Behind the scenes of the "Central Unification": (8) The composition of the secret service headquarters

author:子名历史

After the establishment of the headquarters of the special agents of the Party Affairs Investigation Section of the Organization Department of the Central Committee of the Kuomintang, Xu En once set it up in the Zhanyuan Garden at No. 132 Daojian Street in Nanjing.

Zhanyuan is a famous classical garden complex of houses, named after the Qianlong Emperor based on Ouyang Xiu's poem "Looking at the Jade Hall, as in the sky", this garden, together with the Humble Administrator's Garden and Lingering Garden in Suzhou and the Jichang Garden in Wuxi, commonly known as the four famous gardens in Jiangnan.

Such a scenic and lush feng shui treasure land, even if you stay for a while, it is a pleasure, not to mention, working in such a place.

But ironically, it is not a public welfare department of landscaping that settles in Zhanyuan, but a cold-blooded, unsavory secret service organization.

After the establishment of the special agent headquarters, the "stations" of the special agent organization sprang up one after another throughout the country, and later, special operational areas were set up in Nanjing, Shanghai and other places.

Among them, the head of the Shanghai operation area is Pu Mengjiu, who is the number two person in the secret service headquarters, and the head of the Nanjing operation area is Xu Enzeng.

Although the special agent headquarters does not have a fixed establishment, it has its own set of management systems, after all, there are no rules and no square circles, and moreover, a special agency, if there is no explicit regulation, restless special agents, it is more difficult to manage.

According to the division of functions, the special agent headquarters first set up a secretariat, which was divided into four sections: organization, guidance, trial and operation. In addition, three separate departments have been set up: training, intelligence and general affairs.

Later, the departments of the secret service headquarters became more and more detailed, and gradually there were design committees, telecommunications headquarters, chief inspectors, action teams, and cipher telegram research rooms.

In areas where the Communist Party is active, the headquarters of the secret service also has special services and counter-terrorism specialists, the main purpose of which is to rebel against weak-willed communists, thereby further undermining the underground network of the Communist Party.

First of all, the so-called secretariat office is the "brain" of the headquarters of the special agents, and all orders and instructions are issued from the secretary's office.

The secretary of the secretariat office has a secretary and a deputy secretary, and the position is slightly higher than that of other departments of the special agent headquarters, among which, the secretary of the secretariat office is Pu Mengjiu, a native of Songjiang, Jiangsu, a student studying in Germany, and Wang Sicheng, the deputy secretary, is the No. 2 person second only to Qian Zhuangfei in Zhengyuan Industrial Society.

There are four sections under the Secretariat: Tian Kunsheng, head of the guidance section, Ma Xiaotian, head of the action section, Wu Ruoping, head of the trial section, and the head of the organization section cannot be verified...

The work of the Secretariat is mainly responsible for the personnel transfer and work arrangement of the special agent headquarters, guiding the sabotage of the intelligence organs of the Communist Party, arresting and assassinating Communist Party figures, and brainwashing, persuading, and instigating rebellion on arrested Communist Party members.

Secondly, there is the Intelligence Section, which is the key department of the special agent headquarters, mainly responsible for detecting and collecting cipher telegrams, and organizing the cipher telegrams into words and conveying them to superiors.

The Intelligence Section consists of one chief and one deputy section chief, section chief Liu Fuzhai, deputy section chief Zhang Guodong, and the Intelligence Section has three units and one room: the Guidance Unit, the Editing and Review Unit, the Translation Unit, and the Cipher Telegram Research Room.

The section has also set up three intelligence stations: Beiping Station, Shanghai Station and Tianjin Station, each of which is equipped with advanced radio equipment to facilitate communication with the Nanjing headquarters.

Wang Guanglai, head of the guidance unit, and the officers included Xiang Benshan, Chen Wenzhao (traitor to the CCP), Zhang Qingrong, He Yunyi, Liu Qiuzhi, Niu Bonan, Wang Rongsheng, etc.

Throughout the country, there are six districts according to personnel, and these officers, like large regional managers, are responsible for one area each.

The main function of the Guidance Unit is to guide the special services offices of various regions to collect, examine, and analyze intelligence, and to compile a copy of intelligence every day, and send it to Xu Enzeng, Chen Guofu, Chen Lifu, Ye Xiufeng, He Yingqin, Chen Buri and others for reference.

The main task of the unit is to sort out and review the collected intelligence into categories, edit a monthly journal called "Monthly News", and occasionally sort out and publish a journal called "Special Newspaper" on some special issues, which is used as a reference for some high-level members of the Kuomintang.

The head of the Translation Unit is Xue Dunping, who is mainly responsible for translating telegrams and compiling codes, and although this section is responsible for translating telegrams, it is not responsible for receiving telegrams.

The task of receiving telegrams is handled by another department called "Telecommunications Main Station", that is, the one responsible for translating telegrams is only responsible for translating telegrams, and those responsible for telegrams are only responsible for telegraphs, which was also thought up by the old traitor Xu En, in order to keep secrets and prevent collusion between the two departments to leak secrets.

