On the morning of October 13, Wu Xudong, deputy secretary of the municipal party committee and mayor, led a team to the new town to conduct field research on the construction of small towns, and gathered wisdom and ideas for the construction of small towns in townships and towns. Wu Xudong and his entourage successively went to the new city center to complete the small old campus, the new city community, the convenience center, and the peace village, and through on-the-spot inspection and listening to reports, they fully understood the planning and construction of the town's small towns. Wu Xudong pointed out that the new town should rely on the cultural advantages of the millennium ancient town, clarify the development ideas of the "new town ancient street", optimize the top-level design, revitalize idle resources, improve the living environment, attract the surrounding population to gather in the township, and contribute to the construction of the town model of the sub-central city of Leiyang County.
Subsequently, Wu Xudong also presided over a symposium to draw a blueprint and gather strength for the new town to fully start the construction of small towns. After carefully listening to the suggestions of relevant units, Wu Xudong pointed out that the construction of small towns is an organic part of the overall development of urban and rural areas, a key node connecting cities and rural areas, and an important breakthrough in rural revitalization and urban-rural integration development. Small towns are not only an effective carrier for the transfer of rural labor, but also a "big stage" for exercising the ability of grass-roots cadres to govern, and all relevant departments should adhere to the model of "leading the city, the main body of townships and towns, and operating towns and towns", adhere to the people-oriented, adapt to local conditions, improve functions, and rational layout, so that the urban environment is more beautiful and towns are more livable; the financial departments should release policy dividends, introduce relevant policies to encourage and accelerate the construction of new-type towns; we must make plans for "one town and one special" to comprehensively improve the functional quality of urban and rural spaces. Synchronously promote the expansion of new cities and the improvement of the quality of old cities; it is necessary to take the urban belt and townships as a whole, make overall plans for development, and advocate the adoption of the method of "unified planning and unified construction" and "unified planning and self-construction"; we must further do a good job in planning and settling accounts, so as to achieve parallel expansion and quality improvement, construction and management, and promote the construction of small towns to a higher grade and a higher level.
The meeting also discussed and proposed solutions to issues such as the construction of small towns in new towns, land reserves, and the revitalization of idle assets.
