01 What are the bases for inspection and quarantine?
(1) The Food Safety Law of the People's Republic of China and its implementation regulations, the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country and its implementation regulations, the Import and Export Commodity Inspection Law of the People's Republic of China and its implementation regulations, the Special Provisions of the State Council on Strengthening the Safety Supervision and Administration of Food and Other Products, as well as the Measures for the Administration of Import and Export Food Safety and the Provisions on the Registration and Administration of Overseas Production Enterprises of Imported Food.
(2) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Rural Development of the Socialist Republic of Vietnam on the Inspection, Quarantine and Sanitary Conditions of Bird's Nest Products Exported from Vietnam to China.
02 Scope of products approved for import
Vietnamese bird's nest products approved for import refer to bird's nest and its products formed from the saliva of swiftlet and the same type of swallow, which have been removed from dirt and feathers and are suitable for human consumption.
03 What are the requirements for production enterprises
The production and processing of bird's nest products exported to China must comply with the relevant inspection and quarantine and food safety regulations of China and Vietnam. Bird's nest products exported from Vietnam to China must be registered by the competent authorities of the Vietnamese side and reported to the Chinese side. Processing enterprises exporting bird's nest products to China must be registered in accordance with the Administrative Regulations of the People's Republic of China on the Registration of Overseas Producers of Imported Food, and only processing enterprises registered by the Chinese side are allowed to export bird's nest products to China. Processing enterprises of bird's nest products exported to China should have the ability to implement effective hygienic treatment of bird's nest products.
04 Relevant inspection and quarantine requirements
(1) The Vietnamese side should confirm the epidemic status of avian influenza and Newcastle disease in its territory, and report to China that no highly pathogenic avian influenza and Newcastle disease have been reported in the area where Yanwu is located in the past 12 months.
(2) The Vietnamese side should establish an epidemic prevention and hygiene management system for swiftlet houses; Development of operating procedures for sanitary control of bird's nest harvesting and transportation; Formulate and implement an annual animal disease surveillance plan and a toxic and harmful substance monitoring plan related to the quarantine hygiene and food safety of exported bird's nest products, of which the annual disease monitoring plan shall include a monitoring plan for a reasonable number of swiftlet avian influenza and Newcastle disease that have been reported to the Chinese side.
(3) The Vietnamese side should establish a bird's nest traceability system from the bird's nest house to the export to ensure traceability, and recall relevant products in case of problems and trace them back to the registered bird's nest house.
(4) Imported bird's nest products (except ready-to-eat bird's nest products such as canned food that have been further processed and made into cans) shall be subject to a quarantine examination and approval system, and they will not be allowed to enter the country without approval.
(5) The bird's nest products exported to China are organized and processed under the operation of an effective quality system, and have undergone effective heat processing, and are not contaminated by any pathogens that may cause harm to poultry and human health, and meet the requirements of Vietnamese and Chinese laws and regulations; Effective hygiene treatment has been implemented; The outer packaging and shipping containers are sterilized.
05 Certificate requirements for bird's nest products exported to China
Each batch of bird's nest products exported to China should be accompanied by a certificate of origin and an original veterinary hygiene certificate. The veterinary health certificate is written in Chinese and English, and its format and content must be approved by both parties in advance.
The veterinary health certificate issued by the Vietnamese side shall indicate:
(1) The registration number of Yan House, the registration number of processing enterprises, and the source of raw materials of products.
(ii) Necessary precautions have been taken to prevent the product from coming into contact with all sources of avian influenza virus.
(3) The products comply with Chinese laws and regulations and relevant standards and requirements.
(4) Suitable for human consumption.
06 Packaging and labeling requirements for bird's nest products exported to China
Vietnamese bird's nest products must be packaged with brand new materials that meet international hygiene standards. The inner and outer packaging of bird's nest products exported to China shall be marked in Chinese and English with the product name, weight, bird's house name and registration number, processing enterprise name, address and registration number, product storage conditions and production date and other relevant information, and the labeling of relevant product information shall comply with Chinese laws and regulations and relevant standards and requirements. The labels of prepackaged bird's nest products exported to China shall comply with the requirements of China's laws, regulations and standards on the labeling of prepackaged foods.
