"The industrial chain supply chain is the backbone of the manufacturing industry and an important support for stabilizing the economic market." According to the relevant person in charge of the Ministry of Industry and Information Technology, after years of efforts, the mainland industrial chain supply chain has formed a relatively complete layout in terms of industry and region.
——Strong large-scale production capacity. The output of more than 220 kinds of industrial products ranks first in the world, and the added value of manufacturing has increased from 16.98 trillion yuan in 2012 to 31.4 trillion yuan in 2021, accounting for nearly 30% of the global proportion from 22.5%, and the scale of manufacturing has ranked first in the world for 12 consecutive years.

"Judging from the impact of the epidemic in the first half of the year, there are still blockages and card points in some links of the mainland industrial chain supply chain, and the layout of key links in some key industrial chains is not reasonable enough." At the same time, the response mechanism for emergencies is not yet perfect, and the ability to coordinate handling needs to be improved. The person in charge said that in the next step, policy guidance will be strengthened and the layout of the industrial chain will be further optimized.
The first is to implement the "14th Five-Year Plan" series of manufacturing plans, promote the implementation of major projects in key projects, and guide the differentiated, characteristic and orderly development of various localities. The second is to implement the guiding opinions on promoting the orderly transfer of the manufacturing industry, revise the industrial development and transfer guidance catalogue in a timely manner, improve the national industrial transfer information service platform, and promote the accurate docking of the industry. The third is to guide local docking with national regional strategic deployment, cultivate and develop advanced manufacturing clusters, and strengthen regional cooperation and industrial coordination. The fourth is to improve the gradient cultivation system of high-quality enterprises, cultivate a number of leading enterprises with industrial control and ecological dominance, a group of manufacturing champions with "unique skills" and a group of specialized and new "small giant" enterprises, and form an industrial ecology of upstream and downstream assistance and financial development of large, medium, and small. The fifth is to strengthen inter-regional, upstream and downstream coordination and linkage to ensure the stability and smoothness of the industrial chain supply chain.
"Under the background of the accelerated reconstruction of the current global industrial chain supply chain pattern, promoting the orderly transfer of domestic manufacturing industry is not only conducive to optimizing the spatial layout of mainland productivity, but also helping to maintain the integrity of the mainland industrial system and accelerate the construction of a dual-cycle development pattern." Cao Qianrui, chief researcher in the field of industrial chain supply chain of China Electronics Information Industry Development Research Institute, explained that at present, the central and western regions of the mainland, such as Anhui, Hubei, Sichuan and other provinces, have developed into important manufacturing bases in the country, and the state encourages some industries in the eastern region to transfer to the central and western regions, and also encourages foreign investment in the central and western regions, which helps to maintain the integrity of the mainland industrial system, and these areas can also be further integrated into the "Belt and Road" and become a new window for China's manufacturing industry to open up to the outside world.
Strengthen collaborative innovation in the industrial chain and build an integrated ecology

The collaborative development of domestic mobile phone brands and upstream panel enterprises in the industrial chain is promoting the strong rise of domestic OLED. In the second quarter of this year, the share of OLED shipments of domestic manufacturers accounted for 24.7%, and the market share more than doubled compared with 2019.
"In general, the mainland industrial chain supply chain still has the problem of poor circulation, unstable foundation, and low level, key materials, core components, components and other basic products and technologies are still facing greater safety risks, industrial technology infrastructure is not perfect, and there is still a certain gap between high-end product quality performance, reliability and stability in some important areas and the international advanced level." The relevant person in charge of the Ministry of Industry and Information Technology said that with the goal of promoting the upgrading of the industrial base and the modernization of the industrial chain, it is necessary to strengthen the collaborative innovation of the industrial chain. Implement industrial base reconstruction projects and key core technology research projects, strengthen application traction and whole machine drive, encourage leading enterprises in the industrial chain to form innovative consortiums, and strive to overcome "card neck" technologies and products.
"The leading backbone enterprises in the industrial chain are not only the 'bellwethers' of making up for the shortcomings, but also the 'main force' of forging long boards." Cao Xirui believes that large enterprises should be encouraged to enhance their capabilities by taking the lead in undertaking major national engineering projects, and strive to cultivate a group of ecologically oriented enterprises with significant advantages in key core technologies, intellectual property rights, brand influence, market share and so on. At the same time, encourage them to open up innovation, market and talent resources to small and medium-sized enterprises in the middle and lower reaches of the country, strengthen cooperation in technical research, production verification, standard formulation and other aspects, and form an industrial ecology in which large and medium-sized enterprises work closely together and develop financially.
Promote the upgrading of the industrial base and the modernization of the industrial chain
On August 4, BMW Group and Hesteel Group signed a memorandum of understanding to build a green and low-carbon steel supply chain for automobiles. Thanks to the 1.2 million tons of hydrometallurgy demonstration project launched in 2019, from the middle of 2023, Hesteel's low-carbon automotive steel will gradually be used in the mass production models of BMW's Shenyang production site. Compared to conventional steel, the production process of these low-carbon automotive steels will produce 10% to 30% less carbon dioxide.
BMW and Hesteel's attempt to build a green and low-carbon steel supply chain for automobiles is only a microcosm of the green transformation of the mainland industrial chain supply chain.
"From an international perspective, building a green and sustainable industrial chain supply chain is a necessary condition for the mainland to integrate into the global industrial chain supply chain and enhance its international competitiveness." In recent years, a growing number of countries have enacted legislation that makes green and sustainable supply chains an important part of supplier due diligence. Cao Xirui said that building a green and sustainable industrial chain supply chain is conducive to promoting the transformation and upgrading of traditional industries, promoting the intelligent and clean transformation of traditional industries, and promoting the integration of eco-friendly industries and emerging industries.
