Tal said with deep feeling that over the past few decades, government-run ports have become an obstacle to Israel's economic development. The port industry is labeled a monopoly (Old Port Of Ashdod and Old Port of Haifa). As a result of numerous strikes, port operations were interrupted, causing huge losses to the Israeli economy.

When SIPG successfully won the bid for the Haifa New Port project at the invitation of Shanghai's sister city of Haifa, all parties involved in the port (shipping agents, customs brokers, importers, exporters, etc.) were looking forward to it: an international terminal operator with unprecedented standards and efficiencies in Israel has finally arrived.
