Among them, the content of ensuring tourism and leisure time and optimizing the distribution pattern of the national Annual Festival and statutory holiday time has aroused heated discussion in society.
"I hope that the holiday will not be adjusted" "It is recommended to extend the Spring Festival holiday"... Such voices have attracted attention. It should be known that the number of holiday days on the mainland has increased since the founding of New China, and in the early days of the founding of New China, the legal holidays on the mainland were 7 days. In 1999, the mainland adjusted its holidays according to the current situation, increasing the number of statutory holiday days for all citizens by 3 days, for a total of 10 days.
In 2008, the Qingming Festival was also officially established as a statutory holiday, and after the Qingming Festival, the total number of existing statutory holidays in the country was 11 days. Among them, 1 day of New Year's Day, 3 days of Spring Festival, 1 day of Qingming Festival, 1 day of May Day Labor Day, 1 day of Dragon Boat Festival, 1 day of Mid-Autumn Festival, and 3 days of National Day. Combined with the weekend rest, a rest pattern of 7 days each for the Spring Festival and National Day, 5 days for May Day Labor Day, and 3 days for other festivals has been formed.
In addition to the 11-day statutory holiday, the mainland also has fixed days of rest on Saturdays and weekends. Since May 1995, the mainland has been working five days a week. Based on 365 days a year, there are 52 weeks more than 1 day in a year. If the remaining day is on a rest day, the rest day of the year is 52x21 = 105 days; If the remaining day is a working day, the rest day of the year is 52 x 21 = 104 days. Statutory holidays and fixed rest days are combined to 115 or 116 days.
Nearly one-third of the time is on vacation every year, and many people still feel that the "holiday is barren", and the topic of national day and Spring Festival travel is endless. Behind this, is the number of holiday days not enough, or the "opening way" of the holiday is not right?
Dai Bin, president of the China Tourism Research Institute, said in an interview: "From the perspective of the total amount, looking at the world, the number of holiday days on the mainland is not many, which is also in line with the national conditions and national strength of the mainland. "And the reason why everyone feels that the number of holidays is not enough is two main reasons: First, with the improvement of people's living standards and the development of the economy, people are eager to have more holidays to meet their own way of enjoying life; Second, the current holidays are mostly concentrated vacations, which leads to the concentration of residents' travel, and the sense of travel experience and quality is relatively low.
Indeed, since Labor Day and National Day are the golden seasons of spring and autumn for tourism, these two holiday highways are free for private cars with less than 7 seats, so they have always been the peak tourist season. The Spring Festival is the day of reunion, and the Spring Festival is a major feature in the history of railway transportation. During the Spring Festival and the Golden Week of Tourism, all departments were overwhelmed, and scenic spots and stations were overcrowded.
The transfer after the holiday makes many people feel that their holiday break is actually their own time. Some people even think that after the holiday, people's work intensity will be greater, the body feels more hard, they think that the existence of the holiday has lost its original meaning.
Liu Simin, director of the Tourism Research Institute of the Cultural and Creative Industry Research Center of Beijing Foreign Chinese University, also said that in addition to the two long holidays of National Day and Spring Festival, the three-day holidays such as qingming festival and dragon boat festival are not enough to support time-consuming arrangements such as long-distance travel and long-distance family visits. At the two sessions of the National People's Congress every year, the call for increasing the number of long holidays and the abolition of the transfer of leave are also the suggestions and proposals of many deputies and members.
Nowadays, more and more people are suggesting that the state adjust statutory holidays and hope to adopt the policy of "two cancellations and one increase". What's going on here? Which two were canceled? Which one is added?
Cancel the three-day holiday
The cancellation of the three-day long holiday here is not to cancel the original holiday, but to appropriately shorten the period of the small long holiday and then supplement it to the Spring Festival holiday. Because three days is not long or short, but if you want to go home or travel, three days is simply not enough.
The idea of shifting the less time to the Spring Festival is something that many people agree with. In this way, you can have more time to spend with parents and children during the Spring Festival. After all, the Spring Festival holiday of many enterprises is only about one or two weeks, and some people spend three or four days on the way home, and the time for real home reunion is relatively short.
Abolish the double holiday system
Nowadays, people are very stressed at work, and under the double holiday system, it is difficult for people to get enough rest, so it is better to cancel it. However, the cancellation mentioned here is not a complete cancellation, but a new way of resting. That is, the 8-day holiday of each month is divided into 3:5 ratios, and only one day off is taken on the weekend of the first three weeks of each month, so that the last week can be taken for five consecutive days. In this way, the daily work pressure can be slightly relieved, the body can get better rest, and it can better accompany parents and children.
Increase winter holidays
I believe that everyone has found that most of the holidays in the year are concentrated in the first half of the year, and there are no holidays in the second half of the year except for the Mid-Autumn Festival and national day. Importantly, there will be a lot of rest on National Day, and the real holiday does not have a few days. In addition, July and August are the two months with the highest temperature in the year, and the three volt days are concentrated in these two months, and many companies will also give employees high temperature subsidies in these two months.
Therefore, people hope to make some adjustments to the low temperature in winter and add a low temperature holiday. Because extremely cold weather can greatly reduce people's work efficiency, some outdoor workers are also prone to safety accidents in such extreme weather. Increasing low-temperature holidays can allow workers to get better rest and comprehensively alleviate fatigue at work.
