On August 3, 2017, the Sichuan Provincial Fisheries Bureau organized relevant experts to hold a review meeting on the "Special Report on the Impact Evaluation of the Shimenhe Bridge and the Donghe Bridge on the Jiajiang National Aquatic Germplasm Resources Conservation Area" (hereinafter referred to as the "Special Report") in Chengdu. The participating experts and representatives listened to the situation report of the owner unit and the design unit, reviewed the relevant materials, and after careful discussion and inquiry, the expert group believed that the evaluation purpose of the project "Special Report" was clear, the basic specifications were compiled, the data data was richer, the impact analysis was more reasonable, the protection measures were targeted to a certain extent, and the evaluation conclusions were basically credible and passed the review. At the same time, the expert group suggested: First, strengthen the risk prevention measures during the construction period and implement the work responsibility to ensure that the construction of abandoned soil and slag and drilling mud cannot go down the river; second, strengthen online monitoring measures and optimize the remediation measures.
The Cangxi-Bazhong Expressway, located in Guangyuan City and Bazhong City, Sichuan Province, is part of the newly added Mianyang-Wanyuan Expressway Network Planning (2011 Adjustment Plan) and is an important east-west link route. The ShimenHe Bridge of the line crosses the core area of the Jijiang River National Aquatic Germplasm Resources Conservation Area north of Cangxi County, and no wading structures such as bridge piers are set up in the protected area, and the area of the protected area is not occupied; Within the scope of the project, 58 species of phytoplankton, 18 families, 29 genera, 11 species of 3 phyla and 5 families of zooplankton, 14 species of benthic animals of 3 phyla and 13 families, 5 species of aquatic vascular plants in 2 taxa, 54 species of fish, belonging to 4 orders, 10 families and 45 genera, were collected, and 27 species were collected. Belonging to the provincial protected fish, there are rocky carp, the endemic fish in the upper reaches of the Yangtze River are mountain loach, red-tailed sub-loach, Sichuan carp, Mongolian carp, half-bearded, bare-bellied flap-lip catfish, Chinese carp, Iwahara carp, Chinese schipped belly fish, Sichuan Hua sucker loach and other fish, which cannot be destroyed during construction; Production wastewater, solid waste, construction noise, bridge deck drainage during the operation period, and risk accidents during the construction of the bridge may adversely affect the water quality and fish resources of the aquatic germplasm resources protection area. The "Special Report" proposes protection measures such as optimization during the construction period, disposal of abandoned soil and slag, treatment of production wastewater, monitoring of aquatic organisms, online monitoring, fishermen's conversion to production, and prevention of risk accidents during the operation period, so as to reduce the damage to the water quality and fish resources of the aquatic germplasm resources protection area.
