm", if it were not for Lei Yu's efforts to fight, the construction of Yangpu Port was almost "shot" by the Ministry of Communications.

In the mid-1970s, the State Council decided to develop and build Yangpu Port, but for various reasons it was not built. In the spring of 1984, Lei Yu decided to restart the construction of Yangpu Port. "It was February 14, the seventh day of the first lunar month, just after the Spring Festival", Lei Yu took the relevant personnel to the Ministry of Communications to report, but Hainan's proposal was opposed by experts from the Water Planning Institute of the Ministry of Communications from the technical level. In line with a scientific attitude, Lei Yu invited authoritative experts to Yangpu to hold a demonstration meeting, and finally solved this technical problem after repeated research and discussion. Subsequently, the Ministry of Communications decided to invest in the construction of a 30,000-ton and 5,000-ton general cargo terminal in Yangpu, and Yangpu development took the first step.

Whenever Lei Yu returned from Beijing, many cadres in Hainan would flock to his office, knowing that every time Lei Yu would not return empty-handed.

When Hainan University was built in 1985, Hainan's annual financial revenue was only 200 million yuan, and Lei Yu arranged 60 million yuan for Haida Construction, and he told the project leader that it was done according to the plan, ensure the quality of the project, and do not worry about financial problems. At that time, Hainan communications were backward, only rocking phones, but how could an open area have no communication guarantees, Lei Yu gritted his teeth and approved a foreign exchange quota of 13 million US dollars in one go, importing the most advanced microwave communication equipment in the country at that time from Japan.

Busy often can not eat, 3 years to eat dozens of bottles of open flat curd milk

"I was holding my breath and wanted to lay a good foundation for Hainan to compete with Taiwan in 20 years," Lei Yu said, and in February 1984, Deng Gong said: "If we use 20 years to develop Hainan's economy to the level of Taiwan, it will be a great victory." ”

Lei Yu said that after studying the development process of Hong Kong, Macao, Taiwan, Singapore, Brunei and other places, he believes that it is completely possible to catch up with Taiwan in 20 years. At that time, he understood that this kind of catching up is not catching up with the total economic aggregate, but can catch up with the level of development, management, living standards, and scientific and technological level. He also knew that this goal would not be achieved by him, but he had to lay the groundwork.

Lei Yu said that at that time, whether in the office or lying in bed, what he thought about most was to speed up the development of Hainan, and he was really working at full power.

When he first came to Hainan, some local cadres did not trust him, believing that he must be an absent-minded "Flying Pigeon Brand" cadre, on the grounds that his family did not come together. Lei Yu said that because he was thinking about his children's schooling, he did not move his home. "But I can't do a good job because my family doesn't come, in fact, it's okay if my family doesn't come, I can do work 24 hours a day," Lei Yu said, because the work was too devoted, he often missed the meal time in the canteen, and there was no Master Kang at that time, so he found some noodles to eat, or went to the local cadres' homes to rub a meal. So much so that the reporter asked him what he liked to eat most in Hainan, he said, he really can't say, in Hainan he ate the most is Kaiping curd milk, 3 years to eat dozens of bottles.

How to complete hainan's original capital accumulation, Lei Yu believes that it is impossible to rely on the country alone, and it is necessary to rely on himself to kill a blood road. "I had thoughts about the gaming industry at that time, and I had also acted," Lei Yu proposed to plan the East Island 24 years ago. East Island is a small island in Sanya, 1 square kilometer in size, when there were garrisons on the island. After fighting, he received the support of the troops, which agreed to develop him. He wanted to study Macau and set up a gambling place on the island that was only open to foreigners with passports. In 1984, taking advantage of his visit to Thailand, he made a special visit to Macau and signed a memorandum with a Macau owner who was interested in investing in the project. Back in China, he immediately went to Beijing to report to the Ministry of Civil Affairs, and the leader of the Ministry of Civil Affairs said that the lottery ticket has just been issued in China, which has caused many social problems, and suggested that Hainan should not engage in gambling for the time being, and should not affect the overall situation of reform and opening up for the sake of small profits. Lei Yu thought that this opinion was reasonable and decided to give up, but he was not dead hearted. He came up with a workaround, that is, to work on the high seas, when Norway had an oil tanker to be decommissioned, and the investor bought it and converted it into a cruise ship, using Sanya as a logistics supply base to provide a place for people on board to relax and bask in the sun. But later, because of the car incident, the matter was put on hold. Mr. Lei said newspapers later said the boat sailed to the high seas near Hong Kong.

As soon as he entered the door, he threw himself on his knees, and I guessed who he was

The reporter would like to know the most memorable people and events in Lei Yu's three years in Hainan. Lei Yu said with a calm face that there was nothing particularly memorable. But then he said: "The last rightist in Hainan is the anti-rebel I presided over."

