On the 12th, the Chinese football team announced three consecutive fines a day, all of which were issued for inappropriate remarks made by relevant personnel of the team on social media after the game, respectively, against the Chinese Super League team Dalian Ren coach Xie Hui, Nantong Zhiyun Club official Fan Bing, and the Chinese League One team Heilongjiang Ice City manager Li Zhenbo. Among them, Dalian coach Xie Hui and Nantong Zhiyun Fan Bing were banned for 1 game and fined 10,000 yuan, but Li Zhenbo, the manager of Heilongjiang Ice City, was banned for 3 games and fined 30,000.
In fact, in the past few seasons, the clubs or individuals who have published criticism of the Chinese Football Association on social media are not the only three who have been punished, among which the "black and evil forces" remarks and "darkness shrouded the earth" that resounded in the Chinese Super League last season were publicly published on social media, and the intensity and severity of the expression were much more serious than these people this time, but there was no punishment measure from the Football Association. Therefore, after the issuance of these three fines, the public opinion reacted more fiercely, and it was generally believed that the three "convicted for speech" tickets were unfair with reference to the recent case.
To this end, this newspaper interviewed the relevant person in charge of the Disciplinary Committee of the Chinese Football Association, hoping to answer the different discretionary standards for the club's social media freedom of expression in the two seasons, and clarify the basis and standard of punishment.
At present, the various departments of the Football Association are in a state of work in a special period, for example, the disciplinary committee is currently only presided over by the deputy director, and the original first person in charge, Wang Xiaoping, is under investigation. At present, the staff of the relevant disciplinary committee replied to this newspaper that the punishment provisions imposed on Xie Hui and the other three were based on repeated emphasis in the lectures on various teams at the beginning of the year,—— and behaviors involving "irresponsible comments" in the "Chinese Football Association Disciplinary Guidelines" will be punished accordingly.
According to the relevant regulations, if a natural person or organization deliberately attacks a match official, other athletes, officials, clubs (teams), member associations, competition district committees and the Chinese Football Association by publishing irresponsible comments related to the match through the news media, the following penalties shall be given:
(1) Player: at least 1 game suspension, or a fine of at least 10,000 yuan.
(2) Officials and other personnel: at least one stadium (hall) is prohibited from entering the stadium, or a fine of at least 10,000 yuan is imposed.
(3) Clubs (teams): report criticism, fines or other punishments.
Where the responsible person of a club (team) commits the acts mentioned in the preceding paragraph, the club (team) may be held responsible. The punishments in the preceding paragraph may be used independently or in combination.
According to this punishment standard, Xie Hui and Fan Bing were both close to the minimum punishment standard, and Li Zhenbo's slightly heavier punishment was directly related to his wording.
Judging from the responses of the relevant staff of the Disciplinary Committee, the standard of punishment this time is clear. But why wasn't punishment for some of the more intense and serious remarks last season? For example, some clubs have criticized the Chinese Football Association as an underworld force, why has this not been punished as inappropriate remarks?
In this regard, the disciplinary committee said that the corresponding person in charge of the punishment standards and implementation principles of last season was not the reason for the lack of punishment that could not be interpreted by the current staff, and the reason may even have exceeded the current work authority and scope of the Football Association.
If, according to the current standards, if someone or the club publicly publishes another violation on social media in the future, this statement will definitely be punished, so the clubs can no longer use the standards of the previous season, which was not punished last season. It does not mean that it should not be punished, and it should not be used as a reference for punishment this season.
The leadership structure and corresponding executive staff of the Football Association have been adjusted for the new season, and the current working principles are in line with the requirements of the disciplinary code, and will not copy the standards of the previous season.
Although this interpretation of the current disciplinary committee may sound suspicious of shirking responsibility from the outside world, it has to be admitted that it is indeed an objective fact. The determination of "excessive" remarks and the penalty standards have always been there, and they will certainly be strictly enforced this season. As for the corresponding officials who were able to decide last season to spare radical remarks and not to punish them, all are currently under investigation.
