According to the website of the Chinese Embassy in the United States, in order to further do a good job in the prevention and control of the new crown pneumonia epidemic and implement the latest domestic prevention and control requirements, from July 1, 2022, personnel going to China are invited to apply for a health code from the Embassy in the United States according to the following rules:

First, about the pre-departure testing requirements

(1) All passengers on flights from the United States to China must undergo "double nucleic acid" testing within 48 hours before boarding, and the second time must be completed within 24 hours before boarding.

(2) "Double nucleic acid" detection should be "parallel detection and cross-verification", that is, in different testing institutions, two different reagents are used, and the interval between two samples is more than 24 hours.

For example, if the check-in date of your flight from the United States is July 10, local time, the two nucleic acid testing time requirements are as follows: the first sampling time is July 8, and the second sampling time is July 9, and different testing institutions must be selected and different testing reagents must be used.

Second, about the testing agency

Nucleic acid test certificates issued by legal testing institutions in the United States (generally speaking, CLIA qualifications should be available https://www.cdc.gov/clia/LabSearch.html) are acceptable. The test report should contain specific information such as the individual's name, date of birth, time of collection, time of issuance of the report, and contact information available to the testing institution.

3. Apply for a health code

(1) Prepare materials

Please prepare the following material scans or screenshots in advance:

1. "Double nucleic acid" test report;

2. Ticket or itinerary of the departing route to China;

3. Valid travel documents (such as passports, travel permits, etc.) for flights, and passports and valid visas for non-Chinese citizens;

4. For those with a history of previous infection, an additional 2 nucleic acid test reports must be provided as required below.

(2) Application channels

1. Chinese citizens (including holders of Chinese passports, travel permits, "home return permits" and "Taiwan compatriot permits"): search for "International Version of Epidemic Prevention Health Code" through WeChat, and enter the WeChat International Version of Epidemic Prevention Health Code Mini Program to fill in the application;

2. Non-Chinese citizens: Through the QR code page of the Foreigner's Health Status Statement, please click https://hrhk.cs.mfa.gov.cn/H5/

3. According to the location of the testing institution of the second nucleic acid test (within 24 hours before the trip), select the corresponding embassy or consulate in the United States in the health code mini program, and the consular area of the embassy and consulate in the United States is divided as follows:

Embassies in the United States: Washington, D.C., Delaware, Idaho, Kentucky, Maryland, Montana, Nebraska, North Carolina, North Dakota, South Carolina, South Dakota, Tennessee, Utah, Virginia, West Virginia, Wyoming, former Consulate General in Houston, Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, Oklahoma, Texas, Puerto Rico

Consulate General in New York: Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont

San LUIS OBISPO, KERN, SAN BERNARDINO counties are the consular districts of the Consulate General in San Francisco to the north and los Angeles to the south (inclusive).

(3) Accurately fill in the declaration information

1. In all aspects of the declaration, ensure that the name, date of birth and certificate number are consistent with the documents held and accurate.

2. The passport number and other certificate numbers will be directly used for the test results provided by the proofreading and testing agency, and if they are incorrect, they will be postponed or rejected.

3. Please fill in your personal phone number truthfully and ensure that it is unblocked.

4. Verification and approval

(1) [Full Verification] The Embassy in the United States will comprehensively verify the authenticity of the test report, and if necessary, the applicant will be required to contact the testing agency for verification and confirmation.

(2) [Review duration] The embassy in the United States audits the health code working hours from 9:00 to 23:00 every day (including holidays), please submit the application as soon as possible after the materials are complete, and the audit results can be queried online by yourself, without frequent telephone reminders, so as not to affect the progress of the review and delay the itinerary of other personnel going to China.

(3) [Blue Code, Green Code] After submitting for review, if you are qualified, you can get a "green code" and you can board the plane with the "green code". The Embassy and Consulates in the United States will no longer examine and issue the "blue code" for the time being.

5. Check-in inspection

(1) [Check health code] The airline will check the health code at the check-in site. All passengers going to China must open and log in to the Mini Program or webpage at the check-in site to display the health code, and do not accept other forms of health code display such as screenshots and printed versions. You can board with a "green code".

(2) [Additional requirements of the airline] The airline may take measures such as measuring body temperature and checking the original test report according to the company's own regulations, please cooperate. The Embassy and Consulates in the United States will actively coordinate with relevant airlines to make optimization adjustments to their additional requirements.

(3) [Scope of Use of the International Version of the Health Code] The international version of the Health Code issued by the Embassy or Consulates in the United States is only used when checking in for international flights departing the United States. For policies such as customs inspection and quarantine, isolation and observation, and health code at the place of entry, please consult the corresponding competent department.

6. Precautions for applying for health codes for persons with previous infection history, close contacts, and persons with suspected symptoms

(1) Confirm healing. Two nucleic acid tests at least 24 hours apart and 2 negative reports are considered confirmed.

(2) After confirming the recovery, from the date of issuance of the second negative nucleic acid test report, the "double nucleic acid" test can be carried out within 48 hours before boarding if there is no abnormality in the health monitoring for 14 days. When applying for a health code, you should upload two negative nucleic acid test reports confirming the cure and a "double nucleic acid" test report within 48 hours before the trip.

(3) Close contacts, persons with suspected symptoms, and so forth

The Embassy does not issue health codes to close contacts, persons with suspected symptoms, those whose nucleic acid test results are "uncertain", and those whose nucleic acid tests are in the "gray area". Relevant personnel must carry out health monitoring for 5 days after the last contact date, the elimination of suspected symptoms, and the "indeterminate" test results are obtained, and if there is no abnormality during the period, they can apply for a health code according to the normal process.

7. Transit issues

Where a transit is involved, in principle, it should be tested separately at the place of origin and transit (the place of departure of the direct flight to China), and the health code should be applied for separately.

There are many routes, airports, and testing agencies in the United States, and the specific conditions are different, so please comprehensively analyze and judge the personnel going to China and carefully evaluate various plans to China so as not to delay the trip.