Members who enter the Translation Unit usually undergo about half a year's training, mainly to familiarize themselves with and memorize the code, and then convert the cipher code into cipher code.

In terms of compiling cipher codes, the translation unit pays attention to the saying "different codes for the same word, different characters for the same code", and will be re-changed several times a year.

The director of the cipher telegram research office is Zhang Huamao, and after Zhang Huamao was transferred, Ma Maowen served as the director, and the deputy director was Chen Wenbin.

The room has a total of more than 30 employees, which is a relatively large department in the special agent headquarters, which is mainly responsible for collecting and deciphering intelligence.

In terms of collecting and detecting intelligence, Bai Chongxi and Li Zongren of the Gui family were the majority, followed by Liu Xiang in Sichuan and Long Yun in Yunnan, while Yan Xishan in Shanxi was less.

As for the Communist Party, the gains of the cipher telegram laboratory are minimal, which also shows that the Communist Party has done a very good job in translating and protecting telegrams.

In 1937, Guo Zijun, secretary of the Shaanxi Provincial Party Department, recommended ten elites such as Li Zheng and Wu Ziming to Xu Enzeng, thus establishing the second cipher telegraph research laboratory.

As for the three intelligence stations, they are only collecting intelligence, among which the head of the Shanghai station is Deng Dashao, the head of the Beiping station is Hou Dachun, and the head of the Tianjin station is Zhang Qingen.

The third is the Training Section, which has a section chief and a deputy section chief, and a number of officers, including section chief Wang Yunting, deputy section chief Xue Qiuquan, officers Wang Jihan, Zhu Qiubai, Xu Zheng, etc., and assistant officer Li Shiqun, who later became the main leader of Wang Pseudo No. 76.

The main tasks of the Training Section are threefold: first, the establishment of training teams and the training of secret service skills. In addition to training, experience sharing sessions are organized. At each meeting, in addition to revisiting the slogan, focus on explaining, dealing with and correcting some problems that arise during the training.

Second, edit the two manuals "Power" and "Qunli", both of which are semi-monthly. "Power" is for the reference of special agents, and "Group Force" is for ordinary personnel other than special agents.

Third, he is responsible for researching and writing the "Book of Special Agents", including six skill books compiled by Gu Shunzhang. These skill books cover almost all of the secret agent skills for party agents to learn and use.

The Training Section organized three special agent training courses, each lasting three months.

Among them, the instructor of the first phase is Gu Shunzhang, the second and third phases are the big special agent Wang Jeff, these three special training classes, a total of 60 special agents, later, they have become the backbone of the Central Unification, it can be seen that its training level is high, no less than the Soviet KGB, of which the second and third training class coach Wang Jeff is a strange flower in the spy cluster.

As an expert in secret service training, Jeff Wang is very proficient in "killing and setting fire". His greatest "contribution" was the interrogation of the famous communist Qu Qiubai.

In February 1935, Qu Qiubai was captured by local reactionary security guard Zhong Shaokui in Shuikou Village, Zhai Tian Town, Changting County, Fujian Province, during his transfer, and was later identified by traitors, Qu Qiubai's identity was discovered, and he was imprisoned in Changting Prison.

In order to persuade Qu Qiubai, Xu En specially sent this special agent expert Wang Jiefu to trial, and Wang Jiefu, like Gu Shunzhang, is also an arrogant maniac.

As soon as he came to Changting, he patted his chest and showed off to those little spies: "It doesn't matter if you can't do it, my way is to say it, don't believe him and don't open his mouth!" ”

However, the sworn Wang Jeff came to Qu Qiubai, soft and hard, as a result, he did not pry Qu Qiubai's mouth with all his strength, very embarrassed, and later, Wang Jeff reluctantly called his superiors, and the superiors informed Li Moan and Song Xilian to kill Qu Qiubai.

On June 18, 1935, Qu Qiubai finished shouting, "Down with the Kuomintang!" Long live the Communist Party of China! Long live communism" was later shot dead at the age of 36.

The fourth is the General Affairs Section, which has a section chief and a deputy section chief, the section chief is Zhou Boliang, after Zhou Boliang's death in 1936, Zhang Zumo took the post, the deputy section chief is Tong Daoyun, and the big special agents Chen Qingzhai and Wang Guodong are also serving as officers in the department.

The main functions of the General Services Section are clerical, accounting, clerical and other functions, and there is also a Custody Unit, similar to the nature of a warehouse, which mainly stores weapons and ammunition carried by special agents, mainly small-calibre pistols.

The fifth is the telecommunications station, under which there is a director and several sub-stations, and the director of the main station is the model, and the directors of the sub-stations include Chen Yutang, Yuan Geng, Wu Shichang, Wang Zhenghong, and so on; except for one telecommunications substation set up in the compound of Xu Enzeng's house, other substations are distributed throughout the country, gradually forming a radio intelligence network.

