In Wubao County, Shaanxi Province, there was a county magistrate who was deeply loved by the people, and everyone evaluated him as diligent and pragmatic, honest and honest, straightforward, and simple in life. He is Zhang Budian, who is affectionately known as the "Buyi County Magistrate".
Zhang Budian, born in 1922, from Dalianpo Village, Songjiachuan Subdistrict, Wubao County, served as the director of the Youth Salvation Association in Kangjiata Township, Wubao County in 1941, and joined the Communist Party of China in August 1944. In more than 20 years of work in Wubao County, he successively served as the mayor of Kangjiata Township, the secretary of the Lijiagou District Party Committee, the political commissar of the Northwest Front Military and Civilian Workers Brigade of Wubao County, and the county magistrate of Wubao County.

"When Mayor Zhang goes to the provincial capital for meetings, he always wears old cloth clothes and stays with the staff. At a banquet, a leader was surprised to find that he did not eat with the leaders, but sat at the staff dining area. Since then, everyone has affectionately called him 'Buyi County Magistrate' to praise him for being simple, diligent and thrifty. Arduous and simple, caring for the masses
For today's Darian Po Village, Zhang Budian is an example for everyone to learn from, and it is also the inheritance of the spirit of integrity.
"Hard work and simplicity are the fine traditions of our party and the qualities that party members and cadres must possess, and Governor Zhang is a model in this regard." Gong Yanping said, "Everyone in Dalian Po Village knows the story that Zhang County Chief never rides a horse when he goes to the countryside. ”
In October 1949, Zhang Budian, political commissar of the military and civilian labor brigade, returned to Wubao County with the banner, horses and guns of the "Zhiqian Model" rewarded by the headquarters and political department of the First Corps of the Chinese People's Liberation Army, and left one of them and a mule for the county government to use.
In 1954, Zhang Budian served as the magistrate of Wubao County.
At the mention of Zhang Budian, Gao Weimin, the breeder of the county government at that time, was excited. Zhang Budian suffered from arthritis during the war years and often suffered leg pain, but he never rode a horse in the countryside, and walked more than 50 kilometers back and forth.
There was a lot of rain in summer, and once when His Royal Highness Zhang Bu was returning from a trip to the countryside, it suddenly poured rain, and because the road was slippery, he fell several times before returning home. Zhang Budian, who was drenched in rain, slept until midnight and suddenly developed a high fever, and was unconscious for several days and nights. In winter, with goose feathers and heavy snowfall, Zhang Budian ignored everyone's dissuasion and forced to walk to the countryside, but as a result, he fell with a blue nose and swollen face, and almost fell off the cliff.
Gao Weimin helplessly and distressedly said to County Magistrate Zhang: "The organization has assigned a horse to the leader, and it is for him to ride." Going to the countryside to ride a horse is a need for work, but not special. If you don't ride a horse, simply remove me as a breeder, it is useless for me to raise the horse well!" The director of the office also came to help: "County Chief Zhang, let you go to the countryside to ride a horse, this is an organizational decision, you are a party member, you should obey the organizational decision!" With only two legs, how can you run over. ”
"Why can't you run? The Red Army still walked 25,000 miles on two legs, what is a road of more than 50 kilometers? During the war years, we supported the front, from northern Shaanxi to Lanzhou, who rode a horse? Zhang Budian said.

Zhang Budian also told everyone: "You also know that after all, there are only a few people who can ride horses in the countryside. I rode to the countryside, which is a special kind in itself, and the masses will alienate us when they see this style of official and old man. Zhang Budian always insists that wherever he goes and sees, he will follow up his investigation and research. Strictly discipline oneself and be honest in government

In 1963, at noon one winter, Zhang Budian met Gong Xu, the former secretary of the party branch of the Wangjiashan Production Brigade, who was gathering in the county seat, and invited him to his home to drink water and rest. Gong Xu saw at Zhang Budian's house that their family's lunch was a half-pot of sorghum rice, and there were small potatoes with skin slightly larger than apricots, and said with a smile: "People who are county magistrates still eat such meals at home?" It's about the same as my family. Zhang Budian said: "There are many people among the people who can't even eat this meal, and it would be good if I could eat this meal." After hearing this, Gong Xu was very emotional, and felt that the county magistrate could compare himself with the people, which was very close to the people.
"The next day, my grandfather asked someone to use a donkey cart to bring more than half a bag of slightly larger potatoes to the Zhang County Magistrate's house. When Grandpa went to pick up the cloth bag containing the potatoes, Zhang County Magistrate insisted on paying for it, and was grateful that Grandpa could give the larger potatoes to his family. Gong Xu's grandson Gong Yanping said, "Grandpa thought at that time that if the cadres could not take advantage of the masses like Zhang County's magistrate, what else would the people have to say, but to follow the Communist Party wholeheartedly!" ”
Zhang Budian always demands himself strictly. During the "Three Antis" movement in the early days of the founding of New China, he took the initiative to review his two "economic" problems: first, when supporting the front line, he once seized a fountain pen, because he often had to study and organize materials, and because he liked this pen, he kept it for his own use; Second, when he was working in Kangjiata Township, he gave the remaining bucket of grain bran from the township fight to his poor aunt's family.

At the end of 1962, the Wubao County Government conducted a welfare assessment, and someone suggested that the county magistrate of Zhang Budian be evaluated once. In this year, Zhang Budian's father died, his son got married, and his wife fell ill. In addition, he has to provide for his nieces and nephews who are attending school, and sometimes to relatives who come to his door. But Zhang Budian refused such benefits, asking for money to be given to those who needed it most.
With one practical action after another, he fulfilled the original mission of a Communist Party member and became an example of honesty and self-discipline.

After Zhang Budian's eldest son, Zhang Baozhen, was promoted to a county-level leader, he often warned himself to abide by discipline, observe rules, set an example, and never smear his father's face. "My father was a clean and honest official, and he won the love of the broad masses of cadres and the masses.
