Wang Mingming, deputy director of the Counsellor's Office of the State Council, was born on May 4, 1952 in Beijing, a native of Penglai, Shandong. Since childhood, he has loved painting, and his works from his childhood have been exhibited in more than 30 countries, and he has won the special prize and the first prize of the World Children's Painting Competition. In 1978, he was admitted to the Central Academy of Arts and Crafts, but was transferred to the Beijing Painting Institute to engage in professional creation in the same year. He is currently a national first-class artist, a member of the party group and deputy director of the Beijing Municipal Bureau of Culture, the chairman of the Beijing Artists Association, the vice chairman of the China Artists Association, the deputy director of the Beijing Municipal Art Series Senior Title Evaluation Committee, and a deputy to the Beijing Municipal People's Congress. He is a member of the National Committee of the Chinese People's Political Consultative Conference and a standing member of the Eleventh National Committee of the Chinese People's Political Consultative Conference. Hua began his career in March 969 and served as a worker in the Beijing Hand Tractor Factory, a painter, vice president, executive vice president and dean of the Beijing Academy of Painting. In September 2000, he was appointed as a member of the party group and deputy director of the Beijing Municipal Bureau of Culture, in charge of the city's art work. In January 2010, he was appointed Deputy Director of the Counsellor's Office of the State Council. In April 2011, he was appointed Counselor of the State Council.
