Ningxiang City took Changsha to build a demonstration city for the construction of a national rule of law government as the starting point, and sounded the demonstration and creation of the "storming trumpet". Promote the principal responsible persons of the party and government at all levels in the city to earnestly perform their duties as the first person responsible for advancing the establishment of the rule of law. Xi Jinping Thought on the Rule of Law is listed as the key content of the collective study of the theoretical study center group of the party committee (group) of each unit, and listed as the key course of the party school and cadre college. Carry out year-end explanations of the law by the main responsible persons of the party and government, organize and carry out special training on administrative law enforcement by departmental units, and list "governing the city according to law" as a separate assessment index, continuously improve the thinking of party members and cadres in the city, and build an institutional system with clear powers and responsibilities. In accordance with the requirements of the reform of the central, provincial and municipal reconsideration system, governments at the first level retain only one administrative reconsideration organ, and the power of reconsideration is exercised centrally by the municipal people's government. In the reform, Ningxiang City insisted on playing the role of the main channel for administrative reconsideration to resolve administrative disputes, and resolved administrative disputes through ideological guidance and guiding the two parties to reach an agreement for cases with greater social impact, more complex administrative disputes, government information disclosure, and work-related injury confirmation, and a large number of administrative disputes were properly resolved. Since 2022, Ningxiang has focused on 510 contracts for major projects and government investment projects in the city to conduct pre-signing legality review checks, with contract subject amounts of 7.5 billion yuan and more than 1,600 legality review opinions.
Effective administrative law enforcement supervision can effectively promote the effect of administrative law enforcement of "standardizing behavior, safeguarding rights and interests, and forming a deterrent". Based on the development positioning of better serving the construction of "strong industrial city and happy Ningxiang", the municipal party committee governed the municipal office in accordance with the law and the office for optimizing the business environment jointly carried out the evaluation of special case files related to administrative law enforcement involving enterprises, organized 4 public lawyers and 4 external social lawyers to carry out "law enforcement physical examinations" for law enforcement units, inspected a total of 19 law enforcement units, inspected more than 120 law enforcement case files, and gave feedback on more than 200 defects in administrative law enforcement problems, forcing administrative law enforcement units to improve their case-handling level and achieve a win-win situation of strictly standardizing law enforcement and optimizing the business environment. Ningxiang City carried out special mediation around the theme of "Mediation Promotes Stability and Welcomes the 20th National Congress", creating a sample of "Fengqiao Experience" in Ningxiang, "small disputes do not leave the village, major disputes do not leave the town, and contradictions are not handed over", achieving that more than 60% of disputes are resolved at the village level. In the whole year, more than 10,487 disputes of various kinds have been successfully resolved, with a transfer rate of 98%, and the number of mediation cases has increased by 32.5% over the same period last year. At present, a total of 312 people's mediation committees have been set up in the city, and 36 people's mediation studios (divisions and squadrons) have been set up in public security, courts and other systems, basically achieving full coverage of institutes, teams and courts. Focusing on the unstable factors in the property field, promoting the construction of a collaborative governance mechanism for urban residential communities, setting up resident community mediation studios in 30 key communities in urban areas to create "doorstep" mediation, nearly 1,200 property disputes have been resolved since 2022, more than three times that of last year, and the 12345 mayor's hotline has decreased by more than 5% compared with the same period last year.

Ningxiang Municipality has improved the public legal service system covering the city, township (street) and village (community) levels, and has built a three-level public legal service platform at the municipal and rural levels, with 29 public legal service stations, 278 public legal service points, and 1,659 public legal service volunteer points. Ningxiang Municipality gives full play to the positive role of the rule of law in serving and ensuring the implementation of the rural revitalization strategy, promotes the modernization of the grassroots governance system and governance capacity, and actively carries out activities such as the establishment of national and provincial democratic rule of law villages (communities) and Changsha rule of law village demonstration sites. In 2022, Shatin Township was successfully declared as a national red education base (the former residence of Xie Jueya and He Shuheng), Hedong New Village in Daolin Town was successfully declared as a national legal education base, and Ziqiao Village in Shuangjiangkou Town was successfully declared as a demonstration village of democracy and rule of law in Hunan Province, and 2 national "democratic rule of law demonstration villages (communities)", 15 "democratic rule of law demonstration villages (communities)" in the province, 1 "rule of law publicity and education base" in Hunan Province, and 3 "rule of law village demonstration sites" in the first batch of Changsha City. Ningxiang City continues to promote the new model of "Internet + rule of law publicity", and cooperates with Ningxiang Municipal Media Center to create a "new platform" of the New Media Law Popularization Alliance, and 32 member units of the Ningxiang New Media Law Popularization Alliance platform adopt micro-articles, micro-videos, micro-movies, Douyin and other methods of law popularization, and tell the story of law popularization by using the "language of the masses". Ningxiang City adheres to the work concept of "helping well is another kind of control" to grasp the community corrections work, forming a hierarchical management model with the community corrections office as the command, all townships (streets) and departmental units jointly grasping and managing them, managing township streets through performance appraisals, political and legal committee members through safety construction assessments, and managing the directors of judicial institutes through work evaluations linked to work funds, so as to effectively do a good job in the investigation and rectification of hidden dangers of key groups, and help and educate and support the work. Social organizations were introduced to participate in education and correction, and a total of 88 educational and learning activities for community corrections targets were carried out throughout the year, with more than 4,400 participants and 344 psychological assessments. The work of community corrections and placement assistance and education has been included in the content of the "Love Project" project of the municipal party committee, and the province has taken the lead in exploring the establishment of an employment assistance enterprise bank and a community correction target employment demand database, and implemented an employment risk factor assessment mechanism. Since 2022, a total of 427 people have been employed by community corrections targets and those released after serving their sentences, maintaining the bottom line of community corrections safety and stability.
