In order to stimulate the enthusiasm of young cadres and officials in the county for entrepreneurship, the theme sharing activity of "Huixian should develop youth" in Huixian County's "Three Grasps and Three Promotions" action was enthusiastically held. Youth representatives from the county education system, health system, township and village community cadres, social volunteers and other youth representatives gathered together to share their growth insights, plan development strategies, and draw a beautiful vision with sincere emotions, vivid language, and colorful PPT with pictures and texts, showing the spiritual outlook of young people in Huixian County remembering their original intention, bravely undertaking their mission, striving for progress and vigorously moving forward. Huixian released the column "Striving for Youth, Chasing Dreams" from today, following the footprints of young strivers from all walks of life in Huixian, telling the stories of strivers, showing the style of strivers, inheriting the spirit of struggle and condensing the strength of endeavor. Village party branches should become strong fighting fortresses to help peasants get rich, maintain rural stability, and promote rural revitalization. ”
When I first came to work in Xisi Village in October 2020, the most common question asked me at every meeting was, "When can our village have a decent activity position, you can see that the village-level party and mass service centers in remote areas are very beautiful." Indeed, the original activity position of Xisi Village was demolished due to urban development, and since 2016, it has been working in a temporary panel house, and it is not afraid of everyone's jokes, and it is the only one of the 213 administrative villages in the county. Over time, the masses gradually lost confidence in the village "two committees." As the secretary of the village party branch, I led the members of the team to start from the most urgent needs of the masses and build a new party and mass service center of 1,200 square meters on the third floor, completely changing the current situation of small activity positions, poor appearance, and weak ability to serve the masses. At the end of 2022, when the brand-new activity position was placed in front of us, the faces of the masses showed joyful smiles, and the village "two committees" were once again recognized by the masses.
The matter of the active position has been resolved, and an even more difficult problem before us has arisen. As a typical urban village, Xisi Village has a good economic foundation and abundant collective available resources, but because collective resources have not been well developed and utilized for many years, many of them have been idle, which is not only a waste of collective resources, but also not conducive to the development and growth of the village collective economy. Last year, some people complained that "the rent of shops in Nanhe Community is too low, and there is a situation of loss of village collective assets". In order to effectively "solve the problem", we took the Longnan Civil "Straight Talk 1234" working method as the starting point, organized and convened the Xisi Village Civil Direct Talk Council, and fully solicited the opinions and suggestions of the public on the "increase in the rent of shops in Nanhe Society". Through 3 "concentrated talks", 25 "door-to-door talks", and 12 "online talks", a total of 29 opinions and suggestions were collected. From the initial talk of disputes and complaints, to the final talk of development and construction, it is said that the heart is opened and the people's hearts are gathered. In the end, the problem of public feedback was also solved by "hiring a third-party agency to evaluate the bargaining price, and then publicly bidding for rent".
The above is a real case of our village using the Longnan Civil Direct Theory 1234 work method to solve practical problems. At the civil direct speaking meeting in February this year, we actively absorbed opinions and suggestions from many parties, and also determined the idea of developing the village collective economy from the three aspects of revitalizing "resources, assets and funds", and strive to exceed the 400,000 yuan mark in 2023.
In terms of digging deep advantageous resources, we will rely on the rich land resources of Tianba Community and the location advantage of being close to the county seat, and in accordance with the work idea of building a "vegetable basket" on the outskirts of the city, on the basis of the development of diversified planting industries such as edible fungi, vegetables and fruits in previous years, we plan to expand 20 edible fungus planting greenhouses and 30 vegetable greenhouses, add 50 mu of open-air vegetables and 30 mu of fruits, the annual output value will reach 1.5 million yuan, and the village collective can benefit 24,000 yuan per year.
In terms of revitalizing high-quality assets, the Nanhe Community collective farm was upgraded and built a new smart parking lot, 40 parking spaces were set up, surrounding vehicles were managed by category, minimum standard charges were charged, vehicle parking order was effectively standardized, and the village's collective economic income was increased by 50,000 yuan.
In terms of the use of collective funds, it is planned to manage the accumulation of 5.12 million yuan of village collectives by category, with 4 million yuan as time deposits, and the remaining funds as working capital to serve village collective development and infrastructure construction, with an annual bank interest carry-over amount of 96,000 yuan.
If the nation wants to rejuvenate, the countryside must be revitalized. The contingent of rural revitalization needs village cadres with excellent political quality, courage to take on responsibilities, and full of enthusiasm for entrepreneurship. The main battlefield of rural revitalization is at our feet, and my team and I are fortunate to be a small branch of this team, and I am willing to burn out the light and heat, lead our party members and the masses to march forward with their heads held high, and build a Hemei West Temple that is suitable for living and working!