This is a Vietnamese returnee, returned to the motherland at the beginning of liberation, and was assigned to Hainan as a teacher after graduating from the training class of Southern University. In 1957, when he gave advice to the leadership, he was branded as a far-right member for excessive speech. After the overthrow of the Gang of Four, the returned overseas Chinese continued to appeal for rehabilitation. When Lei Yu arrived in Hainan, he also received the appeal materials from the returned overseas Chinese. Lei Yu instructed the education department to investigate as soon as possible, instructing that if the materials were true, they would be properly resolved and rehabilitated. Lei Yu later urged this matter many times, but there was no follow-up for a long time, and Lei Yu even said that if the Party Committee of the Education Bureau had different opinions, he was willing to attend the meeting as an observer to do the work of other comrades. Later, when I learned about it, I learned that an old leader with high moral standing had a different view, on the grounds that if Hainan had even rehabilitated the last rightist, it would not have negated the anti-rightist struggle.

In order to persuade this old leader, Lei Yu asked people to transfer all the materials of this returned overseas Chinese, and on Sunday, he read a thick file and thought that there was nothing wrong with the decision under that historical condition, but it was entirely right to rehabilitate people under today's conditions. In line with seeking truth from facts, Lei Yu took off the hat of the rightist that had been pressed on his head for more than 20 years for the old returned overseas Chinese.

One day shortly after his rehabilitation, Lei Yu's office broke into a young man who was white and pure, and as soon as he entered the door without saying anything, he knelt down to Lei Yu. Lei Yu immediately picked up the young man and said, You don't have to talk, I know who you are. Rehabilitating your father is the party's policy. Unfortunately we did a little too late. Go back and tell your father that you should work hard in your lifetime, and you should also be a good person and contribute more to society.

Lei Yu said that in essence, I am a soft-hearted person, and I can't see the suffering and grievances of ordinary people.

The fault of the "Hainan Automobile Incident" is that the criticism is too excessive

The automobile incident, the landmark event of Hainan's 30 years of reform and opening up, is also a political spell that brought a strong earthquake to Lei Yu's life. Looking at the car incident 24 years later, Lei Yu has no sadness and joy on his face, he said that the starting point at that time was still to complete the original accumulation for Hainan and to lay a good foundation for catching up with Taiwan in 20 years.

The 1983 central document stipulates that Hainan has the right to import independently, but the products cannot leave the island. At that time, Hainan's domestic demand was insufficient, and the import volume was not large, so that the foreign exchange quota given by the central government every year could not be spent, Lei Yu said, but many places in Guangdong had already sold imported materials to the whole country and made a lot of money. Hainan did not do this, "we were very disciplined at that time, and even received commendations from the Special Administrative Region Office of the State Council", Lei Yu smiled when he recalled this.

In 1984, the State Administration for Industry and Commerce issued a "six articles for industry and commerce", so that Hainan automobiles out of the island became a law to follow, so That Hainan used the "right of independent import" to sell a large number of imported cars to the mainland, so that at that time, Hainan automobile approvals were flying all over the sky, all kinds of high-end cars were running all over the streets, and some countries saw the "iron armor rolling" on Hainan Island through satellites, and thought that China was gathering tanks to declare war on Vietnam. Then the car incident broke out, and on July 31, 1985, after the investigation into the car incident, Xinhua News Agency reported on the matter.

"The mistake is that the approval is too excessive," Lei Yu said, even kindergartens have come to join in the fun to make approvals, if they are concentrated on a few trading units, it is good, so that the money earned can be concentrated for construction, and it will not be so scattered later.

Although the automobile incident brought so many ups and downs to his life, although his grand desire to develop Hainan was forced to come to a screeching halt, But Lei Yu was still willing to look at the good side of the automobile incident in desperation, he said, the most gratifying thing is that the money earned from the sale of cars in Hainan at that time was used on the right path, a lot of infrastructure construction, but also invested a lot in education and people's livelihood, and raised the salaries of teachers and cadres and workers.

July 1985: Farewell to Hainan

When officials have "three strategies," it is the best policy to be keen on reform

The import and sale of automobiles that originally wanted to accumulate original capital for Hainan turned into a shocking case at that time and became an "incident" of widespread concern at home and abroad. In fact, Lei Yu had a premonition about this, since the beginning of the car business, he said to the people around him: "I am likely going to make a mistake." In fact, Lei Yu was mentally prepared to make mistakes just after he landed on the island, and he believed that people like him who were bent on doing things and carried out reforms in such a backward place as Hainan were very likely to make mistakes.

