Shangrao Domestic Waste Incineration Power Plant was ignited and operated on November 15, 2020, covering 8 counties and districts including Xinzhou District, Guangfeng District, Guangxin District and Yushan County, with a daily treatment of about 1,500 tons of domestic waste and a daily power generation of about 750,000 kWh, which is managed and operated by Shangrao Chengtou Energy And Environmental Protection Co., Ltd. Walking into the factory area, basketball courts, fountains, and white office buildings come into view, there is no smell of garbage, it is difficult to imagine that this is a power plant that uses domestic garbage as raw materials.
Following the completion and operation of the city's first waste-to-energy incineration power plant, Wannian County Domestic Waste Incineration Power Plant, in September 2018, the Shangrao Domestic Waste Incineration Power Plant became the second waste incineration power plant in Shangrao City to be officially put into operation.
In the face of the increasingly fierce garbage siege dilemma, the breakthrough road taken by the domestic waste incineration power plant in Shangrao City may give us more vivid enlightenment on how to effectively use domestic waste.
Before landing: dispelling residents' doubts and breaking the "neighbor avoidance effect"
"Before the factory was built, there were objections from nearby residents." Gong Jianli, who is in charge of personnel and environmental protection of Shangrao City Investment Energy, said.
"At first, I would object to it, afraid of the smell of garbage." Several residents interviewed said.
"Under the influence of the 'neighbor avoidance effect', everyone's resistance psychology at that time was still quite large." Gu Zhenjia, secretary of the party branch of Liansheng Village, said.
The so-called "nimby effect" refers to the concern that construction projects such as landfills, nuclear power plants, funeral parlors and other facilities will have many negative impacts on physical health, environmental quality and asset value, resulting in disgust and breeding the psychology of "don't build in my backyard", and then adopt strong, resolute, and sometimes highly emotional collective opposition and even resistance.
In order to protect the rights and interests of surrounding residents and make the project land smoothly, the Economic Development Zone and Shangrao City Investment Energy and Environmental Protection have done a lot of work in this regard.
Field visits are an important way to dispel residents' doubts and break the "neighbor avoidance effect".
On December 11, 2017, Shangrao Economic Development Zone, Shangrao Chengtou Energy and Environmental Protection, Liansheng Village and other relevant staff organized villagers to visit the completed waste incineration power plants in Shanghai and Changzhou, Suzhou, Yixing and other places in Jiangsu Province, and then gradually won the understanding and support of local residents.
After the ignition and operation of the power plant on November 15, 2020, Liansheng Village United City Investment Energy and Environmental Protection led party members and villager group leaders to visit the factory area to let them understand the actual operation and planning of the project.
"Now the people's concept of waste power generation has changed, and they are very supportive." Zhan Jianbin, general manager of energy and environmental protection of Shangrao City Investment, said.
Ignition operation: A number of emission indicators meet EU standards
In mid-November 2020, the waste-to-energy plant completed a "72+24 hours" full-load trial operation.
"72 is 24×3, that is, two incinerators running at full capacity for three days and three nights." Wu Quanbing, director of energy and environmental protection production at Shangrao City Investment, said.
Wu Quanbing introduced that waste incineration power generation belongs to a kind of thermal power generation, for waste incineration power plants, "72 + 24" is an indicator of the standard, the project sent out electricity, in addition to supply to the plant area, the rest is integrated into the national grid.
The basic principle of domestic waste incineration power generation is not complicated, the garbage is unloaded into the garbage bin for stacking and fermentation, and after reaching the incineration conditions, it is put into the furnace for incineration, and the waste heat generated by garbage incineration is used to generate electricity.
The power plant's garbage bin is equipped with 3 garbage hoistings, one of which is spare, and each garbage hoist can grab about 7 to 8 tons of garbage at a time.
"The garbage bin definitely smells, and there's basically nothing else." Low temperature and low pressure will be adopted to suppress the emission of garbage odor. Gong Jianli pointed to the garbage bin and said.
After the waste dumping and fermentation is completed and incinerated, it is also necessary to monitor the relevant data in real time by the "brain" of the factory area, the central control room. Shangrao City Investment Energy environmental protection designed a contingency plan to prevent problems such as data anomalies.
At present, the monitoring data of Shangrao City Investment Energy environmental protection has been uploaded to the relevant monitoring platform for real-time supervision. "The machine must be properly invested to ensure that the flue gas index meets the standard." Zhu Yantao introduced that in terms of flue gas emission indicators, Shangrao City Investment Energy and Environmental Protection strictly implements the "national standard", and a number of emission indicators meet or even exceed the more stringent "EU standards".
In addition to data monitoring, the treatment of gas, ash and slag, the tail materials of waste incineration, is also an important part of the daily work of waste incineration power plants.
"The big cost of the whole project is the environmental protection." Gong Jianli said that the gas, ash and slag produced after the incineration of garbage need to be treated by corresponding processes. In terms of flue gas treatment, the atomizer is used to drive away hydrogen chloride and sulfur dioxide in the flue gas, and then sprayed with activated carbon and dry spraying for treatment, and then the dust is reduced to the national standard by using cloth bag dust removal. In addition, it is equipped with a denitrification system to remove nitrogen oxides from the flue gas. In addition to the flue gas, the leachate generated by the fermentation of the waste in a static pile also requires special treatment. Slag from waste incineration will also be recycled.
The recycling of slag is of great significance for landfill. All the available slag is used comprehensively, reducing the pressure on landfill. The author found at the scene that the weight of these environmentally friendly bricks made of slag is slightly lighter than that of common building bricks on the market, and the edges of the bricks have more ribbon-like substances. These recycled environmental bricks will be mainly used to build walls, sidewalks, curbs and other facilities. Because of the different materials used, environmentally friendly bricks will cost less than ordinary building tiles.
Future prospects: high-quality development is the only way
Waste-to-energy incineration power generation projects have accelerated across the country, but some companies are also encountering constraints.
High-quality transformation, technical system, professional talent reserves, and funds have become the pain points of related enterprises. These "pain points" also test the Shangrao domestic waste incineration power generation project, which has been in operation for less than half a year.
"The staff need to be licensed to work, and there is a lot of competition for talents in this area, because now every province is in the layout of waste incineration power generation." Gong Jianli said. In addition to talent competition, the stability of employee work is also an issue to be considered in personnel recruitment.
In addition to talents and funds, there are achievements in technology research and development, which is also the next problem to be considered by Shangrao City Investment Energy and Environmental Protection.