The main task of the telecommunications station is to liaise and communicate with its intelligence agencies and temporarily dispatched intelligence groups, mainly responsible for receiving and disseminating intelligence, and the intelligence sent has two characteristics: 1. It only receives telegrams, but does not know their content; 2. The telegraph code sent is different from the code sent by ordinary radio stations, and it is difficult to detect and decipher.

In fact, the design committee is only an advisory body, and all the members of the committee are some senior agents of the Central Authority, including Zhang Chong, Gu Jianzhong, Ji Yuanpu, Zheng Bohao, Li Xiyuan, Xu Zhaolin, Ding Mo Estate, etc.

In addition, the special agent headquarters also has the post of chief inspector and subordinate departments, as the name suggests, this is an inspection agency, mainly responsible for supervising and evaluating the loyalty and "activity trends" of special agents, and if an agent is found to have bad tendencies, it will immediately control the person.

Among them, Wang Jiefu and Liu Wei successively served as the chief inspector of the secret service headquarters.

At the same time, the special agent headquarters also set up "districts" and "special offices" throughout the country, of which "districts" are located in major cities throughout the country, while "special offices" are located on railway trunk lines in general provinces and small and medium-sized cities.

On the basis of the "districts" and "special service offices," there are also special "anti-counter-terrorism commissioners" and "special commissioners" who are mainly responsible for specific work such as anti-rebellion, persuasion, and sabotage in various regions.

The local special services office has a director and a secretary, and four sections of general affairs, intelligence, organization and operations are set up according to functional departments, and each section has a section chief.

After the establishment of the agent headquarters, Nanjing Zhanyuan was not a Jiangnan garden, but suddenly became a mysterious organization, and the black gate was closed on weekdays, and a small door was opened next to it for people to enter and exit.

There are no guards at the gate of Zhanyuan, but there are many spies in ambush around, and when tourists accidentally enter, they are scolded at light and beaten at worst.

One year, Ji Liang, an executive member of the Kuomintang, passed by Zhanyuan after drinking wine, and knew that Zhanyuan was the official residence where Yang Xiuqing of the Taiping Heavenly Kingdom once lived, so he curiously wanted to step into Zhanyuan.

To his great surprise, before he stepped into the garden with his left foot, he was beaten by some black-faced men who popped up nearby, and Ji Liang, who was beaten, later reported to the political figures of the Central Committee of the Kuomintang, but unexpectedly, the reply he got was: Important institutions in the party, idle people, etc. are not allowed to enter!

Hearing this explanation, Ji Liang furiously said: "If it is a heavy land, why don't you set up a plaque to warn?" He must have done something shady! ”

It is such a seemingly elegant place, but there is a "prison" and interrogation room inside, which is a veritable palace of the king of Hades. Every time the people who were secretly escorted into the garden came out, very few came out.

According to the recollections of the personnel of the First Central People's Unified Committee, the hissing of "wronged souls" could often be heard late at night, which was simply chilling; the "interrogation room" set up inside was full of all kinds of torture instruments, including tiger chairs, leather whips, bars, soldering irons, and all kinds of knives, and the blood stains on the ground could not be wiped clean, which made people feel extremely frightening.

Although Zhanyuan has become a terrifying hell of "killing without blinking", Xu Enzeng has managed it in an orderly manner and his work has been very effective. Later, he also established the Nanjing Experimental Zone, which specifically controlled the activities of local espionage.

There is also a "guest house for students studying in Russia" in the headquarters of the special agent, which is a prison specially set up for Communist Party and students who "stay in Russia", and the "guest house for newcomers" is specially for accommodating CCP traitors, the most famous being the "guest house" at No. 38 Anpin Street.

The secret service headquarters later developed larger and larger, almost the entire country "no dead ends", even those corners and remote places, there are Xu En's special agents.

These "special service offices" range from large to small, some with a few people, and some with dozens or hundreds of people, and their names are often changed, such as special training offices and appeasement groups.

Several intelligence organizations have converged into a network of special agents, and the spies and gangsters in the network are also called "cells"! Such a huge organization, tens of thousands of people, but everyone's details and behavior were controlled by Xu En from top to bottom.

In just a few months, from December 1932 to July 1933, Xu Enzeng's secret service headquarters achieved remarkable results, persuading, rebelling, and assassinating hundreds of CCP members.

Especially in Shanghai and Beiping, the underground organization of the Communist Party has been seriously damaged, even devastating.

Of course, the enemies of the Central Command Secret Service Headquarters are not only the Communist Party, but all parties that oppose Chiang Kai-shek's rule, including the left wing of the Kuomintang, local warlords, and democrats.

It was precisely because Xu En's "spirit" of doing his best to work for his son infected Chiang Kai-shek and once became a red man in Chiang Kai-shek's eyes.