Lei Yu said that he set himself the upper and lower strategies of being an official: "The best strategy is to use the whole body to solve the problem, to reform, to make Hainan take off faster, and to lay a good foundation for Hainan to compete with Taiwan in 20 years; The middle strategy is to be a 'peace official', to seek some progress in the work in a stable manner, and to do a little better work, which is undoubtedly the safest road; The next strategy is to save effort and effort to be a hand-throwing treasurer, and the rest of the time is to grasp the afforestation and leave some beautiful memories for future generations. We must make up our minds to do something that no one has done in the past, and it is inevitable that we will fall on our heads and take the wrong path. I'm ready to make a mistake, leave it alone, and live up to my conscience. ”

In Hainan Lei Yu introduced a lot of reform measures, in the appointment of cadres he has always been accurate to use, in Hainan he promoted a number of young cadres.

In the approval of projects, Lei Yu is even more bold and flexible, he gave an example to the Hainan Daily reporter, there is a project because of the large amount of investment needs to be approved in the province, but in a hurry to start, there is no time to wait. So Lei Yu divided the project into zero, split into several sub-projects that could be approved within his own scope of authority, he said, just like this, I will approve it in less than two hours, if you want to report it according to the procedure, wait a year and a half.

Lei Yu said: Reform and opening up cannot be done without courage and boldness, but this "boldness" is not reckless, not bold. What is accurate must be done boldly, and personal gains and losses cannot be considered.

Lei Yu, who was the executive vice mayor of Guangzhou in 1992, was about to go to Guangxi when he threw away his black gauze hat and made a wonderful speech at the Guangzhou cadre conference. Lei Yu recalled: "As cadres in Guangdong and Guangzhou, which are at the forefront of reform and opening up, we should put the wusha hat aside. Reform and opening up is like a socialist revolution, someone needs to make sacrifices and pay a price, it is not you who is him, if you really want to do something, don't take the hat seriously, the hat is not born, it is given to you by the party and the people, if you give it to you, you must do things well, if you don't do something, what do you want him to do?"

I didn't personally approve a car, but I stood up and took full leadership responsibility

Lei Yu stepped forward to take the main responsibility for the car incident. Before, some friends advised him that you have not personally approved a car, do not take it. More importantly, at that time, he had already been identified by the Central Organization Department as a candidate for the third echelon of senior leading cadres. According to the situation at that time, as long as Lei Yu could retreat in Hainan, there would be a very bright political future.

In the interview, he told the Hainan Daily reporter about the psychological process of weighing at that time. From the early days of liberation, anti-localism began, Hainan's local cadres are the first to bear the brunt of the rectification, the car incident has always someone to come out to take responsibility, Lei Yu wants to protect the local cadres who are growing, so he took the initiative to report to the province, as long as it is conducive to Hainan's continued opening up, is conducive to Hainan's stability and unity, can not hurt Hainan's vitality, he Lei Yu would rather aggravate the punishment. He said, I was only 50 years old at the time, I believed that I was innocent, as long as I wanted to work for the party, I believed that I would have the opportunity to get back up, but the old comrades who are close to retirement are different, and the achievements of decades of work will be ruined once it is difficult to recover. Therefore, Lei Yu chose a magnificent way, he said: "Anyway, I am on the list of gods, expelled from the party, removed from office, as long as I am not arrested, I will accept!"

When Lei Yu decided to "face the crime" alone, one of his deputies, a Hainan cadre, held Lei Yu with complicated feelings and lost his voice in pain: "Director Lei, we hurt you!"

Lei Yu remembers this date, on July 16, 1985, when the leaders of the Guangdong Provincial Party Committee talked to him and said that the problem was very serious and that the dismissal was certain.

Lei Yu said that if I can work for two more years, I believe that Hainan should have a look, that year, with his departure, many projects stopped, many funds were withdrawn, and many foreign businessmen also retired. In the face of this ending, after many years, Lei Yu seems to have resolved all the sorrows and regrets with open-mindedness... But to this day, Lei Yu still sighed: "What a pity. With a cry of "what a pity", the reporter can strongly feel the helplessness behind his indifferent look.

When the reporter asked About Lei Yu, why did he say that Hainan was the most wonderful three years? He said that for a long time, he did the work of his staff. In Hainan, when it finally has its own stage, it can implement and realize its own ambitions, especially when it is difficult to express the happiness when it sees that it has done something that is good for the people according to its own ideas.

In the morning, the defendant was not guaranteed his official position, and in the evening he continued to persuade overseas Chinese businessmen to stay in Hainan and invest

It can be said that Lei Yu is a person with a magnet function, and in Hainan he has attracted a lot of talents and a lot of funds and many foreign investors to develop and build Hainan. In October 1984, he visited Thailand, and in just a few days, he visited 14 Hainan Overseas Chinese Clan Associations to unite them and participate in the construction of their hometown. He said: I am united not only with the pro-mainland overseas Chinese leaders but also with the pro-Taiwan overseas Chinese leaders.
