May this year marks the first anniversary of the implementation of the Regulations on the Work of Letters and Visits. In order to vigorously promote the study, publicity and implementation of the Regulations on the Work of Letters and Visits, on May 16, the Yingze District Letters and Visits Bureau organized 20 joint units of the district to carry out a concentrated publicity day activity of "Implementing the Regulations on the Work of Letters and Visits and Maintaining the Order of the Work of Letters and Visits" in Tongzhiren Square, Chaoyang Street. Zhou Yingchun, director of the comprehensive department of the Provincial Bureau of Letters and Visits, and Yan Junli, member of the Standing Committee of the District Party Committee and secretary of the Political and Legal Committee, came to the scene to jointly participate in the publicity of the "Regulations" and answer questions from the masses, guiding the masses to express their demands in a rational, civilized and orderly manner in accordance with the law.
The Regulations on the Work of Letters and Visits, officially promulgated on May 1, 2022, are the first regulations on the mainland to comprehensively regulate the work of letters and visits. Over the past year, Yingze District has taken regulating the order of petitions and resolving the reasonable demands of the masses as its purpose, insisted on solving petition problems in accordance with the law, in a timely manner and on the spot, continuously reduced the stock and controlled the increase, and actively promoted the successful resolution of more than 250 backlog of petition cases.
A number of publicity panels were set up at the event site, and the staff of relevant functional units and the town of Sixth Street distributed leaflets to the passing citizens, focusing on the specific content of the "Regulations on the Work of Letters and Visits", giving in-depth and patient explanations to the residents. In view of the work process of petitions that the public is concerned about, how to regulate petitioning and the protection of rights in the process of petitioning, the staff patiently explained, and informed the public that they can conveniently and efficiently put forward their reasonable demands through online petitions to protect their legitimate rights and interests. A total of more than 20 exhibition panels were displayed at the event site, and more than 5,000 copies of publicity materials and more than 500 publicity materials were distributed, further expanding the awareness rate of the Regulations on the Work of Letters and Visits and effectively enhancing the awareness of residents to petition in accordance with the law.

Yang Huiming, deputy director of the District Party Committee Office and director of the District Bureau of Letters and Visits, said that the promulgation and extensive publicity of the Regulations on the Work of Letters and Visits can urge the departments of letters and visits at all levels to continue to strengthen the research on the system of letters and visits, optimize the process of handling letters and visits, and also enhance the awareness of the petitioners to express their demands in accordance with the law, rationally and in an orderly manner, and create a good atmosphere in the whole society for doing things in accordance with the law, using the law and relying on the law.
