After Lu Huiting met the Kuomintang's requirements for discharge, he went to Keelung to settle down and had three daughters, Lu Xiuyan was born in 1961 in Anshan District, Keelung City.
After graduating from high school, Lu Xiuyan was admitted to Taiwan Chengchi University with honors and received a master's degree from the Institute of International Affairs and Strategy at Tamkang University.
In 1983, after graduating from university, Lu Xiuyan joined China Television as a news reporter.
In line with her awe of the journalist industry and curiosity about social events, Lu Xiuyan, who has just entered the industry, quickly became a circle in the Taiwan media with a series of reports exposing the Taiwan authorities' "fake love and real wealth", and won the 25th Golden Bell Awards TV News Interview Award in 1990.

At this time, rumors within the Kuomintang that Lu Xiuyan would replace Hu Zhiqiang in the poll spread all over the place, although Hu Zhiqiang denied it many times, but it was confirmed by Lu Xiuyan through a radio program in 2018.
Everyone knows that the rumors that Hu Zhiqiang was replaced that year were not for nothing, which also laid the foundation for Lu Xiuyan's election as mayor of Taichung in 2018.
In 2018, Lu Xiuyan seized the dissatisfaction of Taichung citizens with air pollution and proposed the idea of reducing the power generation of thermal power plants year by year, in order to prevent the shortage of electricity caused by the reduction in the number of power plants in the background for 6 years, Lu Xiuyan also proposed the idea of reducing the proportion of thermal power generation by 1% every year.
The idea not only neutralized Taichung citizens' concerns about air quality, but also ensured the basic power generation and power supply requirements of the citizens, and once proposed, this idea was supported by the majority of Taichung citizens, and 490,000 signatures were submitted.
In the 2018 Taichung mayoral election, Lu Xiuyan also expressed political views on "improving air pollution", but also put forward the idea of "the city should be sunny and transparent" and "create a living water economy", and finally overwhelmed the DPP's then mayor Lin Jialong, who was trying to be re-elected with an absolute lead of more than 200,000 votes, interrupting the DPP's rule in Taichung City for four consecutive years.

Lu Xiuyan's political achievements in office and the style of the DPP are still somewhat different, judging from all the policies issued by the Taichung City Government, Lu Xiuyan has introduced all the policies and strategies since she became the mayor of Taichung City, all the policies and strategies introduced are more pragmatic.

Infighting is fatal flaw
Represented by Lu Xiuyan, the Kuomintang has risen many local "princes", such as Han Yu and Hou Youyou, and the emergence of these local representative figures is different from the continuous powerful forces within the original Kuomintang.
They rely on their own efforts to make political achievements bit by bit and win the hearts and minds of the people, which is obviously different from those high-ranking Kuomintang leaders.
Therefore, although their appearance made the KMT "deflated" many times when it confronted the DPP, this is also a deep contradiction hidden within the KMT.
Before the emergence of Lu Xiuyan and others, anyone who held mayor or important positions in the local area within the Kuomintang must also hold senior positions in the Kuomintang, while Lu Xiuyan, Han Yu and others only held mayor and other positions at the local level.
Their backgrounds are not as "glamorous" as other KMT high-ranking officials, and they have neither a prominent family lineage, nor a "wonderful" academic background or resume abroad, nor do they have high-level Kuomintang internal leadership as backstage support.
Therefore, this is bound to break the "balance" situation maintained by the original Kuomintang, which will lead to confrontation between new and old forces, and neither of them will be subordinated or ruled.
The contest between new and old forces within the Kuomintang also broke out completely when Han Yu proposed to participate in the KMT's 2020 general election.
Although Han Han Yu has many supporters in the local area, he does not have the support of the so-called "elites" of the Kuomintang within the KMT, and if Han Yu represents the KMT in the 2020 election, then it represents the victory of new forces within the KMT, which is absolutely not allowed by the "elites" within the KMT.
Just when Han Yu was ostracized and constrained by the old forces within the Kuomintang, Lu Xiuyan and Hou Youyou, who used to support each other together, chose neutrality at this time for self-preservation and did not say a word, which directly led to the defeat of the Kuomintang in the 2020 general election.
Although Lu Xiuyan chose Mingzhe to save her life in the struggle between Han Yu and the old forces, as a "local official" and a representative of the new forces of the Kuomintang, she naturally experienced everything that Han Yu experienced.
Because Lu Xiuyan has always advocated the implementation of the "air pollution plan", this itself has violated the interests of some high-ranking people within the Kuomintang, who advocate the "four major referendums" to combat Lu Xiuyan's campaign slogan of "air for new air, mayor for change" through the issue of algae reef protection.
In fact, the current practice within the KMT is not conducive to the KMT's "growth" in public opinion.
Lu Xiuyan and others have a very high local support, and these people largely only recognize Lu Xiuyan, which does not mean that they really support the Kuomintang.
Therefore, if the Kuomintang wants to rise again, it is bound to take seriously the rise of local "princes" such as Lu Xiuyan and Hou Youyou, who have become "strong vassals" that Taiwan cannot eliminate.
